Sihanouk’s greatest feat

A young prince who has just inherited a principality — through whatever means — would do well to heed sound counsel from the learned ones.

Having studied the reasons for the success and failure of many legendary leaders, from ancient Greek times until 16th-century Florence, the Italian politician and philosopher Niccolo Machiavelli believed he had just such counsel.

In his renowned work, "The Prince", this great thinker summed up in 26 short chapters (an average of four pages each) all the tactics that a leader must use, or consider using, in order to hold on to his power.

Among the best known are the following prescriptions: it is better that a prince be feared than loved (Chapter 17); and a prince should not keep promises if doing so would be to his disadvantage, or when the reasons for making promises no longer exist (Chapter 18).


Apparently, a prince should be, as long as the need to keep his state would require, both merciless and lawless. Is that really so?

If one carefully reads "The Prince", however, it will become abundantly clear that Machiavelli never intended for a prince to be either merciless or lawless.

On the contrary, there are plentiful references to what he called virtues (personal abilities) that a prince must possess.

Thus, a virtuous prince should be generous, merciful, trustworthy, fierce and bold, humane, chaste, upright, severe, serious and religious (Chapter 15).

Students of the history of political thought might ask whether Cambodia has ever had a prince endowed with all these virtues.

Although we can readily recall the name of Jayavarman VII, we know little about his personal character except that it was said the suffering of his subjects made him suffer more than his own suffering and that, as a typical Buddhist type of king, he would, according to the theory, practise the so-called 10 high laws.

By way of comparison, the majority of middle-aged Cambodians could easily recite all the major events attached to the life and sacrifices of King Sihanouk.

The actual year of Jayavarman VII’s death remains unsettled, but the huge crowds standing along the streets mourning the death of Sihanouk only confirmed how deeply he was loved by all. It seems that he had chosen to be loved rather than feared.

On the other hand, he also kept his promises. For instance, he promised to regain full independence from the French (even within a defined period of time!) and he did just that.

To many observers, Sihanouk’s royal crusade for independence would rank as his most important achievement, and rightly so.

But I would argue that his greatest achievement is something else. For although history is subject to interpretation, Sihanouk’s love for his people could never be denied.

And the people loved him back.

Indeed, by nurturing an intimate friendship with his subjects – an act that all the previous Cambodian kings had been unable to perform equally – Sihanouk firmly established himself not simply as a virtuous prince but also as one whom anyone could approach.

His charisma was most memorably evident at his regular audiences and congress, during which he allowed people of modest means to freely express their requests and have them satisfied.

An enduring image of an almighty king-judge of ancient times – except that this judge would side with the people all the time.

In 1947, after nearly a century of oppression from the French, Sihanouk provided his people with a Constitution under which they would enjoy freedom of expression for the first time.

In 1993, in another Constitution, Sihanouk once more promulgated the supreme law that essentially ensures freedom of expression for the people.

If history can be any guide, the surest foundation of a king’s power resides in his ability to maintain a close and loyal relationship with his subjects.

Norodom Sihanouk excelled at this like nobody else – and that is by far his greatest achievement.

like Viet slave , Hun sen and Bun Rany, aka: Sam Heang.

Education and Nationalism make

In Cambodia, the education system is the most corrupt institution. Diplomats are on sale, bought and used like piece of toilet paper to get promoted. All doctors are fake, have no qualifications whatsoever.

Part 1:

Norodom Sihanouk was and will always be remembered as a controversial political figure in the Cambodian politics of modern time. A true and unbiased assessment of His political and personal life will give a picture not as rosy as that described in the letter to the editor by Dr. Prum Virak.

Without a doubt King Father Norodom Sihanouk is the Father of Cambodia’s Independence which was fully and peacefully obtained through His ingenious Royal Crusade for Independence and this positive and outstanding attribute of Norodom Sihanouk has been recognized by both His foes and supporters. The quality of holding on to the promise to obtain Independence even within a defined period of time for Cambodia is irrelevant as this duty was then a must for a leader contemplating to take charge of their colonized country; the call for independence from colonial masters could be heard from one continent to the next spanning the entire world. Norodom Sihanouk only did what he was supposed to do to be considered a nationalistic leader!

The author of the letter has knowingly chosen to ignore several controversial actions committed by Sihanouk after his overthrow when he chose to state affirmatively that Sihanouk’s love for his people could never be denied. I would argue and accept totally that Cambodia under King Father Norodom Sihanouk’s Sangkum Reastr Niyum still outshines that of Lon Nol, Pol Pot, and Hun Sen in so many domains, but the total love of Norodom Sihanouk for the Cambodian people and Cambodia apparently became quite clear and second to His after He was deposed in a military coup of March 18, 1970. The call Sihanouk made from Beijing for His supporters to rise up and join the KR group to whom he had so much hatred before was outrageous and could never be explained to have been done for the wellbeing of Cambodia and her poor and innocent people’s interests. In December of 1975 when Sihanouk was speaking at the UN, He still chose to side with the KR and not mention a word to anyone about the horrible conditions in which His little people had been living since the KR victory; obviously in His mind there was still hope to get something back from the KR for all the support He gave to them during the war. Being clever politically He washed off His hands some time in early April of 1976 by resigning from His position as the Head of State of Democratic Kampuchea after realizing and convincing Himself that He would get nothing from the KR leadership; the same tactic was used again when He abdicated from the throne in 2004 in favor of His son when He realized that He was being led by the nose by Hun Sen and not the other way around.

Part 2:

Cambodians under Sihanouk did not truly enjoy all the freedom of expressions as enjoyed by the people who live in a truly democratic state. Members of the democratic party had been constantly persecuted, arrested, and jailed so eventually they left for the jungles of Cambodia to pursue their political fights and later on arm rebellions. Preab In’s execution on film shown to the public served to remind Cambodians who wanted to challenge Sihanouk’s policies of the dire consequences they could fade, had they chosen to oppose Him. As Milton Osborne puts it in one of his books on Cambodia, Norodom Sihanouk is the Prince of Light and Prince of Darkness.

Norodom Sihanouk excelled at being loved unquestionably by many of His people because of 2 main reasons:
1. Those who wanted to replace Him are idiotic political leaders too caught up in their greed and ideology and came to power with no clear vision for the country and/or through foreign intervention.
2. Cambodians, in general, are not well educated enough yet to be able to read independent sources of information and think for themselves on how to hold their political leaders accountable for their irresponsible actions.

Only when the people of Cambodia are more educated or aware of the country’s affairs, Cambodia will continue to remain a country where politics and emotions run together and truth gets hidden and buried all along. Demagoguery is the weapon Sihanouk possessed and had used very well to the end of His life. The contribution of every Cambodian living outside the country and those who are truly educated inside the country will slowly change Cambodia; perhaps by the current speed we would say “not fast enough”, but moving forward, even though at a snail’s speed” is still better than not moving at all or even moving backward and with that in mind, let us all work together in whatever way we can to help our dearest Cambodia, the country whose suffering we share and whose image is permanently burnt into our heart.
