Opposition Pushes for Single-Term Limit on PM

The Sam Rainsy Party said Sunday it planned to introduce a bill to the National Assembly requiring a single term limit for the position of prime minister.

A short term would reduce corruption and spur growth, opposition leader Sam Rainsy told VOA Khmer Monday.

"In the world, countries that progress are frequently changing their leaders, not having one person holding a position for dozens of years like Cambodia," Sam Rainsy said.

Prime Minister Hun Sen has led the country since 1985, and Cambodia will hold national parliamentary elections in July. A win for the ruling Cambodian People's Party would put Hun Sen in an elected prime minister seat for the second election in a row, following his forcible seize on power in a bloody coup in 1997.

His lengthy posting as premier was hurting the country's growth, Sam Rainsy said.

"Any leader…will be more corrupt the longer he stays, and the people will get poorer the longer he stays, and the nation will be more devastated the longer he stays and foreign countries will encroach more Cambodian land," Sam Rainsy said. "One term is enough."

Why is it that this guy (Sam Rainsy) think he can win an election by talking nonsense after nonsense. Isn't it obvious that your chance of winning will be much greater if you try to accomplish as much as you can for the country before the election?

I agree with Sam Rainsy. Must be stop! must have a law that protect our khmer people and choose whoever to be their leader. This will stop corruption of all.

Now Hun Sen think, he is the strong man and no one dare to touch him. It is time to step down and let other leaders have opportunity. i say 8 years max. for PM.

Good job MP Sam Rainsy,

Mahatma Ghandi said "you must be the change you want to see in the world."

I always admire your courage to stand up and confront with dictatorship system and ideology.

To change the leaders is not only happening in democratic countries, but it is also happening in social/communist countries such as Vietnam and China.

Recently, China top leaders have been relocating their power to younger generation. As well as Vietnam, eastern neighbor of Cambodia, has done several times to pass the power to their younger generations.

Doing so, for the actual national patriots, have deeply conceived that their nation will not be developed and moved in a right track if the same leaders and same clan keep controlling the country.

It is simple for those nationalist and patriotic leaders to sacrifice themselves for the sake of the nation.

So, MP Sam Rainsy, your proposal is not hit anybody on the head, but it is for the sake of Cambodia nation and her younger generation to grow in a right track. Anybody feels furious with your proposal, it means they don't want to see a positive change and development in Cambodia.

Current change acquisition in Cambodia will not go back to the era of Khmer Rouge or become worse like such revolution. Anyhow, this change is not a revolutionary!

Let us support the idea of change if we want to see some advanced in the future of Cambodia.

There are argument that it is important to mandate president of party to 2 mandates, but not PM candidate. He said "Sam Rainsy can not compete with Hun Sen, so that why he wants to change. It is not necessary to limit PM; and Hun Sen cannot live lasting life."

However, he missed to assure that it is necessary for PM to step down if he wants to see a development in his Cambodia nation. There are many able younger generations that have ability to lead the country like Hun Sen too. In many countries, PM or President has initiative to step down by themselves or sacrifice their power in order to see a change in their countries. For example, one party state such as Hu Chin Tao of China or Pham Van Khai of Vietnam. This is not counted democratic countries.

MP Sam Rainsy has never had opportunity to lead the country, so who else looks down his personal ability and how they measure that when they have never seen his action in government leadership?. They may have made a huge mistake because they only follow their personal limited thought to judge Sam Rainsy's ability.

So let give Sam Rainsy a chance and we can see a change to move on in Cambodia.

Your argument is irrational. I can categorize you into two types:

1. If you are Hun Sen's lackey or Vietnamese troller (like someone says); it is your job to oppose Sam Rainsy's statement or express any idea to protect Hun Sen.

2. If you are younger Khmer and want to see development in other angle in Cambodia; you must be a retard, not Sam Rainsy. Why? Because you are fearful of change and fearful of Hun Sen's power losing that can lead to civil war on somehow that you may predict that Hun Sen might not agree to pass the power to other...etc

My argument is not a copying the model from any country; it is the argument about the necessity of change to mobilize a good move...and I stress on leaders' consciousness to trigger a change.

If you want to follow Chinese, then the whole group of Hun Sen have to be removed in every 5 years. Also anyone is older than 62 years old have to be retired, This is how Chinese can developped by changing incompetent leadership and shooting out all corrupted officials. You can follow the west by not getting to be executed for corruption ( Just jailing ) or following Chinese style by killing with 24 firing squashes for corruption. So it is an option for Hun Sen to choose. Areak Prey

Your idea is need to hone...Cambodian people want a change in order not to be stepped on by other countries that they are moving very fast...

If you keep starting from the shore, they will step on your head...in that time, not Hun Sen or his colleagues that their heads are going to be broken, but innocent Cambodian people and their whole nation...

How much have you known chinese history? In 1960, China was led by President Lio Jao Jie and vice President Song Qing Ling ( Sun Yatsen'wife). Mr Mao Ste Tung has retired from all decision making.
In 1966, China has been hijacked by Qang Qing and general Lim Piao and was led by cultural revolution. President Liao Jao Jie and his deputy have been arrested and have been sent to labour camp. All other fomer revoltionaries have lost their position and some were being sent labour camp and have died. In 1973, Lim Piao has fled to Russia and his plane has been shot down by China missle. But China was higjacked by gang of 4 led by qang qing. Mr Mao Ste Tung and Chou Enlay have died in 1976 after a long illness. After their death, Mr Lio Shang Jie has become Premier and Hwa Kok Fang was the party secretary, but was still influence by gang of 4.In 1978, China has been liberated once more by Deng Xiao Ping from Qang Qing. Mr Deng Xiao Ping has started to open up China.From 1994 Deng xiao Ping has appointed Hu Jiao Bang as premier. THis premier has died in 1977. Deng Xiao Ping has then appointed Zhang Ji Yang as his premier which has end up with 1989 Tian An Min square ( I was at the scene in April 1989.). After this Problem was sorted out, Deng Xiao Ping has removed Zhang Jie Yang from Premier and replace him by Li Peng. Areak Prey

Raingsy can't be next prime minister since he lacks the will to see changes in his own houses.It will be a miracle if his followers will not get him down first.

CPP is fluid in leadership,the rumors and specualtions done by CPP itself is to gauge voters vision.Too many are capable in putting Hun Sen down to sleep by now.So he uses Sihanouk to hold misinformed voters hostage.Hun Sen will step down when Hanoi got tired of him.

Sokha can't be next prime minister because too many behind him are half baked and raw in FUNC and CPP.Too many contraversies at hands.The surge is drizzling away while in US season is changing from Spring to Fall now.

Hun Sen thinks he is the only living man can be prime minister for life but he got it recently that his own daughter did not agree with his vision and Sihanouk once thought he was irreplceable.

Elites of the quiet Red thinking are putting puzzles one piece at a time back in Cambodia.Watch Rannridh closely,he is heading to Anlong Veng once more if he desperately wanted to be next prime minister.He is playing his old friends like violin.

Every 30 years world changed its tidal wave of ideology.Cambodia is not immune to change.China last patch of Red hard cores are dying out before the next Olympics 2012.

Anyway, we know chairman MaoZeDong has led China until his dead; thus he must follow this step to the letter, and then we can make some more slow reform thereafter, alright.

Mao Zedong has not led China until his death. He was only a figure head. All power in China from 1966 until 1978 was in the hand of Qang Qing. Mao Zedong can only smile and meet foreign leaders as a show. All arrangements were being made by Qang Qing. Qang Qing has killed all good revolutionaries. Mao Zedong was kidnapped by his wife Qang Qing. Before his death, Mao Zedong has his brain handicaped and cannot make any judgement.

One term is a bit unpragmatic, but it shows how unselfish Sam Rainsy is. On top of that, he believes in his own people's leadership ability. His vision of the future for the country is sound which is to give the younger generation a real chance of leading the country in the futre. I personally would prefer two terms limit, but that is alright with me.
