Cambodia holds council election

As many as 270 polling stations opened at 07.00 across the country for more than 11,000 voters to cast their ballots in the Council Election – the first of its kind in the country.

Voters will elect 3,235 delegates to 193 local councils, including 373 to 24 provincial and municipal councils. Running for the election campaign were candidates from the Cambodia People’s Party, Sam Rainsy Party, Funcinpec Party and Norodom Ranarith Party.

Polling stations were closed at 15.00 the same day and the official results will be announced in the next 10 days.

According to Tep Nytha, general secretary of the National Election Committee (NEC), 270 observers from non-governmental organisations were invited to scrutinise the election which is expected to cost the Cambodian Royal Government US$1.5 million.

The Council Election is considered a big step toward accelerating the government’s administrative reform, aimed at giving more power to local administrations in making their socio-economic development plans.

Observers forecast that the Cambodian People’s Party would gain more than 80 percent of the total number of seats.

Firstly, my hat go off to all the Khmer compatriots, scholars, intellectuals, and the Khmers around the world in and outside the Khmer Empire nation, who's tirelesly to helps fought for Khmer Krom to reach our independent in the near future.

Fourthly, to all Khmer abroad please bring back The Fourth Factions or Paris Peace Accord unity strategy models.In the early ninety the only Youn pullout from Cambodia because we Khmers had united. Back then king Seyhanouk had all the power, popularity and was incharged. Every body respected him from Khmer perspective and the international community perspective. If I were him I would use this power and popularity to declare to the world community that the Khmer people still under the supression, aggression of Youn and Seam. In doing so, his reputations and credibility will be installed next to the Great Khmer King Jayavarman VII.
In the case of Kampuchea Krom, if we use this exact models we Khmer will once again liberated Kampuchea Krom from the Youn iron grips.And possibly Khmer Krom can declare their independent or reannexed to Cambodia who knows.

The CPP should re-name it party. For its party have too many youns. Its party is not for cambodian. And the CPP is not run by hun sen himself, but from higher power above from hanoi.

Too many curruptions for too long time almost 30 years. After 30 years, The CPP still can't established an " anti-curruptions " law.

perhaps i'm naive. i don't really know what's this election all about. can anybody explain in a simpler term. i try to listen to RAF and VOA but didn't help.

This is not a democratic election. It is a long way before Cambodian leaders can adopt with most advance countries where they fully respect their people right and their people full participation in politic. Areak Prey

It is a good opportunity for SRP to have its member working in every levels of administration. But with a big victory for CPP, it would give more legitimacy and power to the governing party. CPP would have stronger support because of multiple victories from one election to another. The lost of voices in opposition party is also a dangerous game for this party.

This election is a non-general election. You have any idea about Cambodian senators election? It's the same in nature.

Elections of members of the National Assembly and commune councilors are general ones, i.e. people vote directly. However, for provincial/district councilors election, only parliamentarians and commune councilors vote.

On the one side of the coin, election of provincial/district councilors is to enhance decentralization. On the other side, it is for the sake of finding positions for the overwhelming CPP supporters, wasting state's budget, and prolonging CPP's occupation of the nation.

If we see the overall picture, we might think that it is good for SRP to have its representatives in provincial and district level administration. But this election give chance to CPP to buy opposition commune councilors. From early result we see that SRP lost voices in every election stations. It can create an antagonist fractions inside the opposition party at grassroots level because disloyal suspicion toward each others.

I agree with Raja that this election is a waste of public moneys and is not going to bring Cambodia into a more open society. But they will put more CPP spies at all level to watch out opposition elements. Indeed this exercise is to open up for decentralisation of the government. But CPP has denied all people participation. if the vote buying practice is correct. CPP have spent only USD 240 000 to gain 3% from SRP and another USD 150 000 to have another 2% from Ranaridh and Funcinpec based on USD 700 per vote. Still less than the spending of 5000 Riels per voter for the general election that CPP would pay.

It's not hard for Hun Sen and his CPP party to win (election after election) because they're in control of eveything - the media, NEC,election staff,etc.

It's better if the opposition parties don't participate and let Hun Sen and his CPP gang "F" up the country. Let the people rise up and deal with them!

for the past 30 something years, the records show cambodians live under 2 cents a day. a half of the population is unemployed, or self employed. Another half lives of foreign aid. If cpp continues to control Cambodia, the cambodian people will continue to live in poverty with no real hope to better their way of life. Cambodia needs social, economic development programs to improve living conditions.
