Party General Secretary Nong Duc Manh has described Cambodian King Norodom Sihamoni’s visit to Vietnam as a rare and particularly important event.

At a reception on June 23, the Party leader congratulated the achievements made by the Cambodian people over the years and wished them further success in building a peaceful, independent and democratic country (sic!).

Mr. Manh also expressed his deep gratitude to the King, former King Norodom Sihanouk and Queen Mother Norodom Moninieth Sihanouk, and the Cambodian people for their support to Vietnam during the country’s past struggle for national liberation and unification and current process of national construction and defence.

He also affirmed Vietnam’s policy of giving priority to building and developing relations with Cambodia based on the motto of “fine neighbourhood, traditional friendship, comprehensive and long-lasting cooperation”.

Cambodia King Norodom Sihamoni reaffirmed Cambodia’s determination to preserve and develop the fine neighbourliness, traditional friendship, and comprehensive cooperation between Vietnam and Cambodia.

The same day, Mr. Manh also met with former King Norodom Sihanouk and Queen Mother Norodom Moninieth Sihanouk, also on a friendship visit to Vietnam along with King Norodom Sihamoni.

PHNOM PENH — Viet Nam and Cambodia agreed to intensify their traditional multi-faceted co-operation in a joint statement issued on Saturday, wrapping up Party General Secretary Nong Duc Manh’s official visit to Cambodia.

The bases of the bilateral ties were outlined in the 1999 and 2005 high-level joint statements between the two countries.

They included respect of the other’s independence and sovereignty, non-interference in the internal affairs of each country, no use of force nor threat of the use of force, the banning of national territories being used by a third party to engage in attacks on the other, co-operation on an equal basis and for mutual benefit, use of peaceful negotiations to solve bilateral issues in the interest of both peoples, for peace, stability, co-operation and development in Southeast Asia.

Viet Nam and Cambodia agreed on more high-ranking meetings to increase mutual understanding and confidence, create and enhance favourable conditions for the expansion of dynamic co-operation between the two countries’ legislators, executive bodies, and local people’s organisations and authorities, particularly those in bordering areas.

The two sides placed importance on their economic co-operation, applauding the signing of co-operative agreements in aviation, rubber planting, electricity and petroleum.

They agreed to intensify co-operation in combating cross-border crimes and illegal immigration, reaffirming their policies of not allowing any hostile forces to use their respective national territories to threaten the security of the other.

The two countries would continue working together in searching, exhuming and repatriating the remains of Vietnamese volunteer soldiers who fell in Cambodia.

Both sides were determined to complete the land border demarcation and the planting of border markers by the end of 2012, so as to develop the shared borderline into the one of peace, friendship, co-operation and sustainable development.

The two countries pledged to continue working closely together in raising awareness among people living on the borders of the respective countries of the agreements and regulations relating to the common borderline.

They reached a consensus on continuously providing favourable conditions and equal treatment for Vietnamese and Cambodian expatriates as well as foreign expatriates living in their countries.

Viet Nam and Cambodia agreed to enhance their close co-operation with Laos and other countries in developing the Viet Nam-Laos-Cambodia Development Triangle into an area of peace, security and prosperity.

They also agreed to boost bilateral co-operation and co-operation with other partners of the Greater Mekong Sub-region for environmental protection and the rational use of the Mekong River’s water resources.

The two countries pledged to continue to join efforts with other regional countries in making Southeast Asia a region of peace, co-operation and prosperity, and increase co-ordination at other regional and international forums.

Before leaving the neighbouring country, the Party leader met with the staff of the Vietnamese Consulate General and representatives of the overseas Vietnamese community in Preah Sihanouk Province.

Manh and his entourage also paid a floral tribute to Vietnamese war fallen combatants at a monument in the province and visited the Sihanoukville international seaport.

Party General Secretary Nong Duc Manh left Phnom Penh for Hanoi on December 19, concluding his official visit to Cambodia at the invitation of King Norodom Sihamoni.

From the plane, Mr Manh cabled a message to the King, expressing his belief that the fine neighbourliness, traditional friendship and comprehensive cooperation between the two countries will further develop for the two countries’ prosperity and for the sake of peace, cooperation and development in the region and the world.

In a joint statement released the same day, Vietnam and Cambodia agreed to increase cooperation in various fields, especially economics, trade and investment, as well as in combating cross-border crime and illegal immigration.

Party leader Nong Duc Manh on December 18 visited Great Supreme Patriarch Samdec Tep Vong and Supreme Patriarch Samdec Bukri – leaders of the two Buddhist sects in Cambodia.
He said he is happy to see with his own eyes the dramatic changes Cambodia and its Buddhists have made during the past four years since his visit in March 2005.

He expressed his belief that the two sects will make greater contributions to Cambodia’s prosperity under the reign of King Norodom Sihamoni and the clear-sighted leadership of the Senate, the National Assembly and the government, as well as promoting the relationship between Vietnam and Cambodia.

Vietnam will do its utmost to maintain and develop their traditional friendship and comprehensive cooperation with Cambodia, said Mr Manh.

The two supreme patriarchs welcomed Mr Manh’s re-visit to Cambodia and expressed the belief that their bilateral relationship will develop further for the sake of peace, happiness and prosperity in each country.

They thanked the Vietnamese Party, government, people and volunteer soldiers for helping the Cambodian people escape the genocidal Pol Pot regime and for revitalizing Cambodia and its Buddhism in particular.

The same day, Mr Manh met with Vietnamese Embassy staff and Vietnamese nationals in Cambodia. He called on them to carry out practical activities to cement the time-honoured friendship and solidarity between the two nations, as well as to increase exchanges and cooperation in economics, trade, culture, education-training, and science-technology.

He encouraged Vietnamese nationals to turn their hearts and minds to their home country, preserve their traditional cultural identity and teach Vietnamese to the younger generation.

In the afternoon, he visited Preah Sihanouk province in southwest of Cambodia.

Earlier on December 17, King Norodom Sihamoni gave a royal banquet in honour of Party leader Manh and his entourage.

The King highlighted the importance of Mr Manh’s visit and expressed his hope that Vietnam will continue to share its experiences and provide development aid to Cambodia.

Mr Manh reaffirmed Vietnam’s determination to strengthen its traditional friendship with Cambodia, considering it an invaluable asset and an important factor behind the strength of the two nations.

Mr Manh began a three-day visit to Cambodia on December 17 at the invitation of King Norodom Sihamoni.

Vietnam pursues the consistent policy of fostering its traditional solidarity, friendship and comprehensive cooperation with Cambodia, said Party General Secretary Nong Duc Manh to Cambodian parliament and government leaders on December 17.

In his meeting with National Assembly Chairman Heng Samrin, Senate President Chea Sim and Prime Minister Hun Sen, Mr Manh said that this is an invaluable asset of both nations, and one of the elements to create power for both countries in their national building and development.

Cambodian leaders of the Senate, National Assembly and Government congratulated Vietnam on the achievements the country has made during the renewal process and national development.

They also highly valued Vietnam’s role and position in the region and the world, especially Vietnam’s assumption of ASEAN presidency in 2010.

The leaders affirmed their determination of to tighten the Vietnam-Cambodia traditional friendship, solidarity and multifaceted cooperation to create a peaceful environment, stability and sustainable development for both countries.

The Vietnamese and Cambodian leaders informed each other about the economic and socio-economic situation of their respective country and exchanged views on international matters of common concern.

They also expressed their wish for further exchanges between legislative and executive bodies and localities to share experiences in state management, social management, economic development and international integration.

On the occasion, Party General Secretary Manh and Prime Minster Hun Sen witnessed the signing of cooperative agreements between the two governments in power, industry, mineral resources and waterway transportation.

A senior Vietnamese official arrived in Cambodia Thursday to sign a number of agreements on energy, industry and mineral resources, officials said.

The state visit “is very important for strengthening the cooperation, relationship and friendship between the two nations,” Ministry of Foreign Affairs spokesman Koy Kuong said. “During his visit, the two nations will sign two agreements. Firstly an agreement on energy, industry and mineral resource; and secondly, an agreement on water transportation.”

Nong Duc Manh, general-secretary of Vietnam’s Communist Party, will meet with King Norodom Sihanomi, and senior leaders of the ruling Cambodian People’s Party, including Chea Sim, Heng Samrin and Prime Minister Hun Sen.

He will also meet with venerable monks Tep Vong and Bour Kry, who are supreme patriarchs of two Buddhist sects.

Bilateral trade between the two countries was $1.05 billion for the first 10 months of 2009, but officials are hoping to double that by next year. Trade peaked at $1.7 billion in 2008.

The high-level visit has upset members of the Khmer Kampuchea Krom ethnic group, who accuse Vietnamese authorities of human rights abuses and restricted freedoms for the community in the Mekong Delta.

In a letter to the king, Thach Setha, executive director of the Khmer Krom Community, an advocacy group, said authorities in Vietnam had confiscated people’s land and forbid their children to learn Khmer.

Authorities “pressure and threaten Khmer Kampuchea Krom people, Buddhist monks farming and raising animals, and forbid monks and people to assemble and talk about social and political issues,” he wrote.

General Secretary of the Communist Party of Vietnam Nong Duc Manh started his official visit to the Kingdom of Cambodia today at the invitation of King Norodom Sihamoni.

It is the second visit by General Secretary Nong Duc Manh to Cambodia since March 2005 with the aim of enhancing the good neighbourliness, traditional friendship and comprehensive co-operation between Vietnam and Cambodia, thus contributing to raising Vietnam’s international position, especially in the context Vietnam will take chairmanship of the Association of Southeast Asian Nations (ASEAN) from January 1, 2010.

The Vietnamese people are glad to see the Vietnam-Cambodia ties boosted by leaders and people of the two countries under the motto “ good neighbourliness, traditional friendship, comprehensive and long-lasting co-operation” have achieved fine results. The recent high-ranking visits have contributed to strengthening the friendly ties and comprehensive co-operation in a more efficient and reliable manner.

Co-operation in economics, trade and investment has been well developed .Two-way trade reached US$1.7 billion in 2008 and both sides are striving to increase it to US$2 billion by 2010.Co-operation between ministries, sectors and localities from the two countries has also enhanced. The two sides have paid attention to promoting co-operation in implementing the signed agreements and co-ordinating to deal with issues related to the border line, maintaining security and stability in border areas and have agreed to complete land border demarcation and landmarkers planting by 2012. The two countries set up a Joint Committee on Economic, Cultural, Scientific and Technological Co-operation to promote co-operation in the various fields.

Vietnam and Cambodia have also boosted co-operation in theregional and multilateral framework such as the Association of Southeast Asian Nations (ASEAN), the Mekong River Commission (MRC), the Greater Mekong Sub-region (GMS). The West-East Corridor (WEC), the Ayeyawady-Chao Phraya-Mekong Economic Strategy (ACMECS) and Cambodia-Laos Vietnam Development Triangle.

May the visit to the Kingdom of Cambodia by Party General Secretary Nong Duc Manh be crowned with success, thus contributing to enhancing the Vietnam- Cambodia traditional friendship and comprehensive co-operation for the benefits of the peoples of both countries and for peace, stability, co-operation and development in the region and the world.

Vietnam will do its utmost to promote its traditional friendship and comprehensive cooperation with Cambodia, Party leader Nong Duc Manh told King Norodom Sihamoni during their talks in Phnom Penh on December 17.

He said he was happy to return to Cambodia and meet with King Sihamony who has succeeded his father, Norodom Sihanouk, in reigning in the royal nation, and made a great contribution to maintaining and developing the Vietnam-Cambodia relationship.

He praised Cambodia’s recent important achievements, and expressed the hope that under the reign of the King and the clear-sighted leadership of the Senate, the National Assembly and the Royal government, the Cambodian people would make greater achievements in national development to build Cambodia into a peaceful, independent, neutral, non-aligned and prosperous nation.

He thanked the Cambodian people for their support for Vietnam in the past and at present, especially in creating favourable conditions for Vietnamese nationals to live, study and work in the country.

Khmer Krom requests Hun Xen to discuss grievances with Nong Duc Manh

On December 16, 2009, KKC Executive Director Hon. Thach Setha, Phnom Penh Councilman-elect (SRP) and former Senator of the Kingdom of Cambodia (SRP), wrote a letter to Prime Minister Hun Sen to raise Khmer Krom issues with the visiting communist Vietnam's Secretary General Nong Duc Manh on Dec. 17 - 19 in Phnom Penh.

The following grievances were raised:

1. Land grabbing
2. Khmer schools
3. Khmer Theravada Buddhism
4. Freedom of Assembly, threat on Khmer Krom monks and people
5. Forced assimilation of Khmer nationals as Vietnamese

Please note that the same letter is also written to the presidents of the National Assembly and Senate.

Strengthening Vietnam-Cambodia relations

"In 2010 Vietnam is expected to grant 550 scholarships to Cambodian students. In turn, Cambodia will also grant scholarships to Vietnamese officials studying the Khmer language."

The General Secretary of the Communist Party of Vietnam Nong Duc Manh will pay an official visit to Cambodia on December 17-19 at the invitation of King Norodom Sihamoni. This is Mr Manh’s second visit to Cambodia after his first in March 2005.

The visit aims to strengthen the traditional friendship and comprehensive cooperation between the two countries and to elevate Vietnam’s position in the region, especially as the country will assume the chair of ASEAN in 2010.

Vietnam and Cambodia share a 1,000km long border and both use the Mekong River. They stood shoulder to shoulder in the fight against colonialism and the Pol Pot genocidal regime and have continued with mutual support and assistance during the current process of national construction and defence. Both countries have an open foreign policy of diversifying and multilateralising their international relations.

Over the past years, bilateral relations have developed well with an emphasis on ‘good neighbourliness, traditional friendship, comprehensive cooperation and long-term stability. A regular exchange of high-level visits has been maintained to promote mutual trust and understanding. Relations between the Communist Party of Vietnam and the two Cambodian parties in the ruling coalition have also fared well.

Economic, trade and investment ties between Vietnam and Cambodia have grown and flourished constantly on a par with their political ties. Two-way trade has increased by 40 percent annually, reaching US$1.7 billion in 2008 and US$945 million in the past three quarters of this year.

Both countries have worked out measures to expand economic and trade cooperation, to raise bilateral trade to US$2 billion in 2010. They have also opened and upgraded a number of economic zones and markets along the border.

Vietnam’s investment in Cambodia has increased considerably, with 50 projects licensed and valued at US$640 million. These projects mainly focus on the exploration and exploitation of minerals, oil & gas, the construction of hydro-power electric plants and power transmission lines, rubber plantations and developing transport infrastructure.

Progress has been made in several joint projects such as health care, education-training and science-technology. Since 1995, Vietnam has trained thousands of Cambodian officials, university graduates and post-graduates in economics, culture and science-technology. In 2010 Vietnam is expected to grant 550 scholarships to Cambodian students. In turn, Cambodia will also grant scholarships to Vietnamese officials studying the Khmer language.

Cambodia has appreciated Vietnam’s humanitarian programmes to provide medical check-ups and restore the eyesight of visually-impaired people in border provinces.

The two countries have also worked closely in regional and international forums, thereby elevating their status globally.

Party General Secretary Nong Duc Manh has affirmed Vietnam’s consistent policy of developing relations with Cambodia and Laos and its determination to lift those relations to new heights.

Mr Manh made the affirmation while receiving a high-ranking delegation from Laos headed by Saman Vinhaket, a politburo member of the Lao People’s Revolutionary Party Central Committee, and another delegation from Cambodia led by Permanent Deputy Prime Minister Men Sam An, in Hanoi on May 18.

The two delegations are in Vietnam to attend celebrations of late President Ho Chi Minh’s 119th birthday and the 50th anniversary of the legendary Ho Chi Minh Trail.

Mr Manh thanked the Parties, States and people of Cambodia and Laos for their valuable assistance to Vietnam during the latter’s past struggle for national construction and defence. He said Vietnam is determined to build the Ho Chi Minh Trail into the road of friendship, solidarity and comprehensive cooperation between the three countries.

He applauded the achievements made by the Cambodian and Lao people in various fields, which he said will help encourage the Party, State and people of Vietnam during their Doi Moi (Renewal) process.

Mr Manh said he hopes that relevant ministries, agencies and localities of Vietnam, Laos and Cambodia will work closely to effectively implement bilateral agreements and treaties signed by their top leaders.

Both Saman Vinhakhet and Men Sam An affirmed that the Parties, States and people of Cambodia and Laos will do their best to strengthen their traditional friendship, solidarity and comprehensive cooperation with Vietnam.

SEOUL (AFP) — Vietnamese Communist Party chief Nong Duc Manh Thursday left North Korea after a visit aimed at strenghthening ties between the two communist nations, state media said.

North Korean leader Kim Jong-Il saw Manh off at an airport on the outskirts of Pyongyang in a farewell ceremony attended by thousands of people waving flags and flowers, said the North's official Korean Central News Agency.

In a farewell message, Manh said the deals reached between the two sides would give "a powerful impetus" to putting their friendship and cooperation "on a new stable, realistic and effective phase of development," the agency said.

Manh was the first Vietnamese party chief to visit North Korea since Ho Chi Minh made the trip in 1957, although government leaders have exchanged visits in recent years.

North Korea and Vietnam, which established ties in 1950, are two of the world's five remaining communist countries, alongside China, Laos and Cuba.

During his three-day stay in Pyongyang, Manh paid homage to the North's late founding father Kim Il-Sung, whose body is on display at the Kumsusan Memorial Palace.

The Vietnamese leader also visited Kim Il-Sung's homeland, which is revered by North Koreans as a holy place, visited an electric cable company and attended a propaganda festival praising the North's communist rulers, the Vietnam News Agency (VNA) said.

At talks Wednesday with the North's number two leader, Kim Yong-Nam, Manh said Vietnam would donate 2,000 tons of rice to the impoverished country.

Pyongyang lent Hanoi military support during the Vietnam war, but ties soured in 1979 after Vietnam ousted Cambodia's Chinese-backed Khmer Rouge, drawing protests from Chinese ally North Korea.

While North Korea has remained isolated and poor, Vietnam opened its doors with its doi moi (renewal) reforms of 1986, grew its economy and sought closer international ties, including with former enemy the United States.

VietNamNet Bridge – Party General Secretary Nong Duc Manh has renewed the Vietnamese foreign policy of respecting the friendship and cooperative relations with Cambodia and is eager to improve on ties with its neighbour.

The Party leader made the remark while receiving a high-level delegation of the Cambodian People’s Party (CPP), headed by Nay Pena, member of the CPP Standing Board, in Hanoi on July 24.

General Secretary Manh said the relations would be strengthened in order to follow the motto of “Good neighbours, traditional friendship, long-term, sustainable and comprehensive cooperation” for the benefit of people of each country and for peace, stability, cooperation and development in the region.

General Secretary Manh congratulated the achievements of the CPP and Cambodian people in the building of peace and national harmony, socio-economic development, expansion of international relations and improvement of their country’s position at regional and international arenas.

He expressed his wish that under the leadership of King Norodom Sihamoni, the Senate, the National Assembly and the Royal Government, the Cambodian people would continue to obtain greater achievements in the process of building Cambodia into a peaceful, neutral, non-aligned and prosperous nation.

He asked the Cambodian delegation to convey his best regards to former King Norodom Sihanouk, the Queen-Mother, King Norodom Sihamoni, President Chea Sim, Deputy President Hun Sen, Honorary President Heng Samrin and other leaders of the CPP.

Nay Pena expressed his gratitude for the assistance the Vietnamese Party, State and people had lent to the Cambodian people during their struggle for national freedom, their escape from genocide and the current national construction.

The CPP official expressed his wish to further boost ties between the two parties and people in the future.

Earlier, a delegation of the Communist Party of Viet Nam (CPV) headed by politburo member Truong Vinh Trong held talks with the Cambodian delegation.

During the visit, the Cambodian guests had a working session with Nguyen Van Son, member of the CPV Central Committee and Chairman of the CPV Commission for External Affairs.
