Sam Rainsy leads a procession in Battambang without being hassled by the authority

Active members of the SRP led a procession by wearing hats and holding banners bearing the “candle light” logo. The procession was led by Sam Rainsy himself who was talking over the speaker along public roads, in markets, and in 5 districts in the province of Battambang. The authority did not prevent this procession. The president of the Provincial Election Committee (PEC) considered this action an election campaign that violates the election law, however, preventing such procession is the duty of the authority and the Ministry of Interior.

The SRP procession was conducted in the morning of 07 May 2008, with party activists shouting on speakers or simply shouting out along the national road, and it was joined by party activists coming from 10 communes in Battambang province. The procession started from Victoria Hotel located in Ratanak 4 village, Ratanak commune, Battambang province.

Soa Chandet, President of the SRP party in Battambang province, said that today’s procession was joined by more than 1,000 party members. The participants were merely greeting Sam Rainsy, the party leader, who came to visit Battambang province to meet with party members to provide the party political goals.

Soa Chandet added that today’s meeting was not an election campaign procession, it was merely to accompany the party leader who came to visit 5 districts in Battambang province: Battambang, Sangke, Banan, Ek Phnom and Maung Russey. The procession also accompanied Sam Rainsy who visited the O’Ta Koam market to make some purchases there.

Regarding the SRP procession which looks like an election campaign procession, Von Pon, the Battambang PEC president, said: “This is an election campaign procession, it was not to accompany anybody, because those who accompanied the procession were wearing hats and banners bearing their party logo, and they shouted over the speakers along public roads and in markets. This shows that it was an election campaign.”

Von Pon added that preventing this procession is not the PEC duty, but that of the authority and the Ministry of Interior (MoI), therefore, Sam Rainsy must resolved this issue with the authority and the MoI.

Seng Valat, a CPP official, said that the SRP organized this campaign procession along public roads in Battambang in the morning of 07 May, and this is an illegal campaign procession. He said that the SRP likes to do something out of the ordinary.

However, Thuch Ra, a police inspector for Battambang district, indicated that the SRP procession led by Sam Rainsy had only 200 participants, and his police force was providing security for the procession.

Under the accusation that the procession was a campaign, Soa Chandet, SRP Party president for the Battambang province, said that accompanying the party president (Sam Rainsy) cannot be construed as an election campaign, because Sam Rainsy was merely visiting party members, and he came to explain the party goals to party members to understand only. Soa Chandet said that whatever the SRP is conducting, other parties would blame it of this and that, just like today, they claim that the SRP procession was an election campaign while it was not.

Soa Chandet indicated also: “How about other parties (CPP), they campaign on TV and they broadcast them on almost all TV channels, how come nobody accuses these parties of conducting an illegal action? Therefore, there is no problem (for the SRP), others can accuse anything they want.” Thuch Ra, the police inspector, indicated that whether what the SRP did was illegal or not according the election law, the police force has nothing to do with that, it was only providing security for the procession only.

This clearly cheating again. The SRP always got stupid excuses for it. This is no such thing meeting among party members with so much villagers attending looking for free foods, hats, and T shirts as usual.

Sam Rainsy should be arrested for violating Cambodia law. He must not goes unpunished if Cambodia is not a culture of impunity.

Poor Sao Chandet! You may have to go back to school and learn how to say in public - no offense at all. There is a different between visiting members of the party in order to lecturing about the party policies and shouting on the loud speaker along the street.

It is good that the police provided security during the walk, and good that PEC actually point out that it is the duty of MoI whether this is a breach of election campaign [not yet lick start].

Dear 3:07pm, 4:20pm, and 6:30pm I personally don't know what nationality you are, let me tell you this: Cambodians patriotist have ever supported such a morass policy that applicated by the CPP in Cambodia today. Have ever you know the CPP ruler violations? if you were Khmer your eyes certainly widely opened. You should understand that we are khmer don't know much about Cambodian politic but we care all the Cambodians cause, inspite of this we should not point the finger to one another nor to the righteous leader who is seeking for justice and territorial right for our Khmer nation. You should aware of that Cambodian politic is complex, when you don't wisely understand sould not be self-righteously beheaved; do you know what has been bringing the King father into the jungle back then? you can judge!. What I would like to ask you right now is relaxed and support to one another what is good for Khmer interest then help supportin our childrend to grow and get education accordingly possible for our Khmer development in the future. Grace Mr Samrainsy and his team policy makers is able to conveys the local autority wisely understand in term of law, they stay finally in neutural manner in this paticular area. There is nothing that is better for Cambodia to remove such incompetence people from what they are doing and to prevent them from destroying cambodia again as they did in the 70's. Get the idea?

What is the rule of law in Srok Khmer?
I think therefore I am undeniably believing the incompetence people evidently and truly are CPP's parasites, especially Hun SenVarman. What did these parasites have done for the Khmer nation, beside openly and indirectly destroying her?
