The 62nd Annual Kampuchea Krom Loss Memorial Buddhist Service to honor heroic Khmer Buddhist Monks, heroic Monarchs, Heroes, Heroines, heroic Servicemen and Servicewomen and fallen Compatriots and commemorate June 4, 1949 the day colonial France ceded Kampuchea Krom to colonial Vietnam (June 4, 1949 - June 4, 2011)

The 62nd Annual Kampuchea Krom Loss Memorial Buddhist Service occurs on June 4, 2011 marking the darkest period in the history of the Khmer nation, where colonial France ceded Khmer Kampuchea Krom territory to colonial Vietnam to continue colonizing her until today. Since that time Kampuchea Krom territory has been carpeted with flesh and blood of Khmer men and women in an ongoing struggle to preserve the Khmer race, religion, art, culture, literature, language, and a magnificent tradition.

In order for Khmers to remember their history and express their respect and know the bravery of their heroes, the Khmer Kampuchea Krom Community around the world annually organizes a Buddhist Offering Ceremony to 1,949 Buddhist Monks since the new millennium (2000) to commemorate the day colonial France gives Khmer territory to Vietnam and to honor the heroic Buddhist monks, heroic monarchs, heroes, heroines, war heroes and heroines, and fallen armed forces personnel.

In order to organize a successful historic ceremony as in past years, the organizing committee would like to appeal to Your Venerable, Buddhist monks, you and compatriots to please give your support by making your contribution, in any forms and money, in according to your generosity.

Your support and participation as well as our compatriots are profound gestures of respect and gratitude upon our heroic Khmer Buddhist monks, heroic monarchs, heroes, heroines, brave servicemen and women and fallen compatriots.

A 2555 Khmer New Year Message from Hon. Thach Setha, Executive Director of the Khmer Kampuchea Krom Community, KKC.

Hon. Thach Setha expresses a profound appreciation to Your Venerables, You and our compatriots for all the supports.

Hon. Thach Setha would like to reiterate the importance of [our] historic Khmer Krom struggle for complete human rights, religious rights and freedom for our Khmer Buddhist monks and people in Kampuchea Krom.

Khmer Krom opened a new chapter at the beginning of the new millennium by continuing our historic struggle with a legacy that left by our heroic Buddhist monks and heroes of the past. With our strong determination, a Khmer Kampuchea Krom international recognition into the Unrepresented Nations and Peoples Organization (UNPO), the Transnational Radical Party (TRP) and the dragon boat race is just part of our on-going struggle.

As long Khmer Buddhist monks and people have not fully achieved our human and religious rights and freedom, a struggle continues for as long as it takes.

KKC statement on the release of Khmer Krom monks illegally jailed by the oppressive communist Vietnamese regime

Statement of the Khmer Kampuchea Krom Community

On the morning of January 20, 2009, the authorities of colonial Vietnam released 5 Khmer Buddhist clergies from prison. The releases of the 5 Khmer Buddhist monks are carried out in three phases:

1. Venerable Ly Son released on November 23, 2008
2. Venerables Kim Moeun, Danh Toan, and Thach Thoeung released on January 18, 2009
3. Venerable Ly Hoang released on the morning of January 20, 2009.

The Khmer Kampuchea Krom Community welcomes the releases of the 5 Khmer Buddhist clergies. However, the authorities of colonial Vietnam must genuinely show their commitment in respecting the comprehensive [human] rights of the 5 Khmer Buddhist monks and ensure their safety.

According to the last official news, the 5 Buddhist monks are prohibited by the authorities of colonial Vietnam from being re-ordained as Buddhist monks even those monks requested it officially. The authorities do not allow them to stay in the Buddhist temples. They are being monitored under surveillance very closely by the authorities. They are not allowed to travel. They are being home-confined. These acts tantamount to violations of their human rights and their rights to religion and belief.

The Khmer Kampuchea Krom Community condemns vehemently the cowardice act of the colonial Vietnamese authorities of abusing their authority to oppress the indigenous Khmers [in Kampuchea Krom]. The action of the colonial Vietnamese authorities had and is committing upon the Khmer citizens contravenes to the United Nations Declarations on the Rights of Indigenous Peoples and other international instruments on human rights that Vietnam is a signatory. Also on this issue, [we] renew our appeal to the Royal Government, Senate and the Parliament of the Kingdom of Cambodia to open their eyes to see their Khmer compatriots, Khmer Kampuchea Krom, who are suffering and continue to suffer under the [SRV] regime, and systematically being tormented on their own land, and to intervene with the Government of the Socialist Republic of Vietnam to cease immediately every repressive act and intimidation upon the Khmer citizens.

Furthermore, we appeal to the international community that upholds and promotes human rights, especially the United Nations, the European Union, the new government of the United States of America, to take additional measures seriously in order to pressure the Government of communist Vietnam to respect the rights of the indigenous peoples [Khmer Krom] and rights of their own citizens in accordance to the international standard on human rights, especially respect the comprehensive rights of the newly released prisoners, the 5 Khmer Buddhist clergies.

The Khmer heroic Buddhist leaders, Buddhist clergies, heroic Kings, Heroes, eminent officials, and millions of fallen Compatriots sacrificed their sacred lives, flesh and blood, to defend, protect, safeguard and advance Cambodia, Theravada Buddhism, national language, heritage, environment, culture, custom, and tradition, especially Kampuchea Krom territories.

VN authorities never grant the Khmer identity, Theravada Buddhism, national language, heritage, culture, custom, and tradition to the indigenous Khmers in Kampuchea Krom. The survival of Khmer identity and religion is paid with their blood. Every VN regime gives the Khmers nothing. Khmers in Kampuchea Krom are the rightful owners of Kampuchea Krom territories. VN authorities never allow the Khmers in Kampuchea Krom nor in Cambodia to live in peace.

France transfers Khmer land, Kampuchea Krom territories, formerly part of the Khmer Empire and the Kingdom of Cambodia and has the oldest civilization as old as the Chinese, to colonial Vietnam on June 4, 1949 without the knowledge and consent of the Cambodian government and people.

4- For goodwill and good relations between Cambodia-Vietnam, the party of Vietnam re-opens the Buddhist Institute in Khleang province to allow Khmers to practice their own religious beliefs.

5- Allows the visiting King Norodom Sihamoni to visit the regions, where Khmers reside in person.

Subject: Request for intervention with the government of the Socialist Republic of Vietnam to bring back Venerable Tim Sakhorn to Cambodia

Based on the subject matter above, I am informing you, Samdech Prime Minister, that on 30 June 2007, Venerable Tim Sakhorn, Abbot of the Phnom Den North pagoda, located in Phnom Den commune, Kirivong district, Takeo province, was forced to defrock by monk officials based on the ordnance letter No. 502/07 SNKC, dated 16 May 2007, issued by patriarch Non Nget, and which also bore the approval handwriting note by supreme patriarch Tep Vong dated 17 May 2007, accusing Ven. Tim Sakhorn of undermining the solidarity between Cambodia and Vietnam. Immediately following his defrocking, at 4:30 PM on the same day, a group of body guards (with unknown affiliation) took away Ven. Tim Sakhorn by car to an unknown destination. On 02 August 2007, the Khmer Kampuchea Krom Community learnt through a Vietnamese information news agency that Ven. Tim Sakhorn was jailed by the Vietnamese authority in Vietnam, where he is accused of: (1) illegal border crossing into Vietnam, and (2) undermining the friendship between Cambodia and Vietnam.

As indicated above, the Khmer Kampuchea Krom Community is requesting Samdech to help intervene with the government of the Socialist Republic of Vietnam to:

1- Request that the family of Ven. Tim Sakhorn and various human rights organizations can meet him in prison to observe his health condition.
2- Intervene through all diplomatic channels, according to the constitution and the nationality law to bring back Ven. Tim Sakhorn to Cambodia.
3- Investigate and seek those who deported Ven. Tim Sakhorn by force to Vietnam.

Therefore, Samdech Prime Minister, we request that you urgently intervene in this case based on your ability.

The Voice of Vietnam (VOV) and an Internet website in Can Tho (Vietnam) reported, on 02 August 2007, that Monk Tim Sakhorn, the abbot of the Phnom Den North pagoda, located in Kirivong district, Takeo province, is sent to jail by the Vietnamese authority because he is accused of illegally crossing into Vietnam, as well as undermining the policy of solidarity between Cambodia and Vietnam.

Based on the accusation made by the Vietnamese authority claiming that Monk Tim Sakhorn illegally crossed the border into Vietnam, this clearly shows that Monk Tim Sakhorn is a true Cambodian citizen. Therefore, the Cambodian government has the duty to protect Cambodian citizens as stipulated in the constitution, as well as the nationality law currently in place. Who or what entity is responsible for the deportation of Monk Tim Sakhorn and handing him over to the Vietnamese authority? According to the recent claim made by General Khieu Sopheak, spokesman for the Ministry of Interior (MoI), to news agencies, the general indicated that the MoI authority sent Monk Tim Sakhorn to Vietnam per the written request made by the monk.

The Khmer Kampuchea Krom Community (KKKC) calls on the Royal Government of Cambodia (RGC), local and International organizations, all foreign embassies in Cambodia, to help follow the case of Monk Tim Sakhorn, as well as to help protect the safety of Monk Tim Sakhorn who is currently jailed in Vietnam. KKKC is also taking this opportunity to call on the Royal Government of Cambodia to intervene through all diplomatic channels in order to bring back Monk Tim Sakhorn, and to conduct detailed investigation on (1) the deportation of Monk Tim Sakhorn and handing him over the Vietnamese authority, and (2) on the alleged written letter by Monk Tim Sakhorn asking to be deported back to Vietnam, in order to find those who violated the Constitution of Cambodia and bring them to court.

This speech was given by Mr. Thach Setha on the occasion of the 58th Annual Memorial Service, the saddest day in Khmer history, to honor past Khmer heroic Buddhist monks, heroic kings, heroes and leaders of Cambodia, especially Kampuchea Krom, who bravely sacrificed their lives to defend, protect, guard and preserve Kampuchea Krom, Khmer identity, Theravada Buddhism, language, culture, custom, tradition, and way of life in their own territories before, and during the time of hero Oknha Son Kuy through the present time.
