Cambodia grateful to Vietnam: Defence Minister Tea Banh (sick!)

17/09/2012 (VOV) - Cambodia will always bear in mind the Vietnamese army and people’s great support for past struggle for national independence and the present process of national construction, said Cambodian Defence Minister General Tea Banh.

Speaking on Cambodia’s TV5 channel, Tea Banh, who is also Cambodian Deputy Prime Minister, reaffirmed that the bilateral cooperation and mutual support between the two countries are proof of the everlasting solidarity.

He reviewed the painful sufferings of Cambodian people under the Khmer Rouge rule and expressed sincere thanks to the Vietnamese volunteer soldiers for helping the Cambodian people overthrow the cruel Pol Pot regime and restore freedom, peace and democracy in the whole country.

The Central Committees of the Lao People’s Revolutionary Party (LPRP) and the Cambodian People’s Party have sent messages of congratulations to the Central Committee of the Communist Party of Vietnam (CPV) on the 82nd founding anniversary of the CPV.

Pasasone daily newspaper, the organ of the LPRP, also ran an editorial on Feb. 3 to congratulate the CPV on its anniversary.

HA NOI — National Assembly vice chairman Uong Chu Luu has affirmed the consistent policy of the Vietnamese Party, State and people to enhance the fine, neighbourly relations, tradition of friendship and comprehensive, long-lasting co-operation with Cambodia. 

Luu made the affirmation to the visiting chairwoman of the Cambodian Senate's Commission on Foreign Affairs, International Co-operation, Propaganda and Information, Ty Borasy, at a reception in Ha Noi yesterday.

The Vietnamese National Assembly Office and Cambodian Senate Secretariat had actively carried out co-operative programmes in personnel training, information technology, media and popularisation which, Luu said, were practical activities to help deepen the relationship between the two legislative bodies.

He took the occasion to propose a close collaboration between the Vietnamese National Assembly's Committee for External Relations and Ty Borasy's commission in acting as counsellors to the two countries' leaders and assisting bilateral co-operation.

A get-together to mark the 31st anniversary of Cambodian Victory Day (January 7) and the 30th anniversary of the establishment of the Vietnam-Cambodia Friendship Association (VCFA) was held in Ho Chi Minh City on January 5.

Both the president of the VCFA, Truong Kim Nhat and the Royal Consulate General of Cambodia to Ho Chi Minh City, Lun Kimkhuon said that January 7, 1979 is an historic day and a concrete reminder of the traditional friendship between the two nations.

Over the past 30 years, the two countries have continuously strengthened their cooperation in educating the youths through practical activities organised by Vietnam and Cambodia.

On behalf of the Royal Family and the people of Cambodia, Consulate General Lun expressed his deep gratitude for the steadfast support of the Communist Party, the State and people of Vietnam in the Cambodian people’s past struggles to overthrow the Khmer Rouge genocidal regime as well as in their current process of national reconstruction.

Border provinces exchange work experience

A delegation from the Cambodian province of Kratie on December 28 held talks with leaders of the Binh Phuoc Provincial People’s Council, highlighting developments and cooperation in the region.

During the meeting, leaders from the border provinces expressed delight at the growing friendship and multifaceted cooperation between Vietnam and Cambodia in general and between Kratie and the southern province of Binh Phuoc in particular.

They agreed that authorities of both provinces have incessantly strengthened bilateral relations by exchanging delegations on a regular basis, signing cooperation agreements and working together for the implementation of border landmark plantation as agreed by the governments of both countries.

They have also facilitated entry and exit procedures for people from Binh Phuoc and Kratie to travel across the shared border.

Kratie is a north-eastern province of Cambodia that borders Vietnam to the south.

Neighbouring leaders hail their nations’ ties

Vietnam has a long-standing policy of respecting its traditional relationship and multi-faceted co-operation with Cambodia, and considers the rapport it enjoys with its neighbour as an invaluable asset of the two nations, said a government official.

Vietnamese National Assembly (NA) Chairman Nguyen Phu Trong made this remark during talks with his Cambodian counterpart, Heng Samrin, in Hanoi on January 16.

NA Chairman Trong said that Vietnam had a keen interest in Cambodia’s achievements and firmly supported the Cambodian Government’s policies for developing the country, for the prosperity and happiness of the people, and for peace and stability in the region.

He also said that the two countries’ NAs should adopt more concrete measures to ensure their own development, as well as their bilateral relations.

He welcomed the two countries’ ratification of a supplementary treaty to the Vietnam-Cambodia Treaty on Border Demarcation and the initial results of the two countries’ landmark planting scheme.

He stressed that the two sides should be determined to implement high-level agreements and work together in preventing hostile forces from using their territories to oppose the other and harming their bilateral relationship.

On this occasion, NA Chairman Trong thanked the Cambodian people for the valuable support and assistance they had given to Vietnam recently.

He also expressed his gratitude to the Cambodian NA and Government for creating a favourable environment for Vietnamese people to live and do business in Cambodia, as well as helping Vietnam to locate and repatriate the remains of its volunteer soldiers who fell in Cambodia.

Cambodian NA Chairman Heng Samrin praised the co-operation between the two legislative agencies, that had made positive contributions to the two countries’ harmonious relationship.

He suggested that the two agencies intensify their exchange of information, experiences and visits, and work together in implementing previously-signed co-operation agreements.

He said he was pleased with the expansion of bilateral relations into new fields, leading to greater levels of practical efficiency and accelerating each nation’s national construction and development processes.

He affirmed that the Cambodian NA and people had always supported their traditional rapport with Vietnam and attached great importance on developing this in the future.

He praised the results of a high-level meeting of Cambodia, Vietnam and Laos to seek measures to boost trade and tourism, and develop transport and irrigation works with the aim of ensuring that the three countries’ border area is one of peace, stability and development, alleviating poverty and improving living conditions for locals.

Chairman Heng Samrin confirmed his country’s determination to work with Vietnam in completing all outstanding landmark plantation work during the first half of 2012.

On behalf of the Cambodian NA and people, he expressed thanks to the Vietnamese Party, Government and people for their effective support and assistance to Cambodia in their past struggle for national liberation and the current cause of national construction and development, helping the Cambodian people to topple the genocidal Pol Pot regime.

The same day, NA Chairman Heng Samrin was received by President of the Vietnam Fatherland Front, Huynh Dam and attended a banquet hosted by NA Chairman Nguyen Phu Trong in honour of him and his entourage.

The Cambodian NA leader began his official visit to Vietnam on January 15 and is scheduled to conclude his visit on January 19.

Vietnam-Cambodia Border Landmark Planting Scheme Moves Ahead

PHNOM PENH, Oct 25 (Bernama) -- The chairmen of the Vietnam-Cambodia Joint Committee for Land Border Demarcation and Landmark Planting, met in Phnom Penh between on Wednesday and Thursday, Vietnam news agency (VNA) reported.

The Vietnamese delegation to the meeting was headed by Deputy Foreign Minister Ho Xuan Son, co-chairman of the Vietnam-Cambodia joint border committee; and the Cambodian delegation was headed by Senior Minister Var Kim Hong, co-chairman of the Vietnam-Cambodia border committee.

The two sides reviewed the implementation of border demarcation and landmark planting in 2008, and heaped praise on the efforts of the two countries' relevant ministries, agencies and localities in the work.

In an atmosphere of unity, friendship and mutual understanding, the two sides had a frank exchange of views and agreed upon measures to resolve any problems in order to fulfill the 2008 border demarcation and landmark planting plan.

They pledged to strictly implement the 1985 Agreement on Border Demarcation and the 2005 Supplementary Agreement, determining to complete border demarcation and landmark planting along the Vietnam-Cambodia border in 2012 as agreed between the two governments, contributing to creating a border of peace, friendship, cooperation and development for the benefit of both sides as well as for peace, stability and development in the region.

The two chairmen of the joint committee signed the common minutes on agreements the two sides reached at the meetings and approved the results of a series of meetings of the committee's technical sub-committee and experts' groups held earlier between Oct 15-22.

On Oct 23, Sok An, Deputy Prime Minister in charge of the Office of the Council of Ministers of the Royal Government of Cambodia, received Deputy FM Son and other members of the Vietnamese delegation.

Vietnam, Cambodia meet for border provinces’ cooperation

VietNamNet Bridge – The Fourth Meeting on Cooperation and Development among Border Provinces of Vietnam and Cambodia wrapped up in Sihanouk Ville, Cambodia, on February 28.

The two-day meeting, co-chaired by Vietnamese Permanent Deputy Prime Minister Nguyen Sinh Hung, Cambodian Deputy Prime Minister and Minister of Interior Sar Kheng, drew representatives from ministries, institutions and border provincial authorities of the two countries.

In an atmosphere of friendship and mutual understanding, the two sides emphasised the significance and necessity to enhance the mechanism of the meeting on cooperation and development among the countries’ border provinces.

Both sides said they were determined to maintain and increase the efficiency of this cooperation mechanism to build the border area into a region of peace and prosperity, contributing to enhancing and expanding the “good neighbourliness, friendship, cooperation and long-term stability between Vietnam and Cambodia.

At the meeting, the two sides reviewed the implementation of agreements reached at the previous third meeting held in Long Xuyen town of An Giang Province, Vietnam, in December 2006.

The sides spoke of their satisfaction in the outcomes of comprehensive cooperation between ministries, institutions and provinces of the two countries, emphasising that the results have made important contributions to changing the face of the countries’ border localities in socio-economics and consolidating security, stability and order along the common border line.

The two sides discussed measures to continue promoting cooperation in 2008 and agreed to focus on a number of key areas including upgrading infrastructural facilities, particularly traffic infrastructure as it is a key to promote socio-economic development and trade.

The two countries also agreed to promote cooperation in trade, investment, service and tourism in the borders of the two countries, build border economic regions and border markets as well as enhance cooperation in agro-forestry and fisheries, education and training, healthcare and personnel development for the two countries’ border localities.

The two sides will together enhance cultural, artistic and public exchange among border provinces, actively fulfill border demarcation and plantation as scheduled and boost cooperation and collaboration in defending security, stability and order along the common borderline.

The two sides agreed to provide preferential treatment in investment, trade and services carried out in border areas.

The Cambodian side then welcomed Vietnamese companies to invest in power plant construction and infrastructure development in Cambodia. The two sides also pledged to beef up construction of Road 78 in Cambodia that links Oyadao with Ban Lung in Rattanakiri Province and said they would speed up a feasibility study on building the Khanh Binh bridge to connect Mekong Delta’s An Giang Province with Chrey Thom in Cambodia’s Kandal Province.

The Cambodian side said it would create conditions for Vietnamese companies to cooperate in the exploration and exploitation of Cambodian oil, gas and minerals as well as in joint projects on growing industrial crops so ensure they can be carried out as soon as possible.

The two sides also decided to continue cooperation in agriculture, healthcare, education, culture, social affairs and tourism.

The Vietnamese side pledged to continue working with and aiding Cambodia in preventing and fighting plant and animal epidemics and in human resource training in Cambodian border localities.

Meeting participants applauded the fruitful and effective cooperation in maintaining security and stability in border areas shared by the two countries, in land and on sea.

They noted the need to maintain and maximise communication channels, share information and experience, and train personnel from administration, security and defence agencies in border provinces.

They two sides agreed to collaborate on joint patrols, reinforce inspections to prevent illegal immigration, and cooperate in countering trans-border crimes and terrorist activities in their common border areas.

They reiterated the need to continue the policy of not permitting outside forces to use one’s territory as a base to conduct operations against the other.

The two sides also reached an agreement to raise awareness and understanding among people, officials and soldiers from border areas about the countries’ laws, border-related regulations and signed agreements.

They decided to continue prioritising the demarcation and planting of landmarks on the shared border and strive to complete the task as previously agreed.

The countries also agreed to accelerate the opening of new border gates and upgrade existing border gates to facilitate cross-border travel and transportation as well as deploy negotiations and sign a visa exemption agreement for ordinary passport holders.

During the meeting, the two Deputy PMs signed a security cooperation plan for 2008 between the Vietnam Ministry of Public Security and the Cambodia Ministry of Home Affairs.

In addition, leaders of border provinces and representatives of ministries and sectors of the two countries held separate working sessions and meetings to discuss their cooperative programmes.

At the end of the meeting, the two sides issued a joint communique and agreed to hold the fifth meeting in Vietnam in 2009.
