Famous singer Meng Keo Pechta is involved in a lawsuit demanding $22,000 in compensation from Cha Rithy, the manager of the artistic program for TV Channel 5, whom she accused of not abiding by his promise to invite her to sing on his station, but then declined to do so later on. A report from a local newspaper indicated that in her lawsuit sent the Phnom Penh municipal court, [Chumteav] Meng Keo Pechta sued Cha Rithy for $2,000 (for breach of promise) and $20,000 in punitive damage compensation because Cha Rithy’s action made her miss the opportunity to sing in Siem Reap for a reception for a Thai royal [KI-Media: most likely Thai Princess Maha Chakri Sirindhorn] at the end of 2007. Regarding this lawsuit, the court summoned both sides to arrange for an end to the lawsuit on Monday. During that meeting session, Cha Rithy asked for an end of the lawsuit also in the name of alike artists, and he said that there was no actual agreement either, however, [Chumteav] Meng Keo Pechta refused and she maintained the lawsuit which she claimed that the issue stemmed from a mutual agreement.

If you claims those singers committed adultery, do you have proof? If you don't have any proof, don't defame people. For Keo Meng Pichanda If you don't sign and get a written contract, you won't get a penny from the TV 5. Even you have public notary, it won't count. Unless you have your lawyer to witness it. This is the US law, but Cambodia law might be different. Cambodia law is a jungle law. If one has money to place on the judge's head, he or she will win the case. Verbal agreement doesn't count into law suite unless you taped the conversation.

if the manager renege the promise and their is enough evidence to prove the case, then i say go ahead and sue him for unethical conduct to set example for anyone else in that position who want to test the law or new law, etc. many people in cambodia tend to be abusive with their promises, and this case can give the court a case to sue future reneger. girlfriend, take this case always up the court to stop future abuses. best of luck.

Let me first of all note the very first word in the title of the article. We have to be careful when addressing someone as "Chumteav." This designation must be granted by the King on a royal decree. Even a wife of an Ek Oudam (His Excellency) cannot be called Chumteav. When people address a spouse of an Ek Oudam by Chumteav, it is just a kind of flattering. So, we can understand clearly now whether Petchda is Chumteav since she's just (one of the wives) of a brigadier general and an ex-advisor of under-secretary-of-state rank.
Secondly, please consider whether there was a enforcable contract between Petchda and Cha Rithy. To my knowledge, there was legally not.
Thirdly, many would get irritated by this scandal woman. She used to be a mistress of an Oknha who is a nephew-in-law of the premier and at that time claimed to be succeed in getting legitimacy, but then failed. After being successful in getting stick to a general, she has made many irritating troubles such as mistreat a journalist, warning colleagues who don't call her Chumteav, and now making a lawsuit, etc.
