The following recorded message is currently being broadcasted by Sam Rainsy Party branches all over Cambodia. However, a number of commune/sangkat authorities has prevented the broadcasting of this recording, and in some instances, the broadcast equipment has been confiscated by the authority.
The entire content of the recording, a transcript of which is provided below, is not a call for the population to vote for a particular political party, it only explains the legal process and the importance of the name verification for voters and the voting registration.
“I, Sam Rainsy, Member of Parliament and President of the Sam Rainsy Party, am calling all monks to register to vote on time during the period of 01 to 20 October 2006. Monks have the same right as other ordinary citizens, monks have the right to vote, however before being able to vote on 01 April 2007, monks, just like any ordinary citizens, must first register to vote at the commune/sangkat offices. Samdech Supreme Patriarch Tep Vong and the Ministry of Cult and Religious Affairs had issued directives and decisions indicating that monks have the full right to register to vote and the full right to vote.
I am also calling on the Cambodian population to go and verify your names on the voting registration list at the commune/ sangkat offices. Your name, gender (male or female), date of birth, address must appear correctly on the voting registration list before you can vote. Therefore, you must bring with you your identification documents – such as your Cambodian National Identification cards, Family Books, and a number of other documents which were already issued to you by the authorities – to verify, and if there is any discrepancy, please notify the commune/sangkat secretaries and clerks to make the necessary corrections as indicated on your identification documents.
At the same time, I am also calling all citizens who are 18-year-old and up, those citizens who had never voted before because they did not yet reached their voting age (18-year-old) earlier, those who did not yet reach 18-year-old during the 2003 election and who are now in their 18-19-20-21-22, I am calling you to all register to vote because you are now deciding your destiny on your own. You must register to vote first so that you have the full right to vote to decide about our destiny and our future, so that you will be able to pursue a complete education, so that you will have jobs, so that you have a prosperous and decent condition, so that you can live a justice-bound society, so that you have hope in your own future and the future of our children.
For our nation to prosper, for our lands to be preserved, all our citizens – monks and laymen, young and old, men and women – must register to vote on time before 20 October so that you have the right to vote on 01 April 2007 for the commune election to select commune/sangkat councilors and chiefs. The following year, 2008, there will be an important election to select new Members of Parliament, a new government, new leaders who will apply new policies to reorganize our country and bring prosperity to our country, to bring full freedom to the population, to bring social justice to our country, to provide a good future to all Cambodian people. We can fulfill all the above only if we all vote to decide on the destiny of our nation.
