Security guards at O’Russey market beat up 2 SRP activists

Two SRP activists were lightly injured after they were beaten by a group of people wearing uniforms of security guards at a market. The beating took place in the evening of Friday 23 March, during an election campaign procession held by the SRP prior to the commune election. A car which was part of the procession had its windshield smashed during the beating.

Ho Vann, an opposition SRP MP from Phnom Penh city, said that the incident took place on the eastern corner of the O’Russey market in Phnom Penh. “The security guards in the O’Russey market confiscated the leaflets [distributed by SRP], we then grab them back, but they refuse. About 10 of them came to violate our rights, they started to push us and beat us. There are some light injuries, one on the mouth and another one was whipped by a belt. The guards rounded up the [SRP] leaflets from the people, and they even confiscated the leaflets from SRP participants. Now, all our leaflets have been confiscated. I don’t understand, because they are security guards, and they claim to provide protection, they also confiscated our leaflets once on 21 March already.”

According to report, during the incident, there was no immediate intervention from the authority nor from local election officials.

Mondol Keo, RFA reporter, arrived at the scene and reported: “I didn’t receive clear information on the intervention. It was only Mr. Ho Vann who tried to calm down the situation on his own, he called on his party activists not to create any problems, to remain calm, and to move out. The police authority did not show up to help or take a report of the situation, and the Provincial Election Committee (PEC) did not care. Therefore, it was a one sided intervention [by MP Ho Vann].”

RFA could not obtain clarifications from the men in security guard uniform to find out about the cause the incident. However, a SRP MP suspects that the group of security guards who beat up and injured the opposition activists are CPP supporters. “You know how the market security guards are, they support the CPP, they never support the SRP.”
