SRP proposes to the NEC to use national identification cards for voting

The Sam Rainsy Party proposes to the National Election Committee (NEC) to consider the national identification card as the main document for voting during the upcoming 2008 general election. SRP also proposes to discontinue the use of Form 1018 which prevented several tens of thousands of Cambodians from voting. In the letter date 09 June sent to the NEC, Sam Rainsy said that the issuing of national identification cards should start now for people who will reach the age of 18 on the election date. Sam Rainsy said that only the above measure could ensure that the 2008 election would be fair and acceptable. He said that the use of Form 1018 creates difficulties for citizens who do not have photos or for people who cannot find someone to act as their witness that is acceptable by the commune chief or the authority. He added that discrimination at the local level forced several tens of thousands of people of not being able to vote. Tep Nytha, NEC secretary-general, said that the issuing of the national identification card is not the NEC role, but that of the Ministry of Interior. Tep Nytha also said that voters’ difficulties arising from the use of Form 1018 is not a discrimination since a lot of people were able to vote in the past.
