Perfidious statement by Vietnam at the UN against KKF

Dear Lok Bora Touch,

I write to elicit your opinion and to shared an article since I have seen your name prominently in this debate on Khmer language. Please forward this to Mr. Kenneth T. So as well if you are connected.

As you know, the propaganda to attack the Khmer language has reach international heights by Vietnamese government and has culminated in the recent July 2012 statement put out by Vietnamese representative, Mr. Hoai Le Trung, at the ECOSOC body. The use of the term "Doun" was cited as example of Khmer hatred and characterization of Khmer Krom movements to ECOSOC as "fanatics" with hatred intending to break harmony in Vietnam.

In fact the Vietnamese representative claims the use of the term "Doun" is 'an insulting word used by a few fanatics to refer to the Vietnamese.' Completely and blatantly disregard the fact that this is the only term existing in the Khmer language and is used ubiquitously all over South Vietnam by Vietnamese of Khmer descent to refer to Vietnamese - in reality, far from the "few fanatics" Mr. Hoai claims. He has also mislead the world body by linking the usage of the word Youn to the atrocities of the Khmer Rough.

Thus linking the tragedy of history of the truly fanatic Khmer Rough with the term "Youn", when in fact it is wrong and without proper historic context and also portrayed as though Youn were not the sole victims that historic tragedy. In doing so, he has discriminate against the language of the Khmer Krom people and wishes to change their culture, and language - a violation of indigenous people's right. Using politic in one country to politicize and associate evil from one fanatic group to an innocent people of Khmer Krom by fabricating their language is wrong.

Mr. Trung also state and concocted a false history representation of the historic territory of South Vietnam and he turns around to accuse the Khmer Krom youth of this act; In this way his statement quote:
KKF Youth Caucus, an affiliate of KKF, concocted a map claiming “the Khmer-Krom nation” that covers 16 provinces and cities in South Viet Nam inhabited by about 30 million people of many ethnic groups, including Ho Chi Minh City - the largest and most populous city of Viet Nam,
Injecting the widely modern version, "Ho Chi Minh City", is a deliberate and devious manipulation, and its effect relies on the fact that international community are not aware of the history of Kampuchea Krom, South Vietnam, and specifically of Prey Nokor itself. The quote of term 'the Khmer-Krom nation', which was never used by Khmer Krom people in any context, is also an insult to Cambodians which implies that Kampuchea-Krom or 'the Khmer-Krom Nation' is a make-believe territory.

As you can imagine, in the world of harmony and anti-terrorism, the well deliberate manipulation of Khmer Krom people's aspiration by Mr. Hoai Trung was well received by the international community at ECOSOC. Vietnam successfully shutdown Khmer Krom from being granted consultative status at ECOSOC due to these false characterization and manipulation of our language and history.

Attached is the statement which Mr. Le Hoai used to manipulate the world body opinion against the Khmer Krom people. I send to both of you, Lok Bora Touch and Lok Kenneth T. So, because I have seen both of your name prominent in the defense of Khmer history, territory, and language.

I am not writing this e-mail on behalf of any group or Khmer Krom organization, I write it on my own conscious, believing that Khmer Krom's pain and history is also the pain and history of Khmer people. I write, as an individual Khmer youth, hoping to elicit your opinion and support and urge the both of you scholars, perhaps, to help change opinion and help Khmer Krom people respond to this fabrication of the Vietnamese government at the world body.

Khmer Krom Group Seeks Better Means of Rights Advocacy in Vietnam

About 200 participants attended from Cambodia, Canada, France, Europe, the US and other Asian nations, says Thach Ngoc Thach.

WASHINGTON DC - Members of the Khmer Krom Federation have concluded an annual convention, vowing to work harder on rights issues faced by Khmer minorities in Vietnam.

Thach Ngoc Thach, president of the group, said they discussed non-violent means of protest to avoid accusations by Vietnamese authorities. They also discussed how to “allow the world to see that KKF is a fair organization and seeking means for which the Khmer Krom people in Vietnam are free of human rights abuses,” he said.

Regarding the meeting by Vietnamese government held this morning at Wat Deum Ampil to defrock Venerable Thach Thoeun, the Viet government decided to let the [Buddhist] clergy take care of this case, and they demand that this case must be resolved before 32 July. If the clergy cannot take of this case, then the Viet authority will take care of this case itself.

This morning, the Viet authority came to hold a meeting at Wat Deum Ampil regarding the defrocking of Ven. Thach Thoeun. The meeting lasted between 9:30 and 10:30AM.

Vietnam: In open letter NGOs call on ECOSOC not to revoke consultative status of KKF

Re: Support for the Khmers Kampuchea-Krom Federation

Your Excellency,

We, the undersigned group of civil society organizations from around the world, are writing to express our strong support for the special consultative status with the United Nations granted to the nongovernmental organization (NGO) Khmers Kampuchea-Krom Federation (KKF) and its right to exercise freedom of expression of its nonviolent view regarding the situation in Vietnam. We urge you, as a member of the UN Economic and Social Council (ECOSOC), to vote against the draft resolution to revoke KKF’s special consultative status at the July 23 meeting of ECOSOC, and to support the ability of civil society organizations to freely participate in the work of the United Nations.

As you know, under ECOSOC resolution 1996/31, the Committee on Non-Governmental Organizations is mandated to grant consultative status to those organizations whose aims and purposes are in “conformity with the spirit, purposes and principles of the Charter of the United Nations,” and which “undertake to support the work of the United Nations and to promote knowledge of its principles and activities.” We consider that the KKF fully meets these criteria.

Based in the United States and operating internationally, KKF is a reputable and prominent NGO whose mission is to seek “freedom, justice and the right to self determination for Khmer Krom people.” KKF, which is an independent organization not affiliated with any political parties or groups, carries out its work through peaceful and lawful means wholly consistent with international law to promote and protect the human rights of the indigenous Khmer Krom in Vietnam.

KKF has been actively and effectively engaged in various UN mechanisms over the years, participating and submitting reports at the UN Permanent Forum on Indigenous Issues, the Universal Periodic Review (UPR), the Committee on the Elimination of Discrimination against Women (CEDAW), the Committee on the Elimination of Racial Discrimination (CERD), the Committee on the Rights of the Child (CRC), the Expert Mechanism on the Rights of Indigenous Peoples (EMRIP), EU Human Rights Commission, and governments, in addition to organizing various international events and conferences on human rights and indigenous issues.

Following a consensus decision by the Committee on Non-Governmental Organizations to grant special consultative status to KKF in May 2012, the government of Vietnam registered a protest against KKF’s application, claiming that KKF is “unqualified for a consultative status with ECOSOC” and that it has carried out “politically motivated acts (…) undermining the national unity of the State of Viet Nam.” In reality, the government of Vietnam’s attempt to get KKF’s consultative status revoked is a politically motivated attack against an independent, nonviolent civil society organization that advocates upholding and implementing universal human rights standards.

Regrettably, this is far from the only attempt by the government of Vietnam to silence those critical of it, including by increasingly denying dissenters their rights to free expression, association, and assembly. Bloggers, writers, human rights defenders, land rights activists, anti-corruption campaigners, and religious and democracy advocates face escalating harassment, intimidation, arrest, torture, ill-treatment and imprisonment. Since 2004, Vietnam has severely restricted internet freedom by firewalling critical websites, and it is now threatening to even more severely restrict internet freedom.

The government of Vietnam has recently indicated its intentions to run for a seat on the UN Human Rights Council. As a first step to show its commitment to human rights principles, the government of Vietnam should end its brutal crackdown on dissent and end its criminalization of peaceful activists, including by dropping its efforts to get KKF’s ECOSOC status revoked. Unless it does so, it will not be able to fulfill the membership criteria of upholding the highest human rights standards and cooperating with the council. In particular, its attack on the KKF puts it totally at odds with the oft-stated commitment of the council to cooperate with NGOs and civil society in exercising and defending human rights.

Supporting the legitimate status of the KKF as an accredited NGO will not only benefit the work of the UN in accordance with its founding and fundamental principles, but it will also provide tangible evidence that your country supports the important work of civil society and human rights defenders in the Asia region and beyond. We reiterate our support for KKF and its work on human rights in Vietnam, and urge your state to oppose the draft resolution that would revoke KKF’s special consultative status with ECOSOC.

On Friday, 23 July 2004, The ECOSOC voted on a recommendation triggered by Vietnam to sanction the Transitional Radical Party (TRP) because TRP has Mr. Kok Ksor, President of Montagnards Foundation, Inc. as its member.
