Cambodia has tremendous natural resources, especially compared to other countries in the region. However, Cambodian citizens still suffer more than those of other countries.
Since 1991, Cambodia has obtained a lot of foreign aid, sufficient for national development. It is very regrettable that Cambodia has little talent to use this assistance to improve people's living standards.
Abundant natural resources are being eroded under development projects, causing farmers to lose their land. Such problems stem from political nepotism, individuals in the government forgetting to fulfill their obligations, little respect for the rights and freedom of the people, and gaps in the implementation of law.
The government should consider finding a way to increase people's daily income and encourage the respect of people's rights and freedoms. It must also have a transparent and sustainable natural resource management plan and set up jobs for graduating students. And it must commit to reforming the judiciary.

I like the part about creating jobs for "graduating students". Afterall, these are the future of Cambodia. I've seen college students in Cambodia who graduted without a job, but is smart enough to open small businesses here and there. I've seen more and more Cambodians working online, whereupon income can be generated without restrictions on border. As more and more of our intellectual youth graduates from Cambodia, they will tolerate less and less the corruption of government. If government can not create a piece of the pie for intellectuals, they, the new generations of Khmer intellectuals, will find a way to reform the system.
