The Sam Rainsy Party (SRP) has called for the opposition parties to form an alliance to vie with the ruling Cambodian People's Party (CPP) ahead of the 2008 national election, local media said on Friday.
SRP will serve as a key element of the proposed movement as it ranked second after CPP in terms of the number of votes cast during Sunday's commune councils election, English newspaper the Cambodia Daily quoted SRP President Sam Rainsy as saying.
"SRP will be the core of the movement. (It) will be a big movement that will win against the CPP. We want to reorganize the country to be better than it is under (the rule of) CPP," he said.
SRP Secretary-General Mu Sochua has met with Norodom Ranariddh Party (NRP) leaders and officials from other political parties to discuss and compromise on the formation of the movement, Cambodian newspaper the Sralanh Khmer quoted him as saying.
NRP Acting President Prince Norodom Chakrapong said that he welcomed Sam Rainsy's proposal and "it is a very good step to have a democratic foundation to develop the country."
Prince Sisowath Thomico, general delegate of the Sangkum Jatiniyum Front Party, said that SRP's appeal was in line with his policies, another Cambodian newspaper the Koh Santepheap reported.
The co-ruling Funcinpec Party's spokesperson Nouv Sovathero said that his party didn't care about the other parties' proposal as the party is now implementing reforms to strengthen localities.
CPP spokesman and Information Minister Khieu Kanharith said that SRP's proposal to set up the so-called Democratic Movement didn't surprise the CPP.
"It is not the first time that SRP has formed a group of democratic parties," he said.
Sam Rainsy and Prince Ranariddh, then president of Funcinpec, established the Alliance of Democrats following the 2003 national elections in an attempt to coerce Prime Minister Hun Sen to resign.
After a political stalemate that dragged on for almost a year, the alliance ended as Funcinpec chose to create a collation government with the CPP.

Key to successes for the SRP lies within the Provinces. The SRP must take its political fight there on the grassroot level.
This is perhaps one of the area that has been largely left to its own device since 1979. Back in 1979, the Vietnamese did not venture to change the Cambodian daily lives or activities in this level nor was the predecessor of the CPP for fear that the Cambodian in the provinces would not accept them.
The CPP's hold on these communes in the provinces are mainly the commune Chiefs (these are the people which are considered "core" cadets within the communist party by the Vietnamese back in 1979. These core "cadets" of the current CPP do not exist for love of country or its people or the future of Cambodia. They exist for themselves and to please their patrons, while exploiting the very people they professed to serve. Back in 1979 a policy was set forward by the predecessor of the CPP to allow its officials from top to bottom to keep a portion of tax or fees for themselves and forward the remaining fees or tax upward. Their logic...a rich official is a happy and loyal offical.
Such a system benefits the up esheleon, while deprived the majority of the Cambodian people its share of wealth. The people livihood is always in constant state of stagnation. This is a potential timed bomb for the CPP and its backers.
How would the SRP fight the CPP politically on this level. First, the SRP needs a dedicated class of cadets,well versed in the conception of democracy and its economics, social and political structures. As this class of dedicate cadets are being formed and trained, a second prong of attack should be formulated -- this second prong has to do with promotion of tied between communes that voted for the CPP and the SRP...a sort of sister communes...Offer to the CPP commune chiefs the SRP's vision of a glorious Cambodia's future that the CPP can only found in his dream.
A third prong should also be placed into play --- as the CPP is a system of co-interdepence or patron base system, it tied to Vietnam should be attacked. Vietnamese needs a stable Cambodia and a reliable friend... the SRP should offer this. The SRP should portray itself as a party that values friendship, wether they are Vietnamese. In other word, the SRP must break the monopoly the Vietnamese has on the CPP. Offer the Vietnamese an alternative to HUN SEN and his CPP. Remember, the Vietnamese is very interested in developing its own economy and infrastures. It wants to attract international goodwills. Any party within Cambodia that is well accepted by its people, the international community,and, that can off Vietnam a stable frienship and less headach, Vietnam will be inclined to see such a party as acceptable.
Current relationship between the CPP and the Vietnamese may seem solid, but if examine more closely, the CPP can be seen as a political liability to the Vietnamese. In the mind of the Cambodian people, it will always be a party that is installed by a foreigner. Again, the Vietnamese is, without a doubt, loves to control the waywardness of the Cambodian, but they do not wish to been seen in the current light. They do not wish for the Cambodian people to have a negative feeling toward them. The CPP is sytmized with this negative feeling among Cambodians toward the Vietnamese by the nature of its inception and corruption within.
A fourth prong should also be implemented ...the SRP asset--its good relationship to the world.
A fifth prong -- if the CPP build a school, the SRP should build one that involve the peopl and is better staffed,has international accredition and any student graduated from a SRP school should have option to study abroad and gain good employment.

As long as Cambodia and its people exist and as long it is possible to
evolve Cambodia's current political and economic system from a patron base system to a more democratic system where a Cambodian knows and be prouded of his/her worth and her/his place in the world.
Now back to our original point....
The sixth prong-- inclusive of other parties. If the SRP recall--FUNCIPEC had won the first election throug a coalition, but the inabilities of its leaders to consolidate their power, position and care for their voters and supporters as well as their inabilities to understand the people within Cambodia, they'd lost the mandate of power. Now their former party is being incoporated into the patron base political and economic system of Cambodia.
Inclusive of other parties must be clearly defined and every interested understand what entailed so that once he/her casted his/her vote, his life and blood is on the line. Specific, when the SRP win next year or 100 years from now,those voting for the SRP must be involve to resist force with force if the loser attempted a repeat of using arm force to share power.
As the six prong is implemented, the seven should be ushered in...this invovle security force for the SRP...A core cadet of young people should be trained in the tactic of law enforcement and crowd control..as well as establishing a press corp which would take the SRP message into the home of KHMER in the provinces. In addition a diplomatic corp must be establish as well to gather support from abroad.
Later on, when the SRP wins a national election, and if the CPP or any party challenged the legitimacy of the election through force of arms, the security force can be turned into an officer corp and counter intelligence for the existing RAF or a new Cambodian Arm force. The press corp can be turned into a propaganda corp and the diplomatic corp can be turned into a confident builder among foreign friends and foes.
For the SRP, winning is not a question...when the win will occur...is.
It took the Cambodian communists nearly 60 years prior to assumpting power. If you recall, the CPP started with the Khmer Vietmin and the Indochinese Federation...yes?..If it had not been for the draconian treatment from our most revel King against our intelligensia class of left wing conservatives, and the Vietnam war, the communist would not see the light of day. The Cambodian people...were too smart and love their freedom, tradition and farm land too much to be submit to a thing call communism...,which proposed to take their ancestral land away.
Now the SRP can involve the people by alerting them to the new communism in the work in Cambodia. Back in the KH period and the period of the CPP predecessor, land was communized through force of arm , but there were a clear use for the land. Actual planting of rices, corn or other corps were seen.
Now, peasant land is communalized by the like of senators and business tycoons. A strange and indeed, a very foreign concept to the average Cambodian fishermen and farmers.
But, I digress...now back to the issue at hand,
There is a clear weakness in any patron base economic and political system. Its strenght lies within one person, and since a man or a woman is mortal, such a system can lasted as long as the " strong man" is alive or still have the ability and the wealth to reward his underlings....

But, please give Mr. Kem Sokha a moment to breath...the fellow did not even have a chance to announce the name of his party yet...Also, please allow the man to contemplate his recent dance with Mr. Hun Sen of the CPP. There might have been alot of soreness remaining...After all, it was one of the most rigorous dance in recent time! The dance was so intense that one of Mr. Kem Sokha daugther was forced to make an appeal to the international community in order to bring the dance to a stop.

Other weakness within the Patron political and economic system rested on its rabidly paranoia of enemies in the shadow. Specifically, the "DON," to borrow a term from the New York City crime bosses, who is at the pinnacle of power,yet remains insecure. To insure that he is not put out to pasture,whether by friends or foes, he plays games with the lives of people around him by shifting them like chess pieces. To further insure his security, he and those associated with him interbreed and forming a network of family alliances.
Despite a rock solid apearances,the patron political and economic system in Cambodia (at its essence) is still a system that relies on upmanship and ego and as such it is inherently unstable and an entire country can be lost to external enemies without so much as a fight.
Why so? The patron economic and politcial system personalized politics devoid of checks and balances, and in order to maintain a cult of personality control, it is forced to consume an enormous amount of blood, especially the blood of those opposing to it or appear to be threatening it. Unfortnately for Cambodia, the one resources that is most precious and the least afford to loose is the ones that is being spent at a rapid rate...its intellectual class. Sure enough, each time a leader rose to peacefully challenge the establisment, that leader was killed off or drove off thus ensure the survive of the patron political and economic base system.
If recalled this practice was not new to Cambodia. The Khmer Krahom employed it and maintained complete control over Cambodia for a period of time by killing off oppositions and by rewarding its officials for rooting out enemies of the state with moped, rice...etc. But when this patron potical and economic base system was itself threatened to be toppled by external force, it was unable to call upon its resources to properly resist that external force. By 1979, a once proud and vocal intellectual community was gone. All that left after the KK were sixteen year old youngwomen and men that look ninety. Essentially, the patron economic and political base consumed itself to the bone. Also, if recall...the Vietnamese drove the Khmer Krahom out of power in a mere two to three weeks...so much for the invincibility of the Patron economic and political base system.
A democratic Cambodia, on the other hand, is a viable Cambodia. A democratic Cambodia gurantee an eternal Cambodia. By being inclusive of Cambodians from all political spectrums, Cambodia may yet avoid the fate of Champa or Laos. A Patron political and economic base is easily bribed or bought. It is a dead end political system that brings Cambodia into the abyss. A democratic political and economic base system is not easily fooled. It is comparable to the multiple headed nagas that emptied ocean to creat a land that was called Kambuja, Chenla and Khmer in successive century. In a layman term, one can call it a clever snake with many heads to spare should one was bribed or killed off...
The Vietnamese or any countries may offer to Cambodia a special relationship and Cambodia under a democratic elected government should not fear to accept a special relationship offered, but by this time, it should be in a position to accept special friendship under its own term, not by a debt of gratitude. Being a generous country full of pragmatic politicians, Vietnam is better off having a Cambodia not at its beck and call, but an independent Cambodia capable of protecting its friend back.
Cambodians are a loyal bunch...they will sacrifice themselves to protect their friends when treated with equality, respect and consideration. They would be one of the most destructive and subversive people when treated with contempt. If recall during the meeting between Pol Pot with Vietnamese official back in the 1960s, he was treated badly by the Vietnamese officials and did both countries ever paid for that mistake dearly.
