During a meeting held on 13 November 2007 at the city hall, Kep Chuktema, Phnom Penh city governor, issued an order expressly forbidding the transport of people by tuk-tuks into downtown Phnom Penh. Tuk-tuks must be parked in the city suburbs in designated area until midnight. Kep Chuktema issued this order because during the upcoming Boat Race Festival (Bon Om Touk), people from the various provinces and municipalities will converge into Phnom Penh in large number, and it is expected that this year, there will be even more visitors than the previous years because Phnom Penh has good safety, is beautiful, and the roads leading to the city are much better. Nevertheless, this situation creates traffic jams in the city and this is the reason why Kep Chuktema issued the warning in advance. The Boat Race Festival will take place between 23 and 25 November, and the city is planning to bring out 3,140 police and military police officers to protect the safety and the order in the city.

Another stupid rule by a stupid city governor. To even say that Phnom Penh has good safety the day after a French girl was killed and with all the moto accidents it is a wonder he has not baned motos and cars. This guy Kep Chuktema should have a job as Phnom Penh s leading clown.

EH, look at the "long trains"in Chbar Ampeu, carrying more than 20 passengers! That make money! But Death too!
And it seems passengers are happy, crammed like pigs in this "train".
I you want the hell, please go!

Well, so far so good. We have not seen any tragic from the long tuk-tuks. Even if it were to flip over and roll down the hill, no one will died from it but just getting a few nicks and cuts.
