Opposition leader Sam Rainsy said that allowing foreign property ownership in Cambodia is a factor that could bring poverty to Cambodian people, and will prevent them from having housing in the future.
Sam Rainsy’s reaction came on the heel of Hun Sen’s speech at the government and private sector forum, in which Hun Sen said that he accepts that the government studies the question raised by the International Business Club asking for an authorization to foreign property ownership.
Sam Rainsy said that many poor countries in the world have clear policy to limit foreigners from owning properties.
Sam Rainsy said: “If these foreigners come to buy properties, they buy both the lands and the buildings, thereby pushing up the price of lands and buildings. And a large number of Cambodians cannot afford to buy lands and buildings. Our children will not have enough money to buy lands and decent houses because the foreigners have more money, they can buy a lot, thereby pushing up the price of lands and houses.”
On 05 September, at the government and private sector forum, Hun Sen said, in response to a question by Bretton Sciaroni, chairman of the International Business Club, who requested that the government allows foreigners to have the legal rights to own properties in Cambodia: “Regarding the issue and the ability to allow foreigners to own properties, lands, just like Mr. Bretton (Sciaroni) raised, and the fact that a number of countries in the region, such as Singapore, Malaysia, Indonesia, and The Philippines allow foreign ownerships of houses, apartments, however, here, the issued raised involves allowing the ownership of lands by foreigners. This issue, regardless of the comments provided, it needs clear study on this subject, because it is stipulated in our constitution related to the ownership of lands by foreigners.”
Nevertheless, economist Dr. Kang Chandararoth said that the authorization for foreigners to legally own properties in Cambodia is not a good way to attract investors for the development of the country. He said that only through the encouragement and the pushing of investors inside Cambodia that would help a good economic development.

With this law Khmers will be slave to foreigners by working single days just to have enough money to pay for their apartment. Foreigeners should also not be allowed to buy motorbikes as this leads to more demand and so pushes the price up?????? They should also not be allowed to buy bannanas and mangoes because they are charged more , therfore also pushing the price up. Cambodian people have their own land here in Cambodia .so why do they want to buy land in America and Australia. Come on guys ,think smart, and use your brain

We understand that handling and processing take some times. It is not hard like searching the needle in the hay stack N Seihaknouk , evidences , witnesses and documents all are there ,the person whom did the Cambodian holocaust is norodom Seihaknouk from 1970 to 1979 seihaknouk created Cambodian bloodbath with two million and plus of it citizen to lose their lives. Seihaknouk and Pol Pot 's hand are stained by Cambodian 's blood NOT USA sorry folks, Pol Pot was trained by Vietnam and Seihaknouk is very close friend with Vietnam,So Seihaknouk,China and Vietnam have to go to UN court ,that is right things to do,I strongly hope Seihaknouk,China and Vietnam are guilty.

I had seen foreigners such as the French, British, Thai, and Viet, Korean, Japanese...own a lot of properties in Cambodia and no Cambodian people are talking about that kind of ownership!
This is the fucken issue of allowing foreigners to be real estate speculators who have ton, ton, and ton of money to buy everything up in Cambodia and soon the price of real estate will shoot up the roof and make majority of dirt poor Cambodian people as homeless people! And do you think dirt poor Cambodian people can compete with these foreigners who work for one dollar a day just to put food on the table?

You should go to Hawaii for vacation and try to observe those indigenous Hawaiian people who are being made homeless by the foreign real estate speculators! The fact is majority of Hawaiian people don’t even live on Hawaiian Island anymore because of the real estate is so expensive!

I have to agree with Mr. Rainsy regarding this issue. Foreigners have a ton of money that will bring prices up the roof. For now, I would not recommend it. Cambodia is too fragile.
I agreed that we should delay foreign ownership of Cambodia proterties. However they should not allowed to own land.
I also disagreed with the 3:23AM critism of disrespect in different of opinion. His arrogance and funiness is not required.

Cambodians in the USA are not foreigners. most of them are us citizens and are ordinary people owning single family homes. there is also law and orders in the US.
