Appointment will be set with Sar Kheng at Sam Rainsy’s return

The SRP President should return back to Cambodia at the end of the week. According to Mu Sochua, the Secretary-General of the party, an appointment with Sar Kheng, the Vice-Prime Minister and Minister of Interior, could then be set “to discuss decentralization” in mid-May.

Because its president is still traveling in Europe, the Sam Rainsy Party did not fixed an appointment date yet for a meeting with Sar Kheng, the Vice-Prime Minister and Minister of Interior, in order “to discuss decentralization,” a topic dear to the opposition party which dreams of forming with other political parties a large alliance of democrats.

Meeting in mid-May

“We continue to listen to the needs of the elected local officials, and we are waiting for Sam Rainsy’s return at the end of the week to set up an appointment in mid-month with Sar Kheng [who agreed to such meeting],” Mu Sochua said yesterday.

Training for newly-elected SRP officials

The SRP ended on 23 April, a training session for the law on decentralization and the land law, for its 56 elected commune councilors before they start their duties. “They play an important role in their respective communes. They act as both the local government and an assembly, but they do not depend on the government,” Mu Sochua underscored while recalling that the SRP wants to raise such principles issues with Sar Kheng.

The day after the 01 April commune election, the SRP, which took second place far behind the CPP, re-launched the idea of an alliance with other opposition parties, reaching out to the Norodom Ranariddh Party and to Prince Thomico’s Sangkum Jatiniyum Front Party, the latter two have recently decided to join their forces under the same royalist banner. From now to the 2008 general election, negotiations will be pursued at a breakneck speed.

I agreed with Sam Rainsy and Sar Kheng of their wishes to extend Cambodian decentralisation of power. In reality, this decentralisation process should start from provincial governors, all mayorals to the village. This decentralisation is very necessary to speed up democracy sytem process and to combat corruption. Since 1992, all these positions have been put for sale by ruling party. They used the word appointment as an excuse to fool the public. But in reality, all these positions have been tendered from one person to another person and only a person with high price offering to earn the position. After taking the position, each candidate start to make their own monies and has ignored the developemnt of their areas. We must completely destroy this kind of backward thinking. Bravo Sam Rainsy and Sar Kheng !!! Areak Prey

This is crucial for SRP to work hand to hand with Sar Keng for the prosperity of Cambodia. Sar Keng who always quiet with tremendoul ability can work with SR to lead Cambodia to the highest standard of prestige and free from domination of neigbor country.

Decentralization should importantly start from the bottomline of the people. The grassroot of the people should have full rights to choose their village chieves...

This is critical according to the law of democracy, decentralization, good governance and free market.

Decentralization is good for Cambodia because Khmers are a freedom loving and stubbornly self relianc people. With enough good incentive, care and positive encouragements from their leaders, Khmers will thrive.

So far, at the local village level and within cities, Khmer people enjoy tredmendous amount of personal freedom.

Now, when our government and leaders are wisen up and producing more jobs for our people, there is something to be said for the decendences of the Angkorian...
