The owner of the Sralanh Khmer newspaper which used to support the SRP, declared that he is walking out of the party to join the CPP. Thach Ket told local news media on Monday that he resigned from the SRP on 13 March 2008. He said that there was no major issue with his defection, but that he planned to do so long ago. At the end, because there were some defections which took place, he then decided to walk out. Thach Ket was a former member of the SRP steering committee. The Kampuchea Thmei reported that for his defection from the SRP, Hun Sen rewarded him with the position of government advisor with a rank equivalent to that of state secretary. Thach Ket said that his newspaper will restart its publication next week, but that it will take a 180-degree turn as it will become a pro-CPP mouthpiece instead. The Sralanh Khmer newspaper used to be a popular opposition newspaper among those who oppose the government.

The publisher of an opposition-aligned newspaper has joined ranks with a growing number of people moving to the ruling Cambodian People's Party ahead of national elections in July.
Thach Keth, publisher of the Sam Rainsy Party-affiliated Sralanh Khmer, or Love Khmer, newspaper, said Monday he was throwing his support behind the ruling party.
Thach Keth confirmed Monday he joined the CPP March 13, the day after he resigned from the Sam Rainsy Party.
He would spend his own "pocket money" to publish the newspaper "to serve the CPP," he said.
Boay Roeuy, editor in chief of the paper, said he would leave it, even though Thach Keth had asked him to stay. He said he was disappointed this happened at a time when the newspaper market is growing.
Kong Koam, vice president of the Sam Rainsy Party, said Monday he was not worried about the move. The newspaper would be known as a CPP paper, he said, and would not affect the popularity of the opposition.
The paper was less popular among SRP supporters than Moneaksekar Khmer, or Khmer Conscience, he said.
In another defection Monday, the vice president of the Ratanakkiri branch of the opposition party, Phal Tha, also moved to CPP. He arrived in Phnom Penh Monday to resign from the opposition and join the Cambodian People's Party.

The Sralanh Khmer (Love Khmer) newspaper which supports the Sam Rainsy Party stopped its publication since the end of last week, claiming that a phone threat was made against the Angkor printing shop, ordering it to stop printing the Sralanh Khmer newspaper. The Mekong Times reported that the stop of the publication of Sralanh Khmer on Saturday was made because an official from the ministry of information ordered the print shop to stop printing the newspaper. However, the ministry of information rejected this news. Khieu Kanharith, spokesman for the government, said that he did not order the stopping of Sralanh Khmer’s publication. Khieu Kanharith said that this story was made up, and that near the election, people always raised this issue. Some rumors explained that the temporary stop of the Sralanh Khmer was due to the fact that Thach Ket, the newspaper publisher, resigned from the SRP and joined the CPP. On the other hand Thach Ket is currently in Kampuchea Krom, he is expected to return back to Cambodia on Monday. Whether the newspaper will re-open again or not, this issue will not be resolved until Thach Ket is back in Cambodia first.

Cambodian police attempt to stop journalists from photographing dispute over land

Two journalists who were reporting a land dispute in a village were harassed by police for taking pictures of the incident, according to the Cambodian Association for the Protection of Journalists (CAPJ), a SEAPA partner based in the capital Phnom Penh.
On 30 January 2008, journalists Chum Sophal and Kong Sopheak, from the local newspapers "Khmer Mchas Srok" and "Solanh Khmer", respectively, went to Au Andong village in Prek Pra commune, Meanchey district, to cover the confrontation between two major companies, Phanimex and Sok Kong Import Export Co Ltd, and the villagers.
As Sopheak was photographing the police in the act of removing the poles that demarcated the land in dispute, the police got angry and shouted at them, ordering for the photos to be deleted. They did not press the matter when Sopheak refused to hand over his camera, according to CAPJ, who said that most of them were drunk.
Land disputes and forced evictions are an ongoing problem in Cambodia. As they are often accompanied by violence, authorities would try to prevent media and human rights workers from monitoring or reporting on evictions as they happen.

The editor of an opposition newspaper appealed to a Norodom Ranariddh Party official Wednesday to drop defamation charges against him in exchange for a published clarification.
Thach Ket, editor of Sralanh Khmer, which favors the Sam Rainsy Party, said he thought the suit filed against him by Sao Rany was perhaps proper, but that he would publish a clarification if it would prevent the lawsuit.
Sao Rany claims a Sralanh Khmer story defamed his daughter.
"I think Sao Rany's complaint is proper," Thach Ket said. "His complaint is about defamation, and it involves him, his daughter and his family. I appeal for him for a clarification, and I will publish this clarification to stop the suit."
Sao Rany declined comment, but his lawyer, Liv Sovanna said the defendant must write a letter to the plaintiff signaling his intent.
Thach Ket must "clarify that he acknowledges he is willing to talk," Liv Sovanna said. "He admits he might have made a mistake in his profession. Whatever he wants me to do, he should write to me about it."

Last Friday, the Ministry of Information (MoInf) issued an order to all newspapers to stop the publication of the Global Witness report which accuses government officials and their relatives of illegal logging in Cambodia. Khieu Kanharith, government spokesman and Minister of Information, wrote in his statement sent to all newspaper editors to stop the integral publication of the Global Witness report. He said that if the publication continues, he will take legal action. On Sunday, Khieu Kanharith told The Cambodia Daily by phone that newspapers can publish reference to the report, but that they cannot publish the entire report. He said that stories of the (Global Witness) report has been published for one week already and that should be enough. He added that since the report came out on 01 June, only the Sralanh Khmer newspaper published the entire document. Nevertheless, he said that the government would not take action against newspapers that continue to publish the entire content of the report.

Boy Reuy, Manager of the Sralanh Khmer newspaper, said that he was very disappointed when he saw the warning letter (issued by the Ministry of Information (MoInf) for Sralanh Khmer to stop publishing Global Witness report), however, he said that his newspaper will look for other means to publish the essence of the banned report.
Boy Reuy said that this means will consist of publishing the essence of the report through quoting words from the report in combination with other writings. “I will not stop, I will use other means, I will quote the salient points from the report so that people know. But we will not publish it in its entirety like what we just did. I am very disappointed because the government owns radio stations, TV stations to clarify the information published by the Global Witness report, and my newspaper only publishes (the report) for people to judge (this report) what the government claims to be not true. Our newspaper’s view is that the people must judge by themselves about the truth (or not of the Global Witness report),” Boy Reuy said.
There is no reaction yet from the MoInf on (Saralanh Khmer’s) plan to use new means to publish (the essence of Global Witness report). In the UK, Simon Taylor, Global Witness director, said that he will also be disappointed if the government plans to prevent these publications.
Simon Taylor said: “We are very disappointed by this decision. The issues raised by the report were to provide an opportunity for the government to resolve by itself the problem of corruption, and to resolve the illegal logging activities, because on many occasions, the government raised the issue about its willingness to resolve (problems) in order to provide transparency. This is an opportunity because we provided the evidence showing the corruption involving those who use their family's political power to perpetrate these acts.”
The management of the Sralanh Khmer newspaper said that the publications of the Global Witness report increased the sale of the newspaper.

The Ministry of Informatiom (MoInf) issued a letter today to warn the Sralanh Khmer newspaper which has been publishing the Global Witness report in its daily edition.
On 03 June, the MoInf issued a letter banning the publication of the report “Family of the thieves of the Nation” (Global Witness report “Cambodia’s Family Trees” in Khmer) issued by Global Witness.
This week, Sralanh Khmer said that it will print portion of the report daily, from the beginning until the end. However, currently, the newspaper had published a few portions of the report only.
In today’s warning letter signed by Khieu Kanharith, Minister of Information, the MoInf said that it requested the editor of Sralanh Khmer newspaper to immediately stop this publication, and if the publication still goes on, the MoInf will take legal action against the newspaper.
As of Friday, there is no reaction from the editor of Sralanh Khmer yet about this warning.

The 1-riel lawsuit: King-Father vs Sralanh Khmer newspaper
1-riel bill currency: the left one was used prior to 1975, and the right one was used after 1979, currently Cambodian no longer has a 1-riel bill in circulation anymore. However, King-Father's lawyer demanded that a 1-riel damage compensation be paid to King-Father for defamation and publication of a false story, by Sralanh Khmer newspaper which published an article publicly posted online ciritical of Queen-Mother. The original author of the article who currently resides in France, invited King-Father to sue him in a French court, but no such action has been taken yet, and only the local Sralanh Khmer newspaper is subjected to King-Father's wrath with a lawsuit in a court which several claim as lacking in fairness, and highly corrupt.Saturday, May 12, 2007

The director of the Sralanh Khmer newspaper sent 1 riel ($0.00025) to the Phnom Penh municipal court as demanded in the lawsuit brought up the lawyer of King-Father and Queen-Mother (against the newspaper).
Chhit Sarith, the lawyer of Thach Ket, the director of Sralanh Khmer, said that his client worked hard to find a 1 riel bill which was used only during the State of Kampuchea era (under the Vietnamese occupation), and during the Sangkum Reastr Niyum era. The 1 riel bill was handed over the Phnom Penh municipal court for safekeeping as demanded in the lawsuit brought up by Ka Savuth, the lawyer of King-Father and Queen-Mother.
Lawyer Chhit Sarith added that following his client handing over the 1 riel bill to the Phnom Penh municipal court, he does not know whethter the court will decide to dismiss the defamation lawsuit brought up against his client or not.
Ker Sakhorn, the deputy-director of the Phnom Penh municipal court in charge of investigation in this case, told Kampuchea Thmei newspaper that in the afternoon of 11 May 2007, the prosecutor of the Phnom Penh municipal court decided to charge Thach Ket, the director of Sralanh Khmer. Therefore, there is no possibility of dismissal of the case. This means that Ker Sakhorn will send the case for trial.
Ker Sakhorn added that the final decision will be up to the judge presiding the case, based on the law, because this charge stems from a newspaper publication.
On 21 March 2007, Ka Savuth, the lawyer of King-Father and Queen-Mother, sent a complaint to the Phnom Penh municipal court to sue Thach Ket, the director of Sralanh Khmer, for defamation and publication of a false story. The complaint was accompanied by an article titled “Monique is a Yuon woman, and she should not be considered as Queen-Mother or Queen-Grandmother of the Cambodian people” which was published on 15-16 March 2007. This article is the source of the complaint. In the lawsuit lodged against the newspaper, King-Father’s lawyer demanded a 1-riel damage compensation, but it did not specify which era the 1-riel currency should come from.
On 27 March 2007, Uk Savuth, the prosecutor of the Phnom Penh municipal court, decided to charge Thach Ket of publishing false information and defamation, and the case was sent to the investigating judge to pursue the case further.
Prior to the lawsuit, Sralanh Khmer published in its entirety, a disclaimer by Senator Oum Manorine, and Mrs. Oum Sophanit, the wife of Senator Iev Pannakar, on its frontpage. The disclaimer was a rebuke to the newspaper publication which affected the honor of King-Father and Queen-Mother.

Thach Ket, the editor of Sralanh Khmer, said that he will appear in court as summoned. He also said that he already sent an apology letter to King-Father and Quuen-Mother on 07 April, and that the letter had been received by the Royal Palace already. Lawyer Ka Savuth said that he brought up a complaint against the newspaper, in the name of King-Father and Queen-Mother. He told The Cambodia Daily that King-Father is not looking for monetary compensation, but that he wants to uphold his and Queen-mother’s honor only.

The Phnom Penh Municipal Court subpoenaed the editor of a newspaper Thursday to answer questions next week over articles related to former King Norodom Sihanouk and his wife, after an article the former king claimed slanderous.
Sralanh Khmer editor Thach Keth said Thursday he received a subpoena for a hearing on April 12 on charges of publishing an article defaming the queen. He said he planned to show.
Former King Sihanouk threatened last month to sue the paper, after articles claiming the queen was not fit for her title. In a letter to the royal palace requesting them to sue, the King said his name and the name of Queen Norodom Monineath had been slandered.
"I think it is not my intention to tarnish his name," Thach Keth told VOA. "I translated [an] article and after the publication, I realized it could tarnish the king's honor. I think I would like to apologize to him to ask for his clemency."
Cambodia enjoys one of the freest press laws in Southeast Asia, and as a result wild, unfounded articles sometimes appear in print. Many papers support one political party or another.
Sralanh Khmer often publishes stories generous to the opposition Sam Rainsy Party.

The royal palace minister filed a lawsuit against the Sralanh Khmer newspaper at the request made by King-Father who found the articles published by the newspaper to be insulting.
As asked by King-Father, Kong Som Ol, the palace minister filed a lawsuit on behalf of King-Father against Sralanh Khmer, an opposition newspaper, following the publication of an article which he found insulting towards him and towards Queen-Mother. “Samdech vice-Prime minister and minister of the royal palace had filed a lawsuit against the newspaper which published slanders towards King-Father,” Ke Kimse indicated in a email sent to the US radio Voice of America. The filing of the lawsuit was confirmed by Ke Sakhorn, the vice-president of the municipal court, but Ouk Savuth, the chief prosecutor of the court declined to discuss the charges brought on the newspaper.
On 16 March, Sralanh Khmer published an article describing the content of a book in which its author was sharply criticizing King-Father and Queen-Mother.
“A long article of the Sralanh Khmer newspaper (March 16, 2007 edition) is attacking me with horrible and very contemptuous, and insulting slanders which distort the History of our Country as well as destroying very unjustly my honor and that the Khmer Monarchy of the 20th and 21st centuries. I had never been an assassin, a corrupt [person], a man owning the smallest fortune, a traitor,” Norodom Sihanouk wrote in an email in which he asked Kong Som Ol to file the lawsuit. In that same email, King-Father indicated that Queen-Mother would also ask that a lawsuit be filed on her behalf also.
Following that email, the Minister of Information asked the newspaper to publish “clarifications” written by family members of King-Father’s in-law, but it was in vain. “King-Father has the right to sue because the accusations made against him are serious,” Khieu Kanharith commented.
Thach Ket, the editor of the newspaper, declined to comment yesterday, claiming that he was not yet informed about the lawsuit. Earlier, he assured that he has no intention of slandering King-Father, he explained that he simply wanted to inform King-Father about the writings referring him.

The Sralanh Khmer newspaper is ready to apologize to former monarch Norodom Sihanouk and Queen-mother Monineath Sihanouk after the Ministry of Information as well as the royal palace office have reacted very strongly on the newspaper’s publication which seriously touched upon the former king last week.
At the same time, a source indicated that the royal palace office is planning to sue the newspaper in court.
Thach Ket, the editor of Sralanh Khmer, said that he is ready to print a correction and to apologize to the former monarch once he receives the official letter.
Thach Ket: If there is a request for a correction, I will publish the correction in the next edition.
Sok Serey: Do you accept the fault that your past publication was slanderous or is it something else?
Thach Ket: At first, I didn’t think that there was any fault because it is a translation of someone else’s article, but if the royal palace and the Ministry of Information say that doing what I did was not right, and if they tell to make correction, then I will make the correction.”
Regarding this affair, Khieu Kanharith, the Minister of Information told RFA on Tuesday that: “The content of this article attacked Samdach Hun Sen and others. The newspaper published the article on the 15 and 16, and the 16 was the date of the start of the election campaign, therefore, the majority of people traveled to the local bases. On Monday we were waiting for clarifications from the royal family members first. But when I heard that the royal palace plans to sue already, then we don’t need to sue on our side, a publication of a correction is sufficient.”
Funcinpec is calling for a lawsuit on the newspaper because it believes that the article touched upon the former monarch.
On 15 and 16 March, Sralanh Khmer published an article written by a Cambodian man living in France, the content of which accuses the former king on several points: opportunism, corruption, and the article accused Queen-Mother Norodom Monineath Sihanouk of being a Vietnamese woman.
Princess Sisowath Santa, a Funcinpec MP, said in reaction to the newspaper publication that the article is unacceptable, and it heavily attacked the former monarch and Queen-Mother, and the article also violates the constitution which stated that the king is inviolable. “This is a serious attack on the constitution, they look down on the king, therefore it is not proper. This is my comment.”
The royal palace office and the ministry of information have distributed simultaneously letters to all press media in Cambodia, both in the private and the state sectors, and telling them to publish and broadcast the disclaimer made by Oum Manorin and Mrs. Oum Sophanit, the older siblings of Queen-Mother Monineath Sihanouk, who are hurt and are denying all the content [of the article] in the Sralanh Khmer’s publication.
In the disclaimer issued by Senator Oum Manorin, and Oum Sophanit, the wife of Senator Ieu Pannakar, the following declaration was made to the national and international public: Queen-Mother Norodom Monineath Sihanouk was born from the womb of Chao Khun Pomme Peang, our mother who is a real Khmer woman, with Mr. “Jean François IZZI” who is a French citizen.

He explained that the 15-16 March publication under the title of “Monique is a Vietnamese woman and cannot be considered as the Queen-Mother, or Queen-Grandmother of the Khmer people,” seriously violates Article 7 of Chapter II of the constitution.
