The Association of Southeast Asian Nations (ASEAN) staged a regional anti-disaster exercise in Kandal Province on Wednesday by rescuing victims of floods as part of its efforts to beef up the cooperation among the member countries in the field of disaster relief.
The ASEAN aims "to establish multi-force for the cooperation of sharing each other's resources and of course for reducing the bad effects from disasters by nature or by human," said Cambodian Deputy Prime Minister and Co-Minister of Defense Tea Banh while attending the maneuver.
Over 2,000 military personnel and observers from ASEAN countries, with 1,262 of them from Cambodia, attended the exercise along River Basac, a major branch of River Mekong, to save flood victims from water and devastated houses with boats and helicopters.
The maneuver climaxed while 2 helicopters atop the river threw down life buoys for dozens of floating victims, who then swam to rescue boats, landed on shore safely, and were taken to ambulances by medical workers.
Pigs howled and cows meowed as some victims insisted to take their main properties onto boats, and the livestock were scared of their serenity by the emergent situation.
"Today's simulation exercise is under the topic of flood, but this topic reflects the emergency response related to the co- operative policies and procedures of ASEAN member countries," said Banh.
Since 2000, Cambodia has suffered from a series of floods which left the kingdom with heavy destruction.
In early August 2006, a major flood incurred by heavy rain affected 8 cities and provinces, which prompted the government to pay more attention to anti-disaster missions.
Wednesday's exercise, organized by ASEAN and Cambodia's National Committee for Disaster Management (NCDM), was the second of a series of annual anti-disaster simulation maneuver that ASEAN conducted to enhance the capabilities of its member countries in joint emergency operations under the ASEAN Agreement on Disaster Management and Emergency Response.

Do you think that when a diaster hit, these people (rescuer will actually rescue (the villagers etc...)? They will stand there until they get gold or money. Just like a house fire.
