PHNOM PENH, Nov. 27 (Xinhua) -- Cambodian Prime Minister Hun Sen said Tuesday that the PM candidate in the 2008 general election should have Khmer nationality only, not double nationalities.
The PM candidate should have Khmer nationality only for the general election and they should be brave to drop other foreign nationalities, Hun Sen told a graduation ceremony for nearly 580 students at the National Institute of Education in Phnom Penh.
"How Cambodian people trusted them. When we had problem, they left Cambodia," he said.
He added that for minister position, they could have two nationalities, Khmer and another.
Meanwhile, Khem Sokha, president of the Human Right Party, told Xinhua that the PM candidate could have one or two nationalities, but the parents of the candidate should have Khmer nationality and this is a political principle for their party.
Cambodia walked through a civil war and the young generation who were born after 1979 in foreign countries should have chance to help the country, Khem Sokha added.
"I agreed with Hun Sen's remark but Cambodia had civil war in the 1970s and people ran away from here. They had two nationalities when they came back. So the important thing for the PM candidate is the determination in ruling with safety and economic development," Son Chhay, a Khmer-Australian and senior member of the opposition Sam Rainsy Party (SRP), told Xinhua.
It is a political issue and the Cambodian constitution does not mention about it, said Muth Chantha, spokesman for Prince Norodom Ranariddh party (NRP).

Hun Sen is starting kicking back Sam Rainsy who has publicly suggested the one term PM, but Hun Sen seems have no ground and rationale to support his claim.
Firstly, Hun Sen is using his Premier to say something without respecting of national constitution. This is normal for Hun Sen leadership as he has acted from birth to death. In this case, many government leaders have severely implemented their task without respecting the national constitution, for example the deporting Tim Sakhorn to be tried by Vietnam's court withouth ensuring that Tim Sakhorn is legally having Khmer citizenship or not, this is an ugly violation of Cambodian national constitution and damning to all Cambodian citizens.
Secondly, for the sake of fair treatment, who fled the country during tension? The answer is everybody, for example, Sam Rainsy fled to Franch during immunity peeling off, Rannaridh fled to Franch during court's order, Hun Sen fled to Vietnam during coup detat in 1997...etc
Fourthly, Hun Sen picked up this issue only creating discrimination and differentiating among Cambodian people who also love their motherland and want to share their willingness to save Cambodia.

The problem of Khmer two nationalities because there were politicians who have associated with Vietnam and have used Vietnamese power to intimidate others. Therefore it is very unjust to say that Khmer with two nationalities. Most of the people of Phnom Penh who survived are now living in overseas.
