Prime Minister Hun Sen on Friday welcomed the use of his photograph by demonstrators, a common practice among those who gather seeking the resolution of myriad problems, including landlessness.
“Whoever wants to protest, they always hold my photo or the photo of my wife,” he said in a public speech. “They never hold the opposition leader’s photo.”
Rights groups and opposition party officials, however, say the practice rarely meets with success and is an indictment of a failed court system and a government where the power is concentrated into the hands of the premier.
“Because they know that he is powerful,” said Ou Virak, director of the Cambodian Center for Human Rights. “Regarding everything, even including fishing lots, his decision must be respected by the courts, and then people won’t go to the courts but to him.”

Phnom Penh – In the morning of 29 February, about 200 PPIU (Phnom Penh International University) students and administrators decided to kowtow and pray to a large picture of Hun Xen and Bun Rany, his Chumteav, that was set up in a large meeting room located on the 6th floor of the PPIU. The students and administrators were praying for the pair of inert picture to help Mrs. Tep Kolap and her husband to be released from jail temporarily. Tep Kolap is the rector for the university and Heng Chheang, her husband and chairman of the PPIU board of directors, were accused of embezzling Kok An (the name says it all) who is an in-law relative of Heng Chheang and a crony of Hun Xen.
Kong Bunthy, a PPIU law professor, told DAP-news that the ceremony was held to read a letter to Hun Xen’s picture begging the latter to help find justice for Tep Kolap and her husband so that they may be released on bail and so that they can build their legal case, take care of their children, as well as continuing the building of the PPIU campus.

However, The Cambodia Daily reported that Om Yentieng denied having knowledge of the statue, although he issued a public apology to Hun Xen for building one.

Construction work is underway on Pyle Architects’ £1.3 million library for the Royal University of Phnom Penh.
The 2,800sq m Hun Sen library extension, named after Cambodia’s prime minister, has been developed by the London practice’s office in Phnom Penh headed by practice founder Geoff Pyle.
The extension will more than double the size of the existing library building, which was built in the early 1990s, and create a new entrance.
Large double-glazed openings in the building will create spaces with clear views of the landscape while withstanding Cambodia’s seasonal weather extremes.
Areas of louvres provide permanent natural ventilation, and the north and south elevations feature heavy shading to deal with strong solar gain.
Funding for the scheme has been provided by a grant from the World Bank as part of the Cambodia Education Sector Support Project.
But the grant does not cover the building’s operating costs, so it has been designed to require minimal electrical services, with ramps replacing lifts and selective air conditioning. Air from the undercroft of the building will be used to help cool internal spaces.
It is due for completion in early 2011.
Pyle has also set up an organisation with local students and architects to provide tours of Cambodia’s 1960s architecture. For more information visit http://www.ka-tours.org/

Shots chronicling Hun Sen’s political career to be displayed at Wat Phnom Museum this week
NEARLY 200 photos of Prime Minister Hun Sen have been put on display by the Cambodian Photographers Association (CPA) to mark the premier’s 59th birthday, the group said Sunday, as King Father Norodom Sihanouk issued a statement praising “the nonstop and continued night-and-day progress of the nation and the Cambodian people”.
Keo Nuon, secretary general of the Cambodian Photographers Association and a former reporter for Agence Kampuchea Presse, the government press agency, said Sunday that the photos, which chronicle the premier’s life and career since 1978, will be displayed at Wat Phnom Museum until April 9.
“This is the first time we have held a Hun Sen photo exhibition because ... I want to let the next generation know that it is not easy to be a country’s leader,” he said.
“The next generation should follow his example in their own lives, especially when leading in work, in order to receive great successes.”
Information Minister and government spokesman Khieu Kanharith said at the launch of the exhibition on Friday that it was not intended only to venerate the prime minister. “It is to address the young generation so they can understand the history of the great leader of Cambodia and his hard work from the collapse of the Khmer Rouge until today,” he told reporters.
The King Father has also issued his own personal birthday greeting to the premier, just days after arriving back in the country from Beijing.
“I and the Queen Mother have the pleasure to warmly praise Samdech [Hun Sen], the valorous, intelligent, extremely clever leader and the supreme nationalist who received great successes in all fields,” the ex-monarch said in a statement.
“May you receive other big victories forever, and may you be blessed with long life, class, good health and strength.”
Sam Rainsy Party spokesman Yim Sovann said Sunday that it was not right to focus on just one man when many other politicians had contributed to building the country.
“There are many politicians who have participated in protecting the country, and there are many nationalists,” he said.
Although Hun Sen’s birthday is officially recorded as April 4, 1951, his official biography lists August 5, 1952, as the true date of his birth.

Kep Chuktema, the Phnom Penh city governor, has provided aid to rebuild it back and to make it look the same way it used to be for conservation and to show off Hun Xen’s struggle to the public. The location will show that Hun Xen was indeed the son of a farmer who struggled to study in a pagoda in Phnom Penh.
On 08 March 2010, at about 6:50PM, a fire took place in groups 104 and 105 in Village 22, Boeung Kak 2 commune, Tuol Kok district (Wat Neakawoan Pagoda area). During the blaze, 178 houses were destroyed as well as 10 monk houses, and the monk house where Hun Xen used to live was burnt down to the ground. This monk house was where Hun Xen lived in his youth when he came to study in Phnom Penh.
In the morning of 10 March, during the distribution of gifts to the fire victims, Kep Chuktema went to visit the fire location, and he ordered Seng Ratanak, the Tuol Kok district governor, to rebuild monk house No. 10 because it was a place where Hun Xen used to live, furthermore, this monk house must be rebuilt to look the same way it used to be so that it can be preserved [for posterity].

Hun Xen took the opportunity of the Hun clan family reunion that was held in the evening of 27 December to give a lecture to his children, nephews and nieces, telling them not to perform misdeeds in order to avoid backlash when he quits power.
In a discussion during the Hun clan reunion on Sunday evening, Hun Xen used severe words to lecture his children, nephew and nieces and he told them not to perform misdeeds to the society by using their uncle’s power as PM.
Four generations of the Hun clan, including more than 100 members organized a reunion at the Intercontinental Hotel in the evening of 27 December. The huge gathering is the first of its kind for Hun Xen’s family and it was broadcasted on television networks throughout the country.
In a discussion with his kin, Hun Xen warned them, especially his nephews, that he will use the law against them should they take advantage of being the relative of a PM to act illegally. On the other hand, Hun Xen lectured them to help poor people according to their means.
Hun Xen indicated that the day he leaves power, his kin and his nephews and nieces will become attack targets. Hun Xen reminded his kin about the historical event that took place during the fall of the Lon Nol regime where sons and daughters of powerful officials of the Lon Nol regime were pointed out by the people to the Pol Pot soldiers. However, some children of government officials received help from the people and their identity was hidden because of the good deeds they performed.
Kem Sokha, President of the Human Rights Party, believed that it is the opposite of what Hun Xen claimed. Kem Sokha said that according to his personal experience, love or hate for relatives of a country leader by the people depends on the action of that leader when he was still in power.

The Hun family reunion took place under the august presence of patriarch Moha Obasok (Supreme Buddhist follower) Hun Neang, Hun Xen’s father and Bun Rany’s father-in-law, at the Intercontinental Hotel in Phnom Penh. Hun Xen’s siblings, including eldest brother Hun Xan and his wife Chroeung Kim Heng, 2nd brother Hun Neng and his wife Leang Vuoch Leng, first younger sister Hun Xeng Ny, 2nd younger sister Hun Xinat and her husband Neum Chandara, youngest sister Hun Bun Thoeun and her husband Xeang Bun Leang, as well as all the in-laws of the Hun clan came to this family reunion.

As recently discussed, here is the Royal Decree of 1926 (highlighted) on the changing of the name of Phum Deracharn (village of the animals/thugs) back to Kraing Leav. We all may have remembered that during King Norodom's reign, the village/khum Kraing leav (Memory of the Laos) was changed to Deracharn (thugs) after the local inhabitants' rebellion.
I was told recently, as a gratitude to Hun Sen's sponsored school building in the Khum, the school is now called: Sala batharm seksa Hun Sen Deracharn. [roughly translated as The Primary school-Hun Sen, the thug]. This is not funny, if this is true.
Likewise, Samdech recently lambasted against the Secondary School of Kbal Chkae village management for having the name of Vithyealai Hun Sen Kbal Chkae [the "College" of Dog-headed Hun Sen]. This is not funny either. Samdech has all the reasons to be cranky.

Prime minister Hun Sen received a new honor on 27 July 2007 when the London-based Association of Certified Commercial Diplomats (ACCD) (?) decided to recognize him as a skillful diplomat after seeing his clear sighted achievements in diplomacy and his work to build peace. An announcement letter issued by Hun Sen’s office on 15 August called this event a tremendous pride for the Cambodian people for having a Samdach Hun Sen as a famous son who, in his entire life, dedicated his strength and intellect to serve the people at all time, until he was able to wrestle full peace for the country, and turned a tense situation in Southeast Asia into a harmonious friendly relationship and commercial cooperation.
