Kampot province: 50 families living in Tuol village, L’beurk commune, Chhuk district, Kampot province, have accused 3 officials from the Ta Ken commune of sneaking to sell 100-hectare of the families’ lands to a custom officials from Kampot prvince. The 3 crooked officials accused by the 50 families are: Oung Neak, the 64-year-old Ta Ken commune no. 1 councilor; Moeun Sieng, the Damnak Troyeung village chief, located in Ta Ken commune; and 56-year-old Mech Chheang, a member of the Ta Ken commune advisory council.
According to the complaint by the villagers belonging to the group of 50 families sent the to provincial administration office, the 100-hectare of the lands were occupied by these villagers since 1993, and on 10 July 2006, Moeun Sieng, the Damnak Troyeung village chief, grabbed these lands and sold them for cash. Nou Thim, the Tuol village chief, and Em Chhon, the L’beurk commune chief recognized that the 100-hectare of lands belonging to the villagers were indeed sold in secret by the Ta Ken commune officials for a sum of $28,000.
According the same source, the crooked Ta Ken commune officials paid 29 people to act as fake representatives of the land owners, in order to sell the lands, because the crooked commune officials were afraid that problems may ensued. Each of 29 fake representatives was promised to receive 320,000 riels (~$80) each after the land was sold. However, the crooked commune officials wanted to cheat the fake representatives by refusing to pay their fee as promised, then these fake representatives wanted to demonstrate but the crooked officials stopped them on time. According to the protesting villagers who complained to the provincial authority on 23 October, they said that they will continue their protest on the disputed lands, and that blood will be spilled if they still continue to prevent the machinery equipments from clearing the lands without prior resolution. On 25 October, there is no resolution yet to this problem.
