On October 10, 2005, the Phnom Penh municipal court issued an arrest warrant against Mam Sonando, the owner of FM105 radio station (Sambok Khmum), and Sean Pengse, the President of the Cambodia's Border Committee based in France.
The two were accused of libel and slandering the government following the broadcast by Sambok Khmum of a telephone interview of Sean Pengse by Mam Sonando. The theme of the interview was the explanation on the different treaties concluded between the Socialist Republic of Vietnam (SRV) and the People's Republic of Kampuchea (PRK), during the Vietnamese occupation of Cambodia between 1979 and 1991.
