Funcinpec party leader Nhek Bun Chhay marked the 15th anniversary of what he called the “factional fighting” of 1997, and what many have called a bloody coup that swept Prime Minister Hun Sen to power, by sharing some of his own experiences yesterday and blaming the entire mess on Prince Norodom Ranariddh.

He said that Ranariddh, who was then sharing the prime minister’s seat with Hun Sen, had asked Bun Chhay to meet with Khmer Rouge leader Khieu Samphan without telling Hun Sen.

“This point caused uncertainty in the coalition government,” he said.

“Samdech Hun Sen asked to meet with Samdech Krom Preah [Ranariddh] to have a talk about these issues, but Samdech Krom Preah did not agree and went abroad. That’s what caused the event of July 5-6, 1997.”

On 5-6 July 1997, troops loyal to Second Prime Minister Hun Sen (of the Cambodian People’s Party, or CPP) and those of First Prime Minister Norodom Randariddh (leader of the royalist party known as FUNCINPEC, or the National United Front for an Independent, Neutral, Peaceful, and Co-operative Cambodia) engaged in a fierce street battle in Phnom Penh. The fighting stunned the Cambodian people and the world. Within two days, the CPP force defeated its enemy, and then pushed the remnants against the northern Thai-Cambodian border into a tiny strategic area called O Smach. At year’s end, Hun Sen still held high the trophy of victory.

This article seeks to explore the events of July 1997. At issue is whether or not what took place constitutes a coup; and, if it is a coup, what kind? I argue that the overthrow of Ranariddh was a coup, not a social revolution or putsch. Unlike coups in many other countries, however, it was not caused by factors such as ethnic or ideological antagonisms, socio-political turmoil, or military dominance. I take a structural approach, arguing that Hun Sen’s actions must be explained in terms of his struggle for hegemonic preservation, as his party and adversaries braced themselves for the next election scheduled for 1998. (In this study, the term “hegemon” means “leader”, and struggle for hegemony simply means struggle for political leadership.) Although the Second Prime Minister has now achieved political dominance, preventing bipolarity from emerging, he has also recreated Cambodia’s old power structure, prone to coups, violence and war.

Prelude to a Pre-Emptive Coup

In the debate over whether Hun Sen’s actions were or were not a coup, those who supported or sympathized with the Second Prime Minister viewed them as preventing Prince Ranariddh from staging a coup against the government. Those who put the blame on Hun Sen considered his actions a coup. It may be worth describing politico-military developments leading to the July events and then examining the two opposing perspectives more closely.

In May 1993, elections were organized by the United Nations Transitional Authority in Cambodia (UNTAC), which intervened in the country following the Paris Agreement in October 1991. This resulted in a coalition among four elected parties: FUNCINPEC; the CPP; the Khmer People’s National Liberation Front (SPNLF) turned Buddhist Liberal Democratic Party (BLDP); and Molinaka, a Sihanouk-aligned group that fought against the State of Cambodia (as the CPP was previously known) in the 1980’s, but did not participate in the signing of the Paris Agreement. FUNCINPEC and the CPP emerged as the dominant parties, receiving respectively fifty-eight and fifty-one seats in a 120-member Constituent Assembly, which was transformed into the National Assembly in September 1993. Prince Ranariddh became First Prime Minister, and CPP leader Hun Sen Second Prime Minister.

Synopsis: Nhiek Bun Chhay announced at a press conference that Funcinpec will not organize a commemoration for those (Funcinpec activists) who died during the 5-6 July 1997 event, following a decision made by the party leadership and its permanent committee. Nhiek Bun Chhay claimed that, in order to avoid too many commemoration ceremonies, only one commemoration will be held on Pchum Ben occasion only. Nhiek Bun Chhay squarely placed the blame on Norodom Ranariddh, his former boss, for trying to bring equity between Funcinpec forces – counting 20,000 soldiers – and CPP forced – counting 110,000 soldiers. Nhiek Bun Chhay alleged that Ranariddh tried to import armaments to Cambodia and ordered him to meet with Khieu Samphan behind Hun Xen’s back. When Hun Xen tried to meet with Ranariddh, the latter avoided the meeting and left the country, thus the ensuing carnage on 5-6 July 1997, Nhiek Bun Chhay claimed. Nhiek Bun Chhay added: “Samdech Krom Preah [Ranariddh] should be courageous enough to accept a large share of responsibility in this event.”

Sam Rainsy Party spokesman Yim Sovann said the SRP considers the events of 1997 a coup led by CPP.
Prime Minister Hun Sen yesterday once again warned his one-time rivals and present party officials not to refer to the bloody factional clashes that took place in Phnom Penh over July 5-6, 1997, and left the Cambodian People’s Party with a stranglehold on power, as a coup.

Speaking to police officials at the Police Academy School in Kandal province’s Kean Svay district, the premier addressed audience members Serey Kosal, Ly Thuch and Keang Vang, who at the time were senior military officials in royalist party Funcinpec.

The three defected to the CPP after the 2008 elections.

Do not accuse me of leading a coup,” said Hun Sen, adding that officials had to be careful of their comments because of the video evidence that CPP troops had taken at the time.

On 06 July 2011, the Cambodian ministry of DIS-Information issued an announcement forbidding all administrators of radio, TV stations, websites, newspapers, magazines or bulletins from using the word “coup d’état” to designate the [Hun Xen] coup d’état which took place on 05-06 July 1997.

The content of the announcement which RFA received on 08 July showed that, recently, a number of news media have published information on the 5-6 July 1997 event by calling it a coup d’état. The min. of DIS-Information indicated that the use of this word can lead to misperception from the public.

The letter stressed that, regarding the 5-6 July event, the government already published a book about this event and that it was caused by internal dispute in the government that led to the armed clash. In addition to the “white paper” issued by the Cambodian ministry of Foreign Affairs, it also published a paper titled “Crisis in July” on 09 July 1997 as well.

Nevertheless, Khieu Kanhchharith, the min. of DIS-Information requested that all news media pay attention and publish properly on the 5-6 July 1997 event according to the truthful situation in Cambodia.

On 06 July, the Sam Rainsy Party commemorated the 14th anniversary of the clash between forces loyal to Prince Norodom Ranariddh, then-first prime minister, and those loyal to Hun Xen, then-second prime minister. The clash took place in Phnom Penh in 1997. During the commemoration, opposition leader Sam Rainsy announced through video conference that justice must be found for the hundreds of people who died during the coup d’état to topple Ranariddh from his position as first prime minister.

The SRP organized a meeting at its party headquarter with the participation of more than 100 activists. The SRP organized a religious ceremony with the presence of 14 Buddhist monks representing the 14th anniversary of the 5-6 July 1997 coup d’état.

The religious ceremony was held to commemorate the bloody fight between forces loyal to Ranariddh, then-first prime minister, and those loyal to Hun Xen who was the second prime minister in 1997.
