WASHINGTON DC - Despite assurances from Prime Minister Hun Sen that no Cambodian land has been ceded to Vietnam, a France-based border expert said the government has failed to nullify treaties with its eastern neighbor that would do just that.
Sean Pengse, former Cambodian minister of industry and president of the Paris-based Cambodia Border Committee, told “Hello VOA” that at least four border treaties were made during Vietnam’s occupation of Cambodia, from 1979 to 1989, causing the loss of territory.
A supplementary agreement was made in 2005, sparking protests from many Cambodians.
With the national election approaching next year, and border questions often at the forefront of heated political debate, Hun Sen recently gave a five-hour speech to the National Assembly, broadcast live on state television, defending his government’s border policies.

WASHINGTON DC - Prime Minister Hun Sen has announced that Cambodia’s total land mass is some 300 square kilometers more than historically stated and wants to put the number in the constitution. His announcement is thought to be a response to political opponents and critics who accuse him of ceding land to Vietnam in a 2005 border agreement.
Hun Sen said in a public speech that new measuring technology showed Cambodia’s land to be 181,335 square kilometers, greater than the traditional number in fact books, though he did not elaborate on the technology.
Land demarcation remains a thorny issue in Cambodia, following the separation of French Indochina and an unwillingness of all countries to readily agree on land borders. The idea that Cambodia is losing land to its neighbors upsets many Cambodians, making the issue a political lightning rod, especially as the country moves toward elections next year.
Critics say Hun Sen should not be tempted to alter the constitution over the new number.

WASHINGTON DC - With national elections less than a year away, ruling party officials have begun a publicity campaign to show they are tackling tough issues facing the country, such as border delineation and land grabs, but opposition leaders say the Cambodian People’s Party cannot claim it has solved the issues itself.
Without the opposition to push the issues, the ruling party would “sit on its hands” and not resolve national issues, said Kem Sokha, president of the Human Rights Party and soon-to-be vice president of the Cambodia National Rescue Party.
Border sovereignty and landlessness are likely to be the two most politically important issues of this election, election observers say, with both sides trying to capitalize on them.
Kem Sokha said the issues help the opposition, even if the ruling party is perceived to be handling them.

Hun Sen and King Father Sihanouk are now allies of convenience. And the Cambodian people have no advocate in the halls of power.
A Khmer proverb, Chaul stung tarm bawt, says if you travel a river you must follow its bend. In contemporary Cambodia, the behavior represented in the ancient proverb is cast aside in favor of conduct expressed through a saying, Thveu doch ke doch aeng, or "Do like others do." If you don't follow the bends in the river, you won't get where you want to go, says the old proverb. But the current translation alters the meaning: If you don't do as others do, you will look odd and be the subject of ridicule.
A classic psychological experiment found one in three persons would modify his or her own opinion to conform with that of others. Conformity is a human trait. But Cambodians are generally conformists by culture.
For two thousand years, Khmers have been taught to korup (respect), bamreur (serve), and karpier (defend) rulers and authorities. To deviate from this behavioral pattern raises a question of the transgressor's smoh trang (loyalty). Such distrust, or min touk chet, is an opening toward an eventual charge of kbawt (treason).
Cambodia's current autocratic Prime Minister Hun Sen is employing this culture to maintain his rule. Many Cambodians today, like most in the past, are directly or obliquely coerced to obey the regime – or at least not to oppose it. Not wanting to be charged with treason, kbawt, one wants to be seen doch ke doch aeng – to do like others do.
Changing such a culture -- attitudes, norms, ways of doing things of a whole people -- is difficult but is necessary if the country is to change its destiny. In the Khmer nation of conformists, a change of such culture may be accomplished by Khmer Buddhists (comprising more than 90 percent of the population) who apply what their Lord Buddha teaches: Buddhists do not mind what others do or not do, but value an individual's action to create a future of his or her own choosing. Humans are responsible for their own destiny. In the words of Khmer writer Bouawat Sithi, "with a wholesome state of mind," humans can create "a heaven" -- peace -- for themselves and others; "with an unwholesome state of mind," humans can create "a hell."
One Cambodian who worked to affect a change in traditional Khmer culture was Cambodian veteran diplomat Srey Pheach, who passed away last week.
Introducing Pheach
A native of Sisophon, Battambang, Srey Pheach graduated in public administration from Cambodia's Ecole Royale d'Administration and joined Cambodia's Ministry of Foreign Affairs in 1959. He was posted in Egypt, at the United Nations, in Czechoslovakia, and the Philippines.
Srey Pheach described his thinking, based on his 16 years of observation as a diplomat, in two handwritten essays. He gave me the first in 2009 and the second this year, shortly before his death. I have chosen in this column to share Pheach's observations both because he was my friend and because I believe they have value. He had firsthand experiences that add dimension to available historical accounts, and was an honorable man who gave much of himself to improve the lot of his countrymen, both as a government functionary and as an expatriate who remained politically active until his death.

On 9 August 2012, Hun Sen has become exactly what people have allegedly said of his handling of Khmer –Youn border. At the podium Hun Sen was delirious. Fueled with ego trips of above all men and narcissistic attitude, it took him five hours to deliver his notes. With no patriotic decency, the sentimental fool ran his mouth off with apathetic tone to impress the National Assembly that is filled by men lack moral bone from his party in berating the opposition party as his single obstacle for achieving his pro-Yuon interests and defense.
The truth is the delimitation of 1270 km. long border between Khmer- Yuon has been a lightning rod to not only to his King or opponents but his ex generals, fellow CPP politicians, journalists and CPP voters/land owners whose paddies had befallen under Yuon newly drawn map. With Yuon payment in the amount of $6 million to pay for the granite pillars and installation, Hun Sen made this border demarcation his personal and it must be completed, at his order, in 2012.
Often his arguments relied on old documents dated in 1939 that were drawn up by the colonial French government for the convenience of the colonial administrative then. But yet he proclaims his efforts would result of no loss of land to Yuon. He went to say in the Constitution stated Cambodia size is only 181,035 sq. km but in records the colonial French marked it lesser than 179, 000 sq.km at some points of its rule.
Hun Sen boasted not even one square meter of Cambodia had lost to Yuon yet. He continued to say when he completed the demarcation, Cambodia map will likely be increased to 181,606 sq. km.
As far as the maritime and lost isles, Hun Sen did not specifically say what will happen.
But how comes Meas Srey and Prum Chea lost half of their rice paddies to Yuon? And the result of their protest with the opposition leader participation, these individuals were unjustly victimized and imprisoned without proper due process in defense.
