Cambodia, an exotic land filled with bright colors, city lights and ancient temples is a popular vacation spot. A remarkable country with exquisite culture holds one of the darkest secrets alive today. Very much a real and disturbing reality; we come to unfold this problem and discuss the problems of the sex trade in this area. In fact, children as young as 5 are being sold as slaves in exchange for sex. A problem that has been around for a while is being made worse by the problems caused by climate change.

The sex trade in Cambodia has been around since 1999. The sex trade is happening due to thousands of victims in need of natural resources like food, water and trees. Human trafficking affects 2-3 thousand children and young teens each year. Families are deceived by con artists telling them that their daughters will work for hotels, restaurants, hair salons or complete clerical work in order for them to bring money for their families. Truth is, con artists actually take their daughters into sex industries and force them to have intercourse with older men.

The livelihoods of most families that live in rural villages are affected by the changes brought on by climate change in that area. According to the United Nations, women feel these affects the most. United Nations Environment Programme (UNEP) reports that, “Lifestyle and well being of women is put in greater danger by climate change, associated with a high rate of human trafficking.”

In a paper published last month by the US journal Science, an international team of researchers said "climate-related resettlement" was already underway in Vietnam's Mekong delta, along the Limpopo River of Mozambique, in China's Inner Mongolia, the coast of Alaska and the Carteret Islands in Papua New Guinea.
PARIS — Once viewed as an issue of interest only to greens or academics, the threat posed by climate change to security is now eyed with deepening concern by politicians and defence chiefs.

Droughts and floods which devastate crops and rising seas which imperil coastal cities will become potent triggers for famine, disease and homelessness, in turn inflaming tensions and leading to unrest, say experts.

Indeed, some suspect that climate change is already an invisible driver of turbulence.

Climate change to bring more floods: World Bank

Climate change will bring more floods and extreme weather to Southeast Asia, a World Bank official said on November 10 on a visit to the region, where hundreds have died in severe inundation.

"What we are seeing is there are more floods, more extreme weather events, higher temperature, more variable rainfalls and we believe that is caused by climate change.

And we should expect this to increase, sadly," Andrew Steer, the World Bank's special envoy for climate change, told reporters in the Vietnamese capital Hanoi.

Thailand's worst floods in half a century have killed 533 people and damaged the homes and livelihoods of millions around the country.

The wake-up call from the floods

Water, including the annual monsoons, has traditionally been vital to the ebb and flow of life in Southeast Asia. Indeed, it’s a vital aspect of the culture of the region: witness the manifold references to the importance of rain in Malaysian literature or Indonesian folklore. All of these ultimately stressed the need for Man to live in harmony with Nature.

Region-wide trade and agriculture would be impossible without the wind and rain. Furthermore, Southeast Asia’s rivers like the Musi, Mekong and Irrawaddy were the cradles of great kingdoms.

Lately however, this balance has been broken. Thanks to climate change, nature has become more erratic and extreme. We no longer have the certainty that our ancestors did when counting the seasons.

Much of this has been our own doing. We have become disrespectful of nature in the rush to reshape the landscape for houses, roads and factories, regardless of the consequences.

The recent deluge in Thailand is hence a wake-up call. Similar floods or natural disasters have hit Cambodia, Vietnam, the Philippines and even Singapore in the past few years. These incidents underline the vulnerability of our densely-populated, low-lying littoral and coastal areas.

PHNOM PENH, 30 August 2011 (IRIN) - Building local resilience will prove key to better addressing the effects of climate change in Cambodia, this year's Cambodia Human Development Report (CHDR) states.

"Local action and local solutions are what is needed most," Tin Ponlok, deputy director-general of climate change for the Cambodian Ministry of Environment, told IRIN. "This is where we can make the most difference."

Released on 30 August, the report, Building Resilience: The Future for Rural Livelihoods in the Face of Climate Change, identifies climate change as a threat to human development gains and a source of increasing vulnerability for Cambodia's poor.

The rains were kind to Cambodian farmer Tep Van last year, when the monsoon season doused his land with enough water to soak his fields and grow his precious rice crop. But he’s not sure he can count on the same luck this year.

In the past, we didn’t have to worry about the weather,” Van said, standing beside his field several kilometres outside the Cambodian capital, Phnom Penh. “But lately, it’s been a big problem.”

A few seasons ago, the rains were scarce. His parched crop withered without the moisture; nearly one-third of his seedlings didn’t make it to harvest.

Such patterns of irregular, unpredictable weather are what many climate scientists believe to be the effects of climate change. One season, there might be drought when rains should have fallen. The next, there could be more rain than the fields could handle.

CAMBODIA: Record low water levels threaten livelihoods

PHNOM PENH, 26 August 2010 (IRIN) - Late rains and record low water levels in Cambodia's two main fresh water systems will affect food security and the livelihoods of millions, government officials and NGOs warn.

"We expect the impact to be very strong," said Nao Thuok, director of the Fisheries Administration, adding that low water levels along the Mekong and Tonle Sap rivers were already limiting fish production and migration.

Crucial spawning grounds in floodplains along the rivers remained dry. "The places where the fish usually lay their eggs do not have much water so the fish population will decrease a lot," he warned.

Approximately six million Cambodians or 45 percent of the population depend on fishing in the Mekong and Tonle Sap basins, the government's Inland Fisheries Research and Development Institute, reports.

The annual "flood" season of daily rain usually starts in July but began a month late, local agricultural surveyors say.

According to the Mekong River Commission, which monitors the river at throughout its member states - Cambodia, Thailand, Laos and Vietnam - this month's levels are among the lowest ever for August. At the port of Phnom Penh, the Mekong plunged to 5.36m on 23 August, against more than 7.5m the same time last year and more than 8.5m in 2000.

Low rice productivity

Not only the fisheries sector is suffering, however.

Rice farmer Meas Chan Thorn in western Pursat Province was only able to plant last week, a month behind schedule, because of the late rains, and predicted yields would be halved.

"It's so difficult for us farmers in Cambodia because we depend entirely on the weather," the 67-year-old said.

According to the UN Food and Agriculture Organization (FAO), Cambodia could experience a 22 percent drop in rice output this year - from 7.6 million MT in 2009 to 5.9 million MT in 2010.

Rice is Cambodia's main crop and its harvesting requires more water than other crops. According to the UN World Food Programme, more than 85 percent of the country's rice production is rain-fed.

Prom Tola, a consultant for Phnom Penh-based Agricultural Development International, who is surveying farmers in Siem Reap Province, said there had been a rise in the number of rural people from Siem Reap leaving for Thailand in search of seasonal labour.

Upstream dams

Som Sitha, who monitors marine life for the NGO Conservation International, said Mekong residents were finding the river levels increasingly unpredictable.

"They complain that it's getting lower every year, especially the last few years, and they say it's preventing them from getting enough fish."

But while observers attribute low river water levels to atypical rainfall patterns this year, others cite upriver dams as the real cause.

Environmentalists blame an increasingly shallow Mekong on China, accusing Cambodia's powerful northern neighbour of hoarding water in its upriver dams.

To date, four dams have been built along the Chinese stretch of the Mekong, with nine more under way or awaiting construction downstream in Laos and Cambodia.

However, according to the Mekong River Commission, the upstream dams have yet to influence downstream water levels.

"There is no doubt that upstream dams, when they do come fully on-line, will have an impact on the water levels, as well as generate other environmental and social concerns," Damian Kean, a spokesman for the Mekong River Commission, said.

"However, at present there is no evidence that Chinese upstream dams are operating at a sufficient intensity to cause these low water levels in Cambodia," he added.

More than 60 million people in the lower Mekong basin rely on the river for food, commerce and transportation, according to the Mekong River Commission. The group says 80 percent of protein consumed by Mekong residents comes from the river.

Cambodia discusses efforts to respond to climate change

The Royal Government of Cambodia and its development partners on Wednesday discussed and stressed on the need for integrated efforts under different climate change-related initiatives to ensure high efficiency in helping the country to respond to the impact of this global problem.

The message came during the inception workshop of the Cambodia Climate Change Alliance (CCCA) which was held in Phnom Penh in a one-day forum where participated by more than 100 representatives from different ministries, institutions and expertises as well as those from development partners.

Mok Mareth, Senior Minister and Minister of Environment, Chairman of the National Climate Change Committee, opened the workshop by reiterating the high attention of the Royal Government of Cambodia is tackling impacts of climate change as a strategic priority for reducing poverty.

"We are undertaking this task at a time when climate change- related issues are becoming more and more serious, requiring the utmost attention in our national development agenda," the minister said in the occasion of opening session.

"Because climate change is a cross-sectoral issue directly concerning ministries and institutions that are charged with tasks of national development, the Royal Government of Cambodia has recognized the need to streamline climate change issues into the national policy and the socio-economic development plan at national and sub-national levels, as well as into other relevant sectors," he added.

Cambodia, where some 80 percent of the population live in the countryside and depend on agriculture for livelihoods, is deemed vulnerable to impacts of climate change events such as drought, erratic patterns of rain falls, and flooding.

However, along with these challenges there are also opportunities for funding to least developed countries like Cambodia. But Cambodia needs to prepare and strengthen its institutional capacity to make use of those opportunities for sustainable socio-economic development.

The CCCA, a multi-donor funded initiative, was created for this objective. The CCCA will strengthen the key institutions including the National Committee on Climate Change, the Climate Change Department, and key climate change functional units within sectors at national and sub-national levels.

The aim is to support the integration of climate change considerations into policy and planning processes to build a national adaptation system.

The CCCA initiative is supported by the Climate Change Trust Fund of 8.9 million US dollars which covers the period 2010- 2012 from the European Union, UNDP, SIDA, and DANIDA.

Rafael Dochao-Moreno, Charge d'Affaires, European Union Delegation to Cambodia, said "the CCCA is NOT a program of the Ministry of Environment; it is a program of the National Climate Change Committee and as such requires commitment and engagement from all ministries."

"We propose that a consolidated effort be made by all involved in climate change to support the establishment of a National Program for climate change to be established by the Government, with the support of development partners and civil society organizations to align climate change initiatives and donor support with national strategies and priorities," he said.

"A programmatic approach can reduce transactions costs, strengthen national ownership and leadership, and enhance efficiency and effectiveness in order to promote greater impacts," he added.

US announces climate change help for Mekong region

HANOI — The United States on Thursday announced a three-year programme to help countries in the Mekong River basin adapt to the impact of climate change on water resources, food security and livelihoods.

US Secretary of State Hillary Clinton made the pledge at a Hanoi meet with Southeast Asian countries of the lower Mekong region, whose waterway is also under threat from rapid economic development and expanding populations.

"Managing this resource and defending it against threats like climate change and infectious disease is a transnational challenge," she told the foreign ministers of Thailand, Cambodia, Laos and Vietnam.

"Regional cooperation is essential to meeting that challenge, to preserving the ecological diversity and fertility of the Mekong region."

The meeting was the first between the five ministers since they launched the Lower Mekong Initiative (LMI) in Thailand a year ago to develop cooperation on environment, health, education and infrastructure issues in the Mekong region.

The initiative was seen as an attempt by Washington to improve its profile in the region and counter the influence of China, which is home to the upper reaches of the Mekong.

The United States has said it will spend more than 187 million dollars this year under the initiative, the majority of which is directed at health issues.

Low-lying areas around the Mekong, which have been beset by drought this year, are considered some of the world's most vulnerable to climate change.

More than 60 million people rely in some way on the river, which is the world's largest inland fishery.

The intergovernmental Mekong River Commission has warned that the basin's health and the river's eco-systems could be threatened by proposed dams and expanding populations.

China has eight planned or existing dams on the Mekong River, but rejects activists' claims that these have contributed to low water levels downstream.

Japan also held a meeting with the Mekong countries in Hanoi on Wednesday to discuss a joint "Green Mekong" initiative for the next decade, which aims to tackle challenges such as natural disasters and deforestation.

Caritas helps Cambodia tackle climate change

Caritas Cambodia is working with local people to raise awareness of climate change as well as hold training on disaster prevention, says its disaster management officer.

“Climate change is a collective challenge so we all have to join our hands together to deal with it,” said Sok Sakhan.

“We are currently working with local people regardless of religion background,” aided by funding from the Catholic bishops’ conference, he said.

Sakhan was speaking on the sidelines of a June 1 seminar in Phnom Penh jointly organized by Caritas, the Ministry of the Environment, and NGOs such as UNDP, Oxfam and UNESCO.

Climate change is an urgent issue faced by the world, so strategies to address this and education for sustainable development are important issues for Cambodians, Ou Sunvann, from the environment ministry, said at the event.

“Cambodia is one of the least developed countries and most vulnerable to the negative impact of climate change.”

Sunvann thanked Caritas, a member of the Climate Change Network comprising 45 NGOs, and the other organizers for helping to host the seminar.

About 100 people, including environmentalist, members of government institutions, NGOs and benefactors attended the seminar aimed at discussing strategies to deal with climate change.

“Climate change hampers Cambodia’s development efforts and will increase the vulnerability of the poor, especially local farmers, if there is no clear adaptation plan,” said Chhith Sam Ath, executive director of The NGO Forum on Cambodia.

Cambodia suffers from frequent flooding, droughts and cyclones.

Project to examine impact of climate change on rice farming

Nick Austin, CEO of the Australian Centre for International Agricultural Research (ACIAR), spoke to Viet Nam News during his four-day working visit to Viet Nam last week.

What are your main objectives during this visit?

This is my first visit to Viet Nam and my first stop on a trip to several Mekong countries, including Laos, Cambodia and Thailand. During my visit, I have met with local partners of ACIARs research co-operation programmes in Viet Nam in order to get a clearer picture of priorities, policy orientations as well as agricultural development here.

Can you summarise the results of your visit?

The results are very encouraging. I had working sessions with officials from the Ministry of Planning and Investment and the Ministry of Agriculture and Rural Development. Both Viet Nam and Australia have very close alignments in terms of agriculture priorities, including food security, food safety and climate change. These priorities are very closely aligned with those of ACIAR. I also discussed with a number of directors of Viet Nam's leading agricultural research institutes from South to North on how to develop new projects that align with these high-level priorities.

You also took a field trip to the two Cuu Long (Mekong) Delta provinces of Tien Giang and Soc Trang. What did you see?

The visit gave me the opportunity to see first-hand the impacts of climate change in the Cuu Long (Mekong) Delta on the production system as a whole and on individual farmers. It's particularly important in the delta because about seven million people, all who depend heavily on agriculture, are going to be significantly impacted by climate change. Our projects will target the needs of farmers, particularly in relation to poverty alleviation and food security at the individual farm level. They will take a close look at the impact climate change will have on rice-based farming, and what solutions can be used to ease the challenges posed by increasing salinity, salt water intrusion, flooding, changes in rain patterns and in water viability.

Exciting projects are on the horizon in the Cuu Long (Mekong) Delta, the first being "Climate change affecting land use in the Cuu Long (Mekong) Delta: Adaptation of rice-based crop systems", an AUD$4 million (US$3.7 million) project which will start in July. The project will include a geospatial biophysical impact and vulnerability assessment, plant breeding for improved resilience to salinity and submergence, and development of integrated soil, nutrient and water management options.

Along with providing technical solutions to promote better agricultural practices, agribusiness, which is the marketing of agricultural products, is increasingly becoming a focus of ACIAR in Viet Nam. Can you tell us more about it?

While ACIAR will continue to work in forestry, fisheries, horticulture and livestock production, a new programme in Viet Nam will aim at agribusiness. Our programme will focus on how small-holders can gain access to the market. It will involve more Vietnamese institutions with the capability of understanding local economics in partnership with Australian organisations who will provide expertise in value chain and market analysis. We will look at things like market requirements for good agricultural practices, barriers keeping them from the market, and how we can assist small-holder production to begin moving towards better quality assurance and consistency of supply to meet market specifications.

ACIAR has been working with Viet Nam for nearly two decades. How do you evaluate the co-operation in that time?

We are working in a long-term partnership model. Our projects are typically designed to be implemented over three to five years and many of them have been extended. We have also invested in capacity building to help officials in Viet Nam's institutes to earn Masters and PhD degrees. I am glad to see they are now leading new projects in Viet Nam.

The other aspect is that our projects benefit both Viet Nam and Australia. We have the same challenges with climate change, hostile soils and similar crops. Vietnamese researchers are interested and working on similar research questions. Some of our studies demonstrate clear benefits back to Australia as well as Viet Nam. Our most successful projects have mutual benefits for both countries.

For example, food security is a priority of the Australian Government. At a high level, Viet Nam is a major exporter of rice, and at a high level, Australia has benefited from investing in improving and sustaining production and agricultural outputs. At the scientific institution level, there is a very clear benefit in knowledge transfer and common approaches to problems in both countries.

Climate a Factor in Demise of Angkor: Study

A decades-long drought interspersed with intense monsoons in the 14th and 15th centuries may have contributed to the fall of the Angkorean civilization, a new US research study suggests.

Brendan Buckley, a researcher at Columbia University, and his colleagues studied tree rings in the region, putting together a high-resolution record of periods of drought and moisture, and while it is not clear what exact role climate played in the fall of the empire, Buckley told VOA Khmer climate certainly played a part.

“We wanted to be careful not to make it sound like we were saying correlation equals causation,” Buckley said. “I mean there is plenty of evidence in our record, or in other records, where you know that drought doesn’t always lead to collapse, but what it does do if you have sustained drought is it certainly puts a stresser on societies when other factors are stressing them.”

The Angkorean empire had suffered a gradual decline in regional power and had not been maintaining its water systems for about a century, Buckley said.

But by studying tree rings, which can be a clear indicator of precipitation, Buckley and his team found a large drought in the middle of the 1300s that lasted nearly three decades. That was followed by a severe wet period, followed again by sharp drought in the early 1400s.

The opposing pressure of these weather patterns may have helped damage the empire’s infrastructure. The collapse of the empire coincided with this period.

Nearly all Angkorean archeology has been done with what is available above ground, on visually spectacular sites like the temples of Bayon or Angkor Wat, Buckley said, but no one has yet gone into the forest and looked underground. Another interesting question would be to look at the links between drought and disease outbreaks, he said.

The fall of Angkor is still the subject of much debate among researchers—including whether it collapsed at all or simply saw a slow migration of its people due to war, internal conflict or a change in religion.

Until now, climate change has not been widely discussed as a factor, but Cambodian historians and archaeologists told VOA Khmer the idea has at least some merit.

“When there is sustained flooding or drought, it affects the economy,” said Son Soubert, a member of Cambodia’s Constitutional Council and an archaeologist. “As you may know in Jewish history, in the Bible, during that time there was drought in Egypt, which negatively affected many people, especially Jewish. The climate may have affected Khmer society in that period. It’s important because it can also help explain the causes of the demise of Angkor. There was conclusion before that war was the only cause.”

To some researchers, war and conflict remain the main suspects in the empire’s fall.

“The major factor is the human factor,” said Michel Tranet, a Cambodian archaeologist who has worked extensively on Khmer temples and antiquities. “What I mean here is the cruelty of war.”

“Whenever there were wars between the Khmer and Siamese, Siamese troops were stronger and destroyed our nation, our heart, our soul and our great national structures, during which our great Angkor was abolished,” he said.

A religious shift, from Hindu to Buddhist, was another factor, he said, as was internal conflict between royal family members. He called climate change a small tree in a large forest.

“When we had internal conflicts, we were weak, and other nations attacked us, broke us apart,” he said.

Likewise, Ros Chantrabot, a Khmer historian and vice president of the Royal Academy of Cambodia, told VOA Khmer by phone that climate was a small contributing factor.

The invasions between neighboring regions were a main factor, starting with the expansion of Genghis Khan’s Mongol empire into China, he said. This pushed groups of ethnic Thais and Vietnamese into today’s Burma and the northern Khmer empire, leading to Angkor’s ultimate demise.

Angkor's Ancient Drought

For hundreds of years the Khmer empire ruled in what is now Cambodia.

But in the 13th century, the capital city, Angkor, fell into ruin. A new scientific study indicates that climate, specifically decades of drought interspersed with intense monsoons, helped bring down the Khmer capital.

Brendan Buckley, the Columbia University scientist who led the study, says that in the ancient world, Angkor was known for its sophisticated water system.

"Well, Angkor was really the dominant civilization in that part of the world without any question. It was the center of their universe. And it was called the 'hydraulic city' because it had really remarkably massive arrays of barays, which are these giant water tanks and a series of canals and interconnected waterways that was really unparalleled in the ancient world in that part of the world."

Buckley isn't an archaeologist. He studies tree rings, which record the growth history of trees that can be hundreds of years old, or even older. A new ring is added every year, and thicker rings represent a kind of savings account, when the tree collects more nutrients than it can use. Thin rings show the tree is barely getting along, like during a drought year.

Using samples from around Southeast Asia, Buckley and his colleagues saw this pattern in tree rings from recent years, when he could corroborate the rings with other historical climate information. His newest tree ring samples, from [a rare cypress, Fokienia hodginsii, in] southern Vietnam, enabled him to take the climate record back much further.

"We realized we have trees that are more than 1,000 years old. And we started seeing these big, giant periods of drought that took place around that time. And as I started to get more interested in the history of Southeast Asia I realized that that was the time of the collapse of Angkor."

The research team used what are called core samples from hundreds of trees throughout Southeast Asia. Using a hollow tube, they drill into the tree and extract a 5-mm wide cylinder that shows each ring starting with the most recent, just under the bark.

By comparing rings from different trees and with other historical data, you can often identify particular rings with the exact calendar year that they grew.

"We were able to match up the narrow and wide rings exactly so that we can assign the exact calendar dates to the exact rings of every tree. In the tropics, a lot of tree species don't even form rings that we can see. So to be able to get a tree that, first of all, has very clear rings that we're able to visually match to each other and then go through and produce these long records was remarkable."

The rings tell a story of decades of drought, which dried up Angkor's extensive water works, followed by monsoons that overwhelmed the 'hydraulic city.'

But the climate shifts weren't the only factor at work in the decline of the Khmer capital, which was a long time coming. Buckley quotes his co-author, Daniel Penny, as saying the climate was the "final nail in a coffin that took about 200 years to build," as Angkor and the Khmer empire were being buffeted by political, social, and economic stress.

"The times were changing, [shifting] toward an economic system that was taking them more to the coastline so they could trade with Chinamore readily. I believe that drought was one of the things that piled onto the pile of things that were affecting the Angkorians at that time. And it may very well have provided that final impetus to really kind of kill off this inland agricultural system."

The idea of a civilization being pushed over the edge by climate change resonates in the modern world, of course, and Brendan Buckley says his research on 13th century Southeast Asia has some lessons for us today.

"We probably have more abilities to adapt than they did at the time. But one of our biggest problems is a very large agrarian based population in places like India or Southeast Asia. And it's very hard to adapt to that giant population being in an area that is likely to be hit by these kinds of problems. The other thing is that rising sea level, which we're already seeing the evidence of in places like Ho Chi Minh City is a great example. Japan to finance 4 major projects in Cambodia

On Thursday 18 March, the Japanese ambassador and the Cambodian foreign minister will sign an agreement for the donation of a Japanese aid package amounting to about $31 million to Cambodia.

The donation is directed to four projects: the construction of the Neak Leung bridge, the introduction of clean energy through production of electricity from solar power, the capacity improvement for facing natural disasters stemming from climate change, and for the preservation of forest.

Cambodia aided to address climate change [- Beg, Beg, Beg!?!?]

Cambodia and a number of international organisations on February 27 jointly launched a multi-donor initiative to cope with climate change.

The initiative, called the Cambodia Climate Change Alliance (CCCA), received US$8.9 million in funding from various countries and international organisations worldwide.

The CCCA aims to help the Cambodian National Climate Change Committee to develop and coordinate policies on responding to the impact of climate change on agriculture and energy production and developing coastal areas in a sustainable way.

The initiative will raise the awareness of the Cambodian people on global climate change while providing senior government officials and representatives from social organisations with training and instruction on ways to deal with the threats posed by it.

At the launch ceremony, Cambodian Environment Minister Mok Mareth said the CCCA is a turning point in Cambodia’s roadmap toward mitigating the impact of climate change.

According to the United Nations, Cambodia is one of the countries that will suffer most from the first impact of global climate change.

In recent years, Cambodia has been hit by abnormally severe floods, droughts and storms, which occur more frequently than in the past.

The Mekong River Under Threat

Until the 1980s the Mekong River flowed freely for 4,900 kilometres from its 5,100-metre high source in Tibet to the coast of Vietnam, where it finally poured into the South China Sea. The Mekong is the world’s twelfth longest river, and the eighth or tenth largest, in terms of the 475 billion cubic metres of water it discharges annually. Then and now it passes through or by China, Burma (Myanmar), Laos, Thailand, Cambodia and Vietnam. It is Southeast Asia’s longest river, but 44% of its course is in China, a fact of capital importance for its ecology and the problems associated with its governance.

In 1980 not only were there no dams on its course, but much of the river could not be used for sizeable, long-distance navigation because of the great barrier of the Khone Falls, located just above the border between Cambodia and Laos, and the repeated rapids and obstacles that marked its course in Laos and China. Indeed, no exaggeration is involved in noting that the Mekong’s overall physical configuration in 1980 was remarkably little changed from that existing when it was explored by the French Mekong Expedition that travelled painfully up the river from Vietnam’s Mekong Delta to Jinghong in southern Yunnan in 1866 and 1867. This was the first European expedition to explore the Mekong from southern Vietnam into China and to produce an accurate map of its course to that point.

Since 2003, the most substantial changes to the Mekong’s character below China have related to navigation. Following a major program to clear obstacles from the Mekong begun early in the present decade, a regular navigation service now exists between southern Yunnan and the northern Thai river port of Chiang Saen. It is not clear whether the Chinese, who promoted the concept of these clearances and carried out the work involved, still wish to develop navigation further down the river, as was previously their plan. To date, the environmental effects of the navigation clearances have been of a limited character.

The Mekong and its Lower Basin

The Mekong plays a vital role in the countries of the Lower Mekong Basin (LMB): Laos, Thailand, Cambodia and Vietnam. (Burma is not within the basin). In all four LMB countries the Mekong is a source of irrigation. In Vietnam’s Mekong Delta the annual pattern of flood and retreat insure that this region contributes over 50% of agriculture’s contribution to the country’s GDP. For all four LMB countries the Mekong and its associated systems, particularly Cambodia’s Great Lake (Tonle Sap), are a bountiful source of fish, with the annual value of the catch conservatively valued at US$2 billion. More than 70% of the Cambodian population’s annual animal protein consumption comes from the river’s fish. Eighty per cent of the Mekong’s fish species are migratory, some travelling many hundreds of kilometres between spawning and reaching adulthood. Overall, eight out of 10 persons living in the LMB depend on the river for sustenance, either in terms of wild fish captured in the river or through both large and small-scale agriculture and horticulture.

Changing character

Since the 1980s, the character of the river has been steadily transformed by China’s dam-building program in Yunnan province. The important changes that had taken place on the course of the river since 1980 and up to 2004 were outlined in the Lowy Institute Paper, River at Risk: The Mekong and the Water Politics of Southeast Asia. In 2010 three hydroelectric dams are already in operation and two more very large dams are under construction and due for completion in 2012 and 2017. Plans exist for at least two further dams, and by 2030 there could be a ‘cascade’ of seven dams in Yunnan. Even before that date and with five dams commissioned China will be able to regulate the flow of the river, reducing the floods of the wet season and raising the level of the river during the dry. In building its dams, China has acted without consulting its downstream neighbours. Although until now the effects of the dams so far built have been limited, this is set to change within a decade, as discussed below.

For despite the limited environmental costs of the dams China has so far completed, and of the river clearances to aid navigation, this state of affairs will change once China has five dams in operation. And the costs exacted by the Chinese dams will be magnified if the proposed mainstream dams below China are built.

Chinese dams

Even if no dams are built on the mainstream below China, the cascade to which it is committed will ultimately have serious effects on the functioning of the Mekong once the dams are used to control the river’s flow. This will be the case because the cascade will:
  • alter the hydrology of the river and so the current ‘flood pulse’, the regular rise and fall of the river on an annual basis which plays an essential part in the timing of spawning and the migration pattern. This will be particularly important in relation to the Tonle Sap in Cambodia, but will have an effect throughout the river’s course;
  • block the flow of sediment down the river which plays a vital part both in depositing nutrients on the agricultural regions flooded by the river and also as a trigger for fish migration — at present well over 50% of the river’s sediment comes from China;
  • at least initially cause problems by restricting the amount of flooding that takes place most importantly in Cambodia and Vietnam; and
  • lead to the erosion of river banks.
Proposed dams below China

So China’s dam-building plans are worrying enough, but the proposed new mainstream dams would pose even more serious concerns. In contrast to what has occurred in China, and until very recently, there have been no firm plans for the construction of dams on the mainstream of the Mekong below China. This situation has changed over the past three years. Memoranda of Understanding have been signed for 11 proposed dams: seven in Laos; two between Laos and Thailand; and two in Cambodia. The proposed dams are being backed by foreign private capital or Chinese state-backed firms. Government secrecy in both Cambodia and Laos means that it is difficult to judge which, if any, of these proposed dams will actually come into being. Attention and concern have focused on two sites: Don Sahong at the Khone Falls in southern Laos and Sambor in northeastern Cambodia. The reason for this attention is that if built these dams would block the fish migrations that are essential to insure the food supplies of Laos and Cambodia.

Those built at sites higher upstream would cause the least damage to fish stocks, but if, as currently seems possible, the most likely dams to be built would be at Don Sahong and Sambor, the costs to fish stocks could be very serious. This is because unanimous expert opinion judges that there are no ways to mitigate the blocking of fish migration that would occur if these dams are constructed. None of the suggested possible forms of mitigation — fish ladders, fish lifts, and alternative fish-passages — are feasible for the species of fish in the Mekong and the very large biomass that is involved in their migratory pattern. Fish ladders were tried and failed at the Pak Mun dam on one of the Mekong’s tributaries in Thailand in the 1990s.

Why are the governments of Laos and Cambodia contemplating the construction of dams that seem certain to have a devastating effect on their populations’ food security? The answers are complex and include some of the following (a) a lack of knowledge at some levels of government (b) a readiness to disregard available information on the basis that it may be inaccurate (c) a belief or conviction that fishing is ‘old-fashioned’ whereas the production of hydroelectricity is ‘modern’. In Cambodia’s case, and in particular in relation to the proposed dam at Sambor, the fact that a Chinese firm is seeking to construct the dam raises the possibility that Prime Minister Hun Sen is unready to offend the country that has become Cambodia’s largest aid donor and Cambodia’s ‘most trusted friend’. In Laos, the proposal for a dam at Don Sahong is very much linked to the interests of the Siphandone family for whom southern Laos is a virtual fief. Of all the proposed dam sites Don Sahong is the most studied in terms of knowledge of fisheries so that it can be safely said that the planned dam would wreak havoc on a migratory system that involves fish moving through the Hou Sahong channel throughout the year, movement that takes place in both directions, upstream and downstream.

Governance and the Mekong

In the face of the threats posed by both the Chinese dams and those proposed for the downstream stretches of the river, there is no existing body able to mandate or control what individual countries choose to do on their sections of the Mekong. The agreement establishing the Mekong River Commission (MRC) in 1995 does not include China or Burma, and though the latter’s absence is not important, the fact that China is not an MRC member underlines the body’s weakness. In any event, the MRC members’ commitment to maintaining the Mekong’s sustainability has not overcome their basic commitment to national self-interest. A prime example of this is the manner in which the Lao Government has proceeded in relation to the proposed Don Sahong dam. For at least two years while the dam was under consideration there was no consultation with Cambodia. Similarly, so far as can be judged, Cambodia’s consideration of a possible dam at Sambor has taken place without consultation with the governments of either Laos or Vietnam.

At the moment the best hope is that both the Cambodian and Lao Governments will abandon their plans for Sambor and Don Sahong. If they do not, the future of the Mekong as a great source of food, both through fish and agriculture, is in serious jeopardy. At the time of writing the intentions of the Lao and Cambodian governments remain uncertain.

Climate change

Concern about dams in China and the LMB is given added importance in the light of worries associated with the likely effects of climate change in the region through which the river flows. Research suggests there will be a series of challenges to the Mekong’s future ecological health. Until recently concerns about the likelyimpact of climate change tended to focus on the ongoing reduction in the size of the glaciers from which its springs in the Himalayas and which feed it as the result of snow melt. But while there is no doubt that a diminishment in size of the glaciers feeding the Mekong is taking place, recent research has suggested that a more immediate serious threat to the river’s health will come from sea-level changes, particularly as rising levels could begin to inundate large sections of Vietnam’s Mekong Delta. To what extent the threat posed by rising sea levels will be affected by another predicted development linked to climate change — greatly increased precipitation leading to more flooding during the wet season — is not yet clearly established. But research is pointing to a greatly increased precipitation that is likely to cause major increases in flooding in the future, possibly as early as 2030.

A bleak future

Against the pessimistic views outlined in this article perhaps the best that can be hoped for is that once serious consequences begin to become apparent advice can be offered to mitigate the worst effects ofthe developments taking place. Where once it was appropriate to write ofrisks, when assessing the Mekong’s future it is now time to write of fundamental threats to the river’s current and vital role in all of the countriesof the Lower Mekong Basin.

Climate Change Campaigners in Cambodia calls on world leaders with fair, ambitious deal

PHNOM PENH, Dec. 14 (Xinhua) -- About four hundreds of climate change campaigners coming from a cross sector of society in Cambodia on Monday gathered at Public Park in Phnom Penh downtown, calling on the world leaders to reach fair, ambitious and binding global climate deal at Copenhagen and sending a powerful message to these leaders that "Time to Act is Running Out."

They also demanded rich countries to take their fair shares in tackling the climate crisis. The participants also organized a tcktcktck Human Countdown as a part of an international campaign of the Global Climate Change Alliance.

This striking event came amidst the U.N. climate conference where heads of state and representatives from 192 countries are negotiating the future of the planet.

"When climate change make seasons less predictable, storms more frequent and weather conditions more difficult to manage like what we recently experienced in Cambodia, it is the poorest people who suffer most and least prepared to adapt," said Brian Lund, east Asia Regional Director for Oxfam America.

"This undermines poverty alleviation efforts and the millennium development goals and leads to more migration, more conflicts and a less stable world," he said.

Cambodia is affected by the climate change mainly due to changing rainfall patterns, flood, storms and another extreme weather conditions which possess a real threat to people's livelihood, a press release of the event said, adding that it has negative impacts on agriculture threatening food security.

Cambodia is one of the most vulnerable countries to climate change impacts due to its low capacity and limited resources to address climate change.

Cambodia Prepares for Climate Conference

Cambodia will ask the industrialized nations of the world to reduce greenhouse gas emission during the UN Climate Change Conference in Copenhagen next week, an environment official said Saturday.

“We will call on industrialized countries to cut down on much of their emissions of greenhouse gases to resolve the climate change problem,” said Tin Ponlok, deputy director of the Ministry of Environment and one of the Cambodian officials who works on climate change.

Cambodia will also urge the industrialized nations to provide developing countries with technology to reduce greenhouse gas emissions and money to respond to national problems resulting from climate change, Tin Ponlok said.

The Climate Change Conference will be held from Dec. 7 to Dec. 18.

Developing countries have received an estimated $300 million for help adapting to climate change, but experts say the real need will reach billions of dollars.

Meanwhile, Cambodia has taken its own measures to respond to climate change, including a program of national activities approved by the Council of Ministers in 2006, Tin Ponlok said, without elaborating.

Industrialized countries like China, Russia and the United States are among the worst global polluters and thought to be responsible for global warming, through greenhouse gas emissions, mainly carbon dioxide and methane.

In October, the UN’s resident coordinator in Cambodia, Douglas Broderick, warned Cambodia that failure to deal with climate change could undermine the nation’s “millennium development goals,” causing problems in the economy and in social development.

Over the past five years, Cambodia has suffered floods, droughts and storms that could be attributed to climate change, said Tep Bunnarith, executive director of the Culture and Environment Preservation Association.

Cambodians waking up to climate change

Niigata, Japan — Cambodia held its first National Forum on Climate Change in Phnom Penh on Oct. 19, to raise awareness of climate change issues and their effects on socioeconomic development. This is a positive development for Cambodia, where issues related to climate change are likely to be incorporated into its national development plans.

On the final day of the three-day forum, Cambodia issued its draft position ahead of December’s Climate Change Conference in Copenhagen. It said it would do "its utmost" to reduce greenhouse gases, but developed countries must help in its efforts.

Cambodia’s Prime Minister Hun Sen said that developed nations must do more for their poorer cousins as they have more resources. He said Cambodia was not responsible for climate change but is a victim. Although natural disasters ranging from typhoons, earthquakes and tsunamis have hard hit countries like the Philippines, Taiwan and Indonesia, among others, the impact on Cambodia, Vietnam and Laos has been fairly low. But apparently it is believed that they are signs of the impending impact of climate change.

Cambodia’s present actions toward combating climate change can help the country achieve sustainable development so the next generation will not have to bear the cost of its current natural resource depletion. The U.N. Human Development Report 2007/2008 said, “Humanity is living beyond its environmental means and running up ecological debts that future generations will be unable to repay.”

But the Cambodian government must reexamine its current practices, which often neglect or bypass regulations on environmental protection. For example, no environmental impact assessment report was filed before the government granted a contract to a private company to fill the Boeng Kak Lake in Phnom Penh.

Although the company recently obtained an EIA stating that the said structure is a “dead lake” and the project would have “no major impact on the environment,” the lake is prone to flooding during the rainy season and no estimate on the severity of risk due to flooding has been provided.

There must also be a proper cost-benefit analysis that does not place weight on economic gains alone, but also embraces a sustainable development plan where risk estimations are carefully projected. For example, the government authorized a private company to pursue a development project of palm oil, cassava plantations and livestock farms in the Bokor Mountain region, but the project is expected to affect the natural beauty as well as the quality of land and the environment.

Without risk reduction and protective mechanisms, the state and its citizens will have to bear the risks and costs of future adjustments, which could be higher than the current predicted economic benefits.

Therefore, the government must seek to enhance a resilient environmental risk management plan and invoke existing principles and laws. One is Precautionary Principle 15 of the 1992 Rio Declaration on Environment and Development, which is one of the guiding principles of the U.N. Framework Convention on Climate Change.

The Cambodian Ministry of Environment ratified this convention on Dec.13, 1993: “In order to protect the environment, the precautionary approach shall be widely applied by States according to their capabilities. Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation,” it said.

This places the burden on the state, and not the community that is the victim of environmental damage, to prevent environmental degradation. But in most cases, the state and the companies it tasks to environmental projects are never held responsible for disregarding laws and causing damage to the environment. So the government must take responsibility to implement the convention it has ratified.

All stakeholders, including individuals, groups or organizations that can affect, be affected by, or perceive themselves to be affected by the risk of environmental degradation, must involve themselves in determining and taking decisions on any tolerable risk. Access to information must be ensured as provided by the precautionary principle as well as the 1996 Cambodian Law on Environmental Protection and Natural Resource Management.

Article 11 of the environmental law clearly states, “The Ministry of Environment shall immediately inform concerned ministries whenever the Ministry of Environment finds that natural resources are not being conserved, developed, or managed [or] used in a rational and sustainable manner.” Articles 16, 17, and 18 also elaborate and encourage public participation and access to information.

All this should not be viewed as going against development projects of the Cambodian government, but rather as seeking to emphasize the framework for action by all stakeholders to protect the environment.

Cambodia has a weak social infrastructure, so the poor are more prone to be hard hit by the impact of climate change and environmental damage. Therefore they deserve the right to participate and benefit from the government’s so-called development projects.

On the other hand, people must not take the government’s action for granted, but must try to preserve the natural resources and environment through action within their power. For example, households can use reusable bags rather than plastic bags while shopping.

There must be greater awareness of the fact that natural resources cannot be easily renewed and the cost of environmental reconstruction is higher than preservation. Every citizen must make environmental protection his or her civic responsibility.
