Loun Savath is a Nationalist and a good man but he is not a truly Buddhist Monk.
However the majority Khmers believe in Gotama Buddha adopted as a state religion by Jayavaraman vii, so this monk uses his Buddhism to justify his good deeds to help his people. He is a Khmer nationalist who works inside the monk.
Gotama Buddha was a wealthiest man in his country, his followers only meditated, ate, slept and preached. They didn't have to worry about agriculture, because their followers fed them.

He was an expansionist and he Unified Land Chenla and Water Chenla to be a Khmer Empire. Jayavaraman ii was no different than the Yuon Nguyen who expand Yuon land toward Champa and Kampuchea Krom (Low Chenla).
