The villagers of Kampong Thom’s Thamasamlieng village are being asked for patience, but after nearly three years of broken agreements, health woes and food shortages that one rights group says has led to starvation deaths, that patience is wearing thin.

In December 2009, a lease granted to a Vietnamese rubber firm forced 1,750 families living on a social land concession to move from their homes in Santuk district’s Kraya commune.

Families, many with disabled members, had legally settled in the commune since 2005, an arrangement that came to a sudden stop with the granting of Tin Bean Rubber’s 75-year lease.

Last week, the displaced families sent 602 letters to the cabinet of Prime Minister Hun Sen asking for intervention, urging the government to grant the one-hectare of farmland legally entitled to each of them, instead of the current a 20 x 40 metre plot they now hold.

About 1,500 representatives of military families in Oddar Meanchey province are planning to file a complaint directly to Prime Minister Hun Sen’s office accusing a high-ranking Royal Cambodian Armed Forces general of selling a large chunk of their land to two Vietnamese rubber companies.

The soldiers, commanders and deputy commanders living on the land in the province’s Trampaing Prasat district, are part of the Sixth Intervention Brigade. They were expected to submit the complaint against four-star General Kun Kim by Wednesday.

But Kun Kim, who heads up the office of the Mixed Chiefs of Staff, told the Post yesterday that the claims are bogus, that families are occupying the properties illegally, and that the Cambodian government granted the land to the two companies, identified as Best Royal and Taining, in 2008.

“Why does the government just care about the company, and not about their villagers?”

Mondulkiri province - A combined force of police, soldiers and military police last night set a deadline of 8am this morning for villagers in Mondulkiri province’s tiny Rayum commune to leave their homes or face forcible eviction.

Authorities, who have surrounded the village for a week, say the villagers’ homes sit on land belonging to a Vietnamese rubber company, and that any homes still standing this morning will be demolished. Joint forces burned more than 50 homes on Tuesday and Wednesday, and today’s ultimatum has many villagers fearing for their safety, residents say.

Tha, 27, who declined to give his family name for fear of retribution, said that eviction forces tore down a number of homes yesterday, as authorities searched for three wanted village representatives that they accuse of instigating confrontation.

“My life is important,” said Yin Chum, an activity leader with the Prey Lang Network (PLN) in Cambodia. “But the forest is my number one priority.”

Many villagers across Cambodia who share Chum’s attitude have created grassroots organizations such as PLN to protect the country’s quickly disappearing forests.

In March 2012 the Prey Lang Community Network coordinated a five-day operation to search the forest of Prey Lang for signs of illegal logging. Four hundred villagers from the four provinces surrounding Prey Lang forest in northeast Cambodia—Kampong Thom, Kratie, Stung Treng and Preah Vihea—traveled on foot and by motorbike for four days before meeting to patrol the forest.

“The villagers are here because they have lost confidence in the government,” said Wutty Chut, the slim and sharp-featured director of the National Resources Protection Group (NRPG), a local environment watchdog NGO.

During the first four days of their campaign, the villagers found and burned over 370 cubic meters of illegally cut timber. On March 28, 2012, over 30 police and military personnel confronted villagers as they demanded access to a government-sanctioned sawmill.

About 500 villagers from six districts in Kratie’s Snoul district protested on National Road 7 yesterday, in a bid to find a solution to their land dispute with two Vietnamese rubber companies.

Cars, trucks and buses were gridlocked from 8:00am to 12:00 pm along National Road 7 – the main road to Kratie – near Svay Chreah commune, one of the communities affected by government land concessions granted to two Vietnamese rubber companies.

“If we do not block the road, the authorities will not find a resolution for us,” said villager Khiev Kong. “If they do not find a solution for us, we will block the road forever, because they have cheated us.”

PHNOM PENH — The Viet Nam Rubber Group (VRG) 's four subsidiaries yesterday kicked off a project to plant 100,000ha of rubber trees in Cambodia's Kratie Province under an agreement between the two countries.

The subsidiaries are the Dong Nai Kratie, Dong Phu Kratie, Phu Rieng Kratie and Loc Ninh Kratie companies.

Addressing the ceremony, Cambodian Deputy Prime Minister Yim Chhay Ly said foreign investors, including the VRG, had played a major role in Cambodia's socio-economic achievements in recent years.

(VOV) - Vietnam Rubber Industry Group (VRG) has launched a campaign to plant rubber trees in Sambour district, Kratie province in Cambodia.

Present at the launch ceremony on June 1 were Cambodian Deputy Prime Minister Yim Chhay Ly and Vietnamese Ambassador to Cambodia Ngo Anh Dung.

Four companies affiliated to VRG will plant 5,100 ha of rubber in Kratie to help the group fulfill its yearly target for around 25,000 ha of rubber.

VRG General Director Tran Ngoc Thuan said that the project will help Cambodia promote socio-economic development and strengthen traditional friendship between the two countries.

The group has so far invested around US$200 million in Cambodia. The rubber planting project is gaining momentum with the aim of generating steady jobs for more than 7,000 local people, building more than 1,500 houses for workers and 50 wells, hospitals and schools as well as 200km of road and 20 bridges.

The joint-projects cover the areas of agricultural science and technology, quarantine, forestry and seafood.

Vietnam and Cambodia are planning to collaborate on more than 20 projects worth more than US$17 million.

Vietnamese officials say the joint projects, which will run until 2020, cover the areas of agricultural science and technology, quarantine, forestry and seafood.

There will be strengthened collaboration on controlling disease outbreaks along the countries' shared border as well as forest management and timber trading.

Vietnam has agreed to help fund an aquating breeding development project and to help build a seafood research institute in Kampot province.

Cambodia has agreed to a deal to grow rubber and industrial trees on its land.

The demands made by people living in the Prey Lang forest community, asking Vietnamese companies to stop their forest destruction activities, have not met with any result up to now.

One SRP MP from Kampong Thom province indicated on 13 March that he will take the complaints from people living in the Prey Lang forest in 4 provinces to give to the president of the National Assembly and to Hun Xen at the beginning of next week. The complaints ask for intervention to stop the Viet companies from destroying Prey Lang forest as such destruction affects the livelihood of the people.

Men Sothavrin, an opposition MP from Kampong Thom, indicated that, as a representative of the people and as a citizen, he plans to send a complaint to the president of the National Assembly and to the prime minister because there is no resolution to the problem caused by the Viet companies which are still destroying the Prey Lang forest. The Viet companies’ activities affect the livelihood of the people: “It destroys the environment, it destroys Prey lang. I will write to the prime minister, only him can resolve this problem.”

The Cambodian Prime Minister, Hun Sen, has approved a 9,000 hectare (22,200 acre) rubber plantation in Virachey National Park despite its status as a protected area, reports the Phnom Penh Post. The park is also listed as an ASEAN Heritage Park.

Spanning 332,500 hectares in Ratanakkiri province, Virachey National Park, is Cambodia's largest.

The concession to clearcut the forest and establish a rubber plantation was awarded to Srun Sovannaphoum Investment Co Ltd.

"It is good because that area is uninhabited, so when the company comes to invest they will also construct a road,” Ratanakkiri provincial governor Pav Hamphan told the Phnom Penh Post. Villagers in another region of Cambodia are protesting the loss of their forest, known as Prey Lang, to rubber plantations.

Cambodian villagers fighting to save their forest from rubber companies have been rebuked by the local government. Two days in a row local authorities prevented some 400 Cambodian villagers from protesting at the offices of the Vietnam-based CRCK Company, which the villagers contend are destroying their livelihoods by bulldozing large swaths of primary forests. Authorities said they feared the villagers would have grown violent while protesting.

But, according to village representative, Chheang Vuthy, speaking to the Cambodia Daily: "The villagers would not have acted violently. The companies should not be clearing forest even though they have licenses from the government because it affects people's livelihoods."

The Cambodian government has granted a concession of over 6,000 hectares to the rubber company from the 200,000 hectare forest known as Prey Lang. Located between the Mekong and Stung Sen River, nearly half of Prey Lang has never been logged, making it an incredible rarity in Southeast Asia. Tigers, Asian elephants, banteng, gaur, and Asiatic black bears are all still found in Prey Lang. In all 26 to 50 endangered mammals, birds, and reptiles may live in Prey Lang. Still provincial authorities have dubbed Prey Land a 'dull forest'.

Representations for villagers embroiled in a land dispute with Vietnamese-owned CRCK Rubber Development Company in Kampong Thom province said officials have used intimidation to halt protests over the company’s development of an area in Prey Lang forest.

The claims were made at a press conference held by the NGO Forum, an umbrella group of organisations operating in Cambodia, during which representatives said local police have compiled a list of villagers they say are inciting others to protest.

Last month hundreds of residents from four provinces surrounding the 200,000 hectare forest defied police and local officials to protest the clearing of sections of the forest by CRCK.
