UN secretary-general to visit Cambodia in November [-More arrest of evicted protesters will await Ban Ki-moon?]

UN Secretary-General Ban Ki-moon will visit Cambodia in November to attend the 21st ASEAN Summit and East Asia Summit, a senior UN official said here Thursday.

Noeleen Heyzer, UN Under Secretary-General and Executive Secretary of the Economic and Social Commission for Asia and the Pacific (ESCAP), said that the UN-ESCAP will not only continue to help ASEAN in intra-ASEAN Connectivity, but also help connect the bloc with the whole Asia-Pacific.

Cambodian Deputy Prime Minister and Foreign Minister Hor Namhong said he would also invite Ban to attend the Global-ASEAN Dialogue Forum, which will be focused on global issues such as the troubled financial system, food safety, energy security, and climate change.

UN's Under-Secretary-General Heyzer to visit CambodiaMD

PHNOM PENH, Aug. 20 (Xinhua) -- Dr. Noeleen Heyzer, Under- Secretary-General of the United Nations and Executive Secretary of the Economic and Social Commission for Asia and the Pacific (ESCAP) , will make her first official visit to Cambodia from Aug. 21-24 to further enhance ties between the UN and Cambodia.

The visit is aimed at discussing topics and issues regarding to sustainable development, regional integration, and Cambodia's achievements and challenges towards achieving the Millennium Development Goals by 2015, according to a press release from the National Committee for the Economic and Social Commission of Asia and the Pacific (NC-ESCAP) on Monday.

During the visit, Dr. Heyzer will hold meetings with other key senior government officials and will also pay a courtesy call on Cambodia's Prime Minister Hun Sen, said the press release.

UN Calls for Unity to Fight Drug-Resistant Malaria

BANGKOK — Health ministers from the Association of South East Asian Nations (ASEAN) are being asked to support United Nations efforts to stem the spread of drug-resistant strains of malaria, especially along the borders of Cambodia and Burma.

Scientists fear resistant strains of malaria may spread beyond South East Asia, reaching continents such as Africa, a region with many victims of the mosquito-borne parasite.

Thomas Teuscher, executive director of the United Nations-backed Roll Back Malaria Partnership (RBM), says more effort is needed to ensure that drug-resistant malaria at least remains localized in South East Asia.

Dear Ki-Media,

I am compelled to write this letter as I cannot bear witnessing Cambodia’s flag has until this hour of my writing been flying upside down in complete reversed position at the headquarters of the United Nations here in New York City.

Regardless of whatever underlying reasons whether an unintentional protocol flaws as a result of UN staff’s negligence or the carelessness from the Cambodian government side, to me as well as to all Khmer citizens, such act is completely disturbing and embarrassing as Cambodia flag is the only one that has been flying so. It shall thus never be acceptable and allowed since flag can mean a matter of life and death for a nation on the international arena as it represents a nation’s face, prestige, identity, pride, patriotism, nationalism, unity and soul, etc., in particular when Cambodia is chairing the ASEAN Summit.

Does this not imply a disrespect of Cambodia and her people as a whole or is it a flag desecration? Or does it mean a declaration that Cambodia is a nation in distress or emergency situation that deserves immediate international help? Have the Cambodian Ambassador to the UN and his team ever noticed about this? Definitely, a proper explanation is required should the Cambodian government be serious about that.

Although Cambodia flag has been inscribed in the Constitution, it has been noted that not much attention has been paid to the proper use of Cambodia flag domestically or internationally while the country has yet to have any Flag Code or Flag Protocol. Unlike in the US or other nations, the country has never observed a single national Flag Day. In addition, the issue of flag of convenience remains a headache for the Cambodian government. Yet, not many actions have been seen actively taken.

It is time that our government should start thinking about this issue seriously if it really wants to raise Cambodia’s image internationally and does not want to repeat such embarrassing which could imply its weaknesses. While it is widely said that, “We weave the flag, we live under the flag and we also die under flag;” or “A patriot wraps himself around the flag to defend it; a scoundrel wraps it around himself to defend himself,” how far has these ideas been practiced and upheld by Cambodian government and its citizens?

Pillay urges ASEAN to set the bar high with its regional human rights declaration

GENEVA (11 May 2012) – UN High Commissioner for Human Rights Navi Pillayon Friday offered her encouragement to ASEAN (the Association of SoutheastAsian Nations) in drafting a regional human rights declaration, but calledfor a meaningful consultation on the draft with the widest spectrum ofpeople in the region before it is presented to ASEAN’s foreign ministersin July.
As the ASEAN Intergovernmental Commissionon Human Rights (AICHR) concludes its latest drafting meeting in Bangkok,Pillay expressed her hope that the Declaration will play an important rolein improving the enjoyment of human rights for people in South-East Asia.

“Regional human rights instruments shouldcomplement and reinforce international human rights standards,” Pillaysaid. “But my hope is that that the ASEAN Human Rights Declaration willgo further by setting the bar higher for governments to ensure full protectionand promotion of human rights through their policies, legislation and practices.”

While welcoming the consultation AICHR hashad with ASEAN sectoral bodies as well as the planned consultation withNGOs at the end of June, Pillay emphasised that engaging early, in a transparentprocess of inclusive and meaningful consultation will help the Declarationto acquire the status and popular support it deserves.

When the Human Rights Community Is Its Own Worst Enemy [-Did the UN really do the right thing by adhering to the travesty of justice? That's the real question!]

The global fight to uphold respect for international human rights is a daunting job. Governments flagrantly violate human rights on a daily basis -- as do multi-national conglomerates and extremists organizations, who have become the new human rights abusers on the block. International human rights non-governmental organizations (NGOs) are often the vanguard in this global fight. So, it is perplexing when some of these NGOs undercut their own legitimacy by making public outcries that do little to help their overall causes, and in fact, undermine them. These typically resourceful and responsible groups sometimes fail to provide constructive solutions in times of need, and instead exemplify the aphorism, "the perfect is the enemy of the good."

An example of the human rights community's predilection to sabotage itself was recently displayed by NGOs that monitor the work of the United Nations (UN)-supported Khmer Rouge tribunal, officially the Extraordinary Chambers in the Courts of Cambodia (ECCC). The ECCC is an international hybrid tribunal created to prosecute surviving senior members of the 1970s Khmer Rouge regime, which allegedly perpetrated mass atrocities that caused the death of nearly two million people in Cambodia. The ECCC's structure includes both Cambodian and international personnel that share equal power in the prosecutors' and judicial investigators' offices. However, the Cambodians have a majority in the pretrial, trial and appeals chambers. The first case at the ECCC (Case 001) recently came to a close with the appeal verdict of Duch, who was sentenced to life imprisonment for the torture and murder of over 12,000 detainees -- including women and children -- at the notorious Tuol Sleng prison in Phnom Penh. Case 002, the trial of the Khmer Rouge's four most senior-living leaders and referred to as "the largest and most complicated prosecution since Nuremberg," began in earnest in late 2011 and will likely last for the next few years.

U.N. seeks full inquiry into Cambodian activist's death

GENEVA (Reuters) - The United Nations human rights office called on Cambodia on Tuesday to carry out a full investigation into the killing of an anti-logging activist and to ensure the safety of witnesses to the crime in which a policeman was also shot dead.

Chut Wutty, director of the Phnom Penh-based environmental watchdog Natural Resource Protection Group who helped expose a secretive state sell-off of national parks, died last Wednesday after military police opened fire in the remote southwestern province of Koh Kong, police said.

U.N. rights investigators arrived at the scene hours later, interviewed locals and monitored the post-mortem examination of the bodies, spokesman Rupert Colville said.

He welcomed the authorities' opening of an investigation, including a military inquiry, saying it should seek to interview military personnel and those involved in logging in the area, located near a Chinese-built hydroelectric dam.

No replacement in for Kasper-Ansermet exit

Less than a week before Swiss co-investigating judge Laurent Kasper-Ansermet is scheduled to depart the Khmer Rouge tribunal and quit the investigations into government-opposed cases 003 and 004, the UN has not yet named a replacement.

When contacted by the Post yesterday, the Office of the Spokesperson for the Secretary-General of the UN said there was no new information on the status of the UN’s appointment of the two new international judges required to replace German judge Siegfried Blunk, who quit in October, and Swiss reserve judge Kasper-Ansermet, who leaves the court this Friday.

Both judges alleged political interference in their investigations into cases 003 and 004 against five surviving senior leaders of the Khmer Rouge regime as the motivation behind their resignations.

On March 30, two weeks after Kasper-Ansermet announced his resignation, Martin Nesirky, spokesperson for the Secretary-General of the UN, said the UN had initiated a process for the selection of a new international co-investigating judge and a new reserve international co-investigating judge.

UN disaster reduction chief ends visit in Cambodia

Phnom Penh, April 25 (Xinhua): Margareta Wahlstrom, the Special Representative of the United Nations Secretary General for Disaster Risk Reduction, on Wednesday concluded her 6-day study visit in Cambodia on the country's flood disaster in last year.

Speaking in a press briefing to conclude the trip, Margareta described her maiden visit to Cambodia as "very positive and successful", where she had met with Cambodian senior government officials, flood-affected people, civil society and development partners to study the impacts of the 2011 floods, and to discuss ways to better protect Cambodian communities against weather related disasters in the medium and long-term period.
