The leader of Cambodia's Sam Rainsy Party (SRP) has said that his party would submit a draft law to the National Assembly calling for a term limit of just one mandate for the position of prime minister, local press reported Monday.
The SRP has officially decided that the one-term limit for a prime minister will be incorporated into the party's internal regulations, Sam Rainsy was quoted by the Cambodia Daily newspaper as saying.
A meeting of the SRP permanent committee will be called this week to finalize the decision, he added.
"We want to give opportunities for our well-educated younger generations. When only one person consolidates all the power, it means that person insults or looks down on other educated people," Sam Rainsy said. "One term should be enough for the prime minister."
Cambodian Information Minister and government spokesman Khieu Kanharith said that the SRP's idea is not supported by the ruling Cambodian People's Party (CPP).
The current process for selecting the prime minister is a democratic one, he said, adding that frequent changes in the premiership could lead to instability.
"Changing the leader would be a problem," he was quoted as saying.

If I were leader of a party I would incoporate this one-term premiership initiative in my party's political platform for the coming election instead. The current National Assembly has less than one year until the 2008 election. It would have little time for any bill on it, even if it were willing to consider that bill.
This particular bill would be see as crowding out other pressing, long overdue legislation such the anti-corruption law, the law on the statute of judges, the law on the organisation of the judiciary, the penal code, etc...
Furthermore, such a move is obviously seen as targeting the current prime minister when a law should be universal and not aim at any particular person.
I would also look at the benefits of the 5-year term. This term is too short for any person to be able to achieve much, especially when state institutions are not there to help. I would go for two terms, not one, and would endeavour to get public support for the idea from now on to the coming election. With strong support from the electorate, then my party would find it easier to convince the other parties in the parliament to pass that bill.

Dr. Lao, I would agreed with your 2 terms proposal on 2 conditions: one, after the UK implement this 2 terms limit first. And second, after 80%+ of khmer citizens are educated to the same level as the UK citizens.

The idea was made popular by the HRP recently. But one term? Come on!
SRP should do better than this. All they tried to do is get on the news. This is not going to be beneficial to them as many (including analysis) will rebut this position and again the SRP will look foolish for making foolish claims or policies.

3:36, the truth is "term limit" is not an HRP novel idea. It was created in Cambodia before the last election from the hunger and thirst for power. At that time they did not wanted PM Hun Sen to be prime minister for the third term. They demanded that the CPP should nominated other person ... . Even the US threat to remove support if the people reelected PM Hun Sen. They blown the little vote irregularity here and there out of proportion and boycotting the government nearly a year with the hope that the economy would collapse and caused suffering in the country that would lead to an uprising against their government... .

I concur with Dr. Lao Mong Hay on 2 points: (a) the two 5 year terms limit for a prime minister and (b) Mr. Sam Rainsy is obviously targeting Prime Minister Hun Sen by casting out his one term limit for premiership.

This is the shortest, the most precise and the best ever character description made for Mr. Sam Rainsy. 4:19PM should be nominated for a Nobel Peace Prize next year. My friend, you deserve it, you really do. The SRP has 24 seats in the National Assembly for 2003-08 mandate. This party alone can do a lot to help Cambodia and her people if it really want to. For example:
1- Form a legal team to take the Socialist Republic of Vietnam to the Hague International Court of Justice for invading Cambodia in January 1979 with 200,000 men of its regular army and for the subsequent 10 year occupation of a sovereign Cambodia. The CPP controlled government won't do it.
2- Fight every single day in all National Assembly plenary sessions about 3 points and 3 points only: (a) the illegal October 2005 supplemental treaty to the 4 treacherous treaties Heng Samrin and Hun Sen signed in 1979, 1982, 1983 and 1985 to cede a lot of Khmer lands to Vietnam which is tantamount to tearing to shreds the October 23, 1991, Paris Peace Agreements, (b) the chipping away on a daily basis of Cambodia's territories by both Vietnam and Thailand and (c) the 6 million or so of illegal migrants in Cambodia including at least 4.5 million Vietnamese.
3- Ask the UN Secretary-General to re-convene follow-up meetings of all signatories of the Paris Peace Agreements in order to thoroughly verify whether or not the spirit and the letter of the Accords are fully observed by all parties.
Failing to do so, the SRP will stand accused of colluding with the CPP in selling out Cambodia to Hanoi, thus sharing power and wealth with the traitors, period.

Nope, the CPP did not threat of civil war. They just see the SRP policies will most likely to create a civil war if they were elected, and personally, I have no doubt about it. Cambodia will go back to Year Zero again within just a few short years. The SRP just doesn't have one it take to run the country, period.
So let it be a civil war... if that what it takes to bring Cambodia to the civil society again. Who would stand around seeing our families being abuse by the others? I, too, have heard SRP supporters say that Mr. Sam Rainsy is Cambodia's Ms. Aung San Suu Kyi. Those people are so desperate and so blind. By unashamedly comparing Mr. Sam Rainsy to Ms. Aung San Suu Kyi, they prove themselves that they know absolutely nothing about this Nobel laureate. Frankly speaking, Mr. Sam Rainsy can't even be compared to one single strand of Ms. Aung San Suu Kyi's pubic hair. Sorry for being so undiplomatic. If Sam Rainsy wanted KI-Media to be shut down simply because he cannot handle the truth, he would be seen as the world's most stupid politician. The internet is an American creation. Would George W. The topic we engaged here is the term limit on PM is a desperate attempt to fool voters.The real problems are not just PM term but all legislative officers, governors, and district-subdistrict plus municipality officers must be mandated by term limit.
Cambodia elected office official term is 5 year with no limitation.
Israel PM holds shorter term than any other nations and it holds election regularly.Other hand, Cambodia needs strong reformation in all executive,armed forced general administrative and legislative term limit.This may deter some grafting or corruption because term limit will ensure morality and ethics in some degrees.
It is too biased that Sam Raingsy targets PM term limit to one of 5 year.The root cause of corruption is not just in PM Office but all levels from central to village chief. So if he wants to do that, let's put number in Lower house up to two term of 4 year,Upper house 2 term of 3 year, executive PM 2 term of 4 and so all governors and district-subdistrict chiefs.
For armed force general staff 2 term of 3 year rotation of four branches, army,air force,navy-marines,and calvary.
For internal security forces general staff like police,MP or else shall do the same as armed forces.
Importantly both armed general staff council are to be nominated by PM and then be approved by both leigislative houses majority vote.
This way Sam Raingsy may boost voters morale and integrity to vote in referendum in his sponsored proposition of term limit legislation.
In management for some,there is a coined a phrase,"if ain't broke don't fix it," but for Cambodia it has been broken since Siahnouk was still humping (thiing maung) his aunty or his ministers wife for his leisure activities, therfore for the national interest,it is way beyond fixing but dismantling all for rebuilding.Cambodia had a chnace in 1993 to do that but well you can figure who made it from happening.
