The Chairman of Senate Committee # 7 on Culture & History of the Kingdom of Cambodia is a guest of the Senate of Republic of France in the city of Paris, the Honorable, Senate President of French Republic accepts my high esteem and great appreciation for the warm reception and in all circumstances create the bilateral friendship and cooperation of the two Senates of France-Cambodia.
Taking this opportunity, I would like to request Honorable President and the Senate of France to assist [Cambodia] in reviewing and overhauling the Law No.: 49-733 of June 4, 1949 that approved in Toulon, June 4, 1949, signed by VINCENT AURIOL, President of Republic of France, that relates to Article 3. In circumstance the Constitution of Vietnam is changed, the statute of Cochinchina must be included in the agenda of Parliament as accorded in Article 75 of the Constitution (Chapter VIII: The Union of France).
The Honorable, Senate President of French Republic, since the time France announced the use of Law No.: 49-733 of June 4, 1949, the territories and people of Khmer Kampuchea Krom in origin, especially the culture, national language, custom, tradition, and ancestral properties of the Buddhist monks and Khmer Kampuchea Krom people severely being intimidated and destroyed by the Vietnamese authorities unabatedly.
The Vietnamization policy on the territories, Khmer Kampuchea Krom, the invasion and occupation of Cambodia on January 7, 1979, could lead Cambodia to become extinct completely if there is no Paris Peace Accord on October 23, 1991 and United Nations' recognition and acceptance of the Khmer Kampuchea Krom Federation as its member on the Permanent Forum on Indigenous Peoples and KKF membership with UNPO (Unrepresented Nations and Peoples Organization). The new United Nations' Declaration of Rights of Indigenous Peoples that adopted on September 13, 2007 is a strong basis for Kampuchea Krom and Khmers of Kampuchea Krom origin.
In reference to the map of Indochina printed in 1638 and 1850, Kampuchea Krom is clearly the territory of Khmers (Cambodia). At the same time, may Honorable President and the French Senate take into consideration again upon the first royal letter in November 1853 and the second royal letter in November 1856 of His Majesty the Khmer Monarch, King Ang Duong, dispatched to Emperor of France, Napoleon III, about the historic rights to reclaim Kampuchea Krom of the Kingdom of Cambodia. To renew the historic reclaim rights of Kingdom of Cambodia, King Norodom Sihanouk reminded the Emperor of Japan in his June 18, 1949 royal letter about the royal letter of King Ang Duong to Emperor Napoleon III. In that tradition, at the UN's 16th General Assembly, King Norodom Sihanouk rejected and nullified France-Vietnam Treaty of 1948 and French Act of 1949 by continuing to certify that Kampuchea Krom legitimately belongs to the Kingdom of Cambodia.
In my capacity as the Chairperson of the Senate Committee # 7 of the Kingdom of Cambodia that charged in Culture and History, I affirm my complete support of the June 4, 2003 of the Khmer Kampuchea Krom Community's call upon the Parliament, Senate and Government of France to annul Law No.: 49-733 and received endorsement from the former King Norodom Sihanouk in his royal letter to the Khmer Nation on June 8, 2003, the legitimate and complete representation of Cambodia.
Due to the strategy and the repressive situation committing upon the indigenous Khmer Kampuchea Krom people by the Socialist Republic of Vietnam becoming barbaric, may I, in the name of my fellow compatriots of Khmer Kampuchea Krom and the Cambodian people in general, request your Honorable President, Parliament, Senate and Government of French Republic, former protectorate of Cambodia, and in recent past the co-president of Paris Peace Accord of 1991 to assist [us] in reviewing and solving the issues of Kampuchea Krom territories, Khmer Kampuchea Krom people, and the Kingdom of Cambodia to experience the existence in their survival as nation.
May Honorable, Senate President, and French people accept the strong progress of friendship and cooperation of Cambodia-France.

Indochinese Confederation and Its Changes to Hold Its Original Attempt
The origin of the war and killing field in Cambodia is somehow just the by-product of Vietcong war, especially the perpetuated attempt of Indochina Confederation maneuvered by Vietnam.
Indochinese Confederation primarily found and recognized by French colony or it was called French Union. In that time, French recognized Vietnam leadership to guide this union (read Vietnam Join the World for more detailed).
After that, when the war fought against America which were tremendously backed by China and Russia; Indochinese Community Party is created and it is officially recognized by China. Ho Chi Minh is the founder and also the leader of ICP to lead Lao and Cambodia. But when Lao and Cambodia felt not comfortable with this union/federation, Vietnam allowed to have Lao communist party and Cambodian communist party. However, Vietnam suggested to have mix committees within each party.
The Federation has been investigated and interrogated by international watchers, so that Vietnam changed it to be "Association" that stand on ideology of "mutual relationship". The objectives are "to preserve the special relationship between the Vietnamese people and the people of Laos and Cambodia; and to strengthen military solidarity, mutual trust, long term corporation and mutual assistance in all fields..."
Vietnam has no problem with Lao because Lao has never had any international agreement to recognize its border sovereignty. But Vietnam has some obstacles with Cambodia. Those obstacles happened with Cambodia during the signature of Geneva Agreement led by Somdach Ta N.Sihanouk and especially the Paris Peace Agreement in 1991.
However, the continuity of Association and Vietnam affiliation or interference inside Cambodia is still smoothly continuing in with an unopen manner. This manner is lighter than if we compare with Lao.
Influences of Vietnam inside Cambodia is being altered during Songkum Reastr Niyum of Somdach Ta N.Sihanouk, Lon Nol and Pol Pot. But Vietnam still had influences and organizing Cambodian insurgents such as Khmer Issarak who fought against N.Sihanouk, Pol Pot who once joined Vietnam to fight against America; and finally Khmer Vietminh group that once led by Achar Mien and their younger generation is present CPP's leaders.
Clearly, the federation that changed to association is still alive and operational inside Cambodia. It is dead during the Khmer Rouge, but re-survive again during the Vietnamese invasion in January 7, 1979. And it is nearly dead during the UNTAC in Cambodia, but it is re-survive again by the supplemental border treaty in 2005.
Legally, it has full status as mutual relationship with Cambodia and secretly it is potentially and possibly spreading spies and staffs inside Cambodia.
We need to study more about this, but the influence of Indochinese Association is still tight inside CPP. Only CPP who knows this better than us.

My article is not about correct or incorrect, it is about the survival of Cambodia. And it is not about anybody's propaganda; but it is about truth that CPP has to clarify in front of Cambodian populace that through the help of installing to power in January 7, 1997; how CPP can escape from such huge gratitude/repayment and what is CPP's future vision to free Cambodia from such Vietnam's trap?
CPP would have better vision for future of Cambodia; not to keep such rotten association with Vietnam, but they must keep modern legal diplomatic relation with every nation under the international standard of law, in order to survive the nation and build bright future of younger Cambodians.

Here's is what superseded all French's Laws: In the mid 50's, after the French left, the Vietcong formally declared war to capture the south region. It makes no difference whether you call it "Kampuchear Krom" or "South Vietnam" or "South Champa". Fact of the matter is they successfully won the war, and you guys SURRENDERED the region to them. Therefore, there is no more "Kampuchea Krom" nor "South Vietnam" nor whatever else you want to call it. Speak up real Khmers! Kampuchea Krom still exists even though it is under control of Vietnam. Now even the Vietnamese government recognizes the existence of Kampuchea Krom. Their embassy in Phnom Penh uses the word
" Kampuchea Krom”; Prime Minister Hun Sen, in his letter to King Sihamony, used the word “Kampuchea Krom” for referring to Venerable Tim Sakhorn. So there is strong evidence that at least the Vietnamese government recognizes Kampuchea Krom race.
