An opposition parliamentarian has been summoned to Phnom Penh Municipal Court, following a suit filed by a group of senior military leaders.
Sam Rainsy Party member Ho Vann told local media in April that certificates awarded to 22 senior military officials by the Vietnamese Infantry Institute were “worthless.”
Ho Vann told reporters after his questioning he had not incited or defamed, and denied calling the certificates worthless. He said he had made numerous attempts to correct both the Cambodia Daily and the Phnom Penh Post for corrections.
Pol Saroeun and his deputy, Lt. Gen. Kun Kim, received doctorates in military science from the Vietnamese Infantry Institute in 2007, while 20 other senior military officials earned the master’s degrees.
Pol Saroeun declined to comment on the case. Tann Mengsroy, lawyer for the plaintiffs, also declined comment.

These Vietnamese Infantry Institute PhD certificates ARE NOT WORTHLESS!
Seriously. They are actually good for use as scratch paper. Just flip the paper over to the blank backside and you can either draw a very nice picture with colored pencils or write calculations for your calculus homework. You can use it as toilet paper, but it may be rough on your butt.
Now...Hun Sen's "honorary" PhDs from obscure institutions are worthless. I would never even let one of them touch my ass to wipe my shit. My shit is worth more than it.
Why do these Cambodian generals become so sensitive over their worthless certificates. Everyone knows they are worthless pieces of paper. These generals by getting angry over their "worthlessness" are simply making themselves appear even much more of a comical farce.
Come on generals, just be happy. In the next 5 years, you will each probably be awarded an additional 20 stars among your 1,000,000 multi-star general peers.
Of course these generals will be angry and sensitive over such matter. They know that in any other country, they can never have that capacity to achieve a real one. I'm surprised these Khmer Rouge (CPP) generals know what a certificate is. Back in 1975, they didn't even know what a toilet is.

anything you learn from viet is communism because viet is communist and communist is failure as you have seen . just look at the former soviet union . so my oppinion is , you hanoi PhDs are worthless too.
Hanoi real PhD are worth if the students attend class because most professors are from west or from the US, but student like Hun Sen, the PhD from Hanoi from Bangkok or from every spot on earth are worthless.
How long you have to be in school to receive PhD?
I heard West Point is a good school for millitary, why doesn't Cambodian government send those generals to study there. a certificate from such a school is better than PhD from vietnam school.

You have to understand the viet's purpose of giving out phds to these people. The viets knew that these gentlemen will serve their boss in hanoi at the expense of khmer resources, so they had no problem handing out phds.
