"Hà Nội đi về nhà!" - First Vietnamese lesson?Vietnamese and Cambodian legislators have met in Phnom Penh to exchange experience in assisting the operations of the National Assembly (NA) and its organs.
During their talks, the Vietnam National Assembly Office’s Chief Tran Dinh Dan and Secretary General of the Cambodia National Assembly’s General Secretariat Leng Peng Long agreed to strengthen cooperation and the exchange of delegations to share experience, especially in the organisation of important events.
The Vietnam NA Office will help teach the Vietnamese and English languages to the staff of the Cambodia National Assembly’s General Secretariat, and the latter will provide courses on the Khmer language for Vietnamese staff in return.
The two sides signed a cooperation agreement to this effect.
During their visit to Cambodia starting on September 22, the Vietnam NA Office’s delegation was received by Cambodian NA Chairman Heng Samrin and Senate President Chea Sim.

Study English from Yuons? Let them teach New Phally, Krama Man, OK?
Young Yuon teachers are probably OK with their pronunciation, but adults's will make you sick to hear them pronouncing English words.
Before 9/11, I worked as a field Tech maintaining video system on five airplane companies at LAX. I had a few adult Vietnamese co-workers, who claimed as professors in Vitnam, and here are their pronunciation of a few English words: school -schoon; sometimes -some tise {thai); third shift =tirk shift. Learn from them, New Phally.

Why do they need Yuon's help in learning English when they have plenty of English schools/universities in the country?

If your teacher cannot pronounce English words right, students will do the same. Do you knwo what is the most important in studying English? The most important criteria is pronunciation. It doesn't matter how much a person can speak English, if he cannot pronounce each word correctly, foreigners won't understand him either.
"be smarter"? the same be taller.
A person cannot be smarter than he is. He can gain more knowledge through his endeavour of learning, but he cannot gain more IQ than he naturally has.
actually be smart mean to think and act differently in order to benefit cambodia and khmer people. don't take it literally, it just an word of encouragement for people to do something different that will make a difference for cambodia, our beloved nation, ok! think about it. please don't take it out of context, too much. the meaning and encouragement is more important than the face value, really. it is the contents of character, not the superficial, ok.
