Rupert Skilbeck, Officer-in-Charge of the ECCC's Defense Support Section, stepped down last week after two years on the job. Deputy Principal Defender Richard Rogers will fill in for him while the court searches for a replacement, according to court spokesman Peter Foster.
In an interview published in today's Cambodia Daily, Skilbeck said he will be assuming a new position with the Open Society Justice Initiative in New York.
He lamented that more details hadn't been addressed before the clock started ticking on the tribunal: "We had to learn and do that process through the first six-to-nine-month's set up of the court, which wasted quite a long time."
Yet even though he is leaving just before the first trials are expected to start, Skilbeck told the Daily he is pleased with the court's progress.
"Last month we had four-day legal arguments on the definition of amnesty and double jeopardy and pardons," he said, referring to Ieng Sary's pre-trial hearing. "That is no mean feat and that is the first time that's happened in Cambodia, and to be honest in many developing countries you would never see anything like that."

Ah Siam has planned all too-well and determined to play in this game in the long term!!!! Why during election and in the election year?????
Ah Siam have knowns all too well that CPP want to make its popularity nationwide in Cambodia that's why Ah Siam has been willing to play in the PVs's listed bid for the World Heritage. First Ah Siam with Ah Samak planned to claim only the surrounding area 4.6km, yet it looked stupit coz Ah Thai especailly Ah Thief, thug king of Siam have planned long to claim even the temple!!!!!!!!
-And coz Ah Samak (known as Ah Thaksin's proxy) not favored by Ah Siam King and military has long favored Ah Siam King, so Ah PAD exploits this incident that Ah Samak endorsed our proposal to list PVs as world heritage. As Samak claimed before the PVs has been inscribed as world heritage that Cambodia will legitimately claim the temple, BUT NOT THE SURROUNDING LANDS!!!!!
-And to follow through with Ah Siam king and Ah Siam military, Ah Samak now reveals his secret, cunning plan and ambition with the military deployment to claim the 4.6km CAMBODIA'S LAND SO AS NOT TO BEING LOOKED TRAITOR AND BE OUSTED BY AH KING SIAM!!!!!!
-And Samak has played it right coz RCG with HUN Xen looked to win only the ELECTION, BUT NEGLECT TO SEE THE CONSEQUENCES OF THE COUNTRY!!!!
