This sort of thing should not be allowed. The PP Governor should have a new program to educate people and to fine those who break the rule. But I admit it is hard in a poor country with corruption everywhere. Poeple's lives are wasted so easily.
Poor that little girl. I'm cry my heart out when seeing such thing like this. Their daughter is like my little daughter...
