In a statement issued on 09 September, the Cambodian embassy in Washington DC claimed that democracy and respect of human rights are in smooth progress in Cambodia. The statement was issued right before an opposition MP and two NGO representatives were to provide their testimonies to the US Congress Tom Lantos Human Rights Commission (TLHRC), an institution involved in the review of human rights issues in the world. The Cambodian spokesman of the ministry of Foreign Affairs has already indicated that what the opposition MP and the NGO officials will talk about are not constructive criticisms.

Expecting that the opposition MP and NGO officials will not provide positive viewpoints about the Phnom Penh regime to the TLHRC, Hem Heng, the Cambodian ambassador to Washington DC, tried to attract the public opinion by claiming that democracy and human rights in Cambodia is continuously progressing since 1993.

In a addition to this major point, Hem Heng also raised about the respect of freedom of expression by Hun Xen’s government which allowed thousands of NGOs, news media and unions to set themselves up in Cambodia.

Regarding the legal dealing of SRP MP Mu Sochua and Hang Chakra, the editor-in-chief of the Khmer Machas Srok newspaper, the Cambodian embassy in the US claimed that they were dealt according to the law, just like in any developed country in the world (sic!).

The last point of the Cambodian embassy statement raised was the issue of social land concessions provided to poor people along various provinces, however, it also criticized groups of people who grabbed these lands and turned them into private properties.

It is not yet known what SRP MP Mu Sochua, Dr. Pung Chiv Kek, President of the Licadho human rights organization, and Mr. Moeun Tola, the director of CLEC, will tell the US Congress commission.

Nevertheless, Koy Kuong, spokesman for the ministry of Foreign Affairs, is already certain that the trio will not provide any constructive criticisms. Furthermore, he claimed that because the TLHRC is only listening to one side, it cannot receive truthful information.

Meanwhile, in Phnom Penh, the Cambodian Human Rights Action Committee (CHRAC), an organization regrouping 21 NGOs, and Amnesty International issued a 70-page report about forced evictions in Cambodia. The report indicated that poor people in Cambodia are usually victims of land-grabbing by rich and powerful people who put pressure on the legal system.

ACID ATTACK ON TAT MARINA
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed acid attack.
"On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
"On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

PUT SAMPHORS WAS SHOT DEAD BY MEAN SOKCHEA, A RCAF MAJOR WORKING IN BRIGADE 70.
Hun Sen's personal Bodyguards Unit (Brigade 70) is a terrorist organization.
Hing Bunheang is a March 30, 1997 Grenade Attack suspect identified by the FBI.
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed murder, again.
"On September 4, 2008, Mean Sokchea, a RCAF major working in Brigade 70, shot dead 21-year-old waitress Put Samphors at a restaurant in Kandal province. Mean Sokchea, in a drunken stupor, fired his gun and apparently mistakenly hit Put Samphors in the stomach. She was taken to a hospital but later died of her wounds. Mean Sokchea was detained by the police overnight but was then released, allegedly after intervention by Hing Bun Heang. Put Samphor's family received US$2,700 from Mean Sokchea, and the police told them that their daughter was shot while authorities were chasing robbers."

This idiot is supposed to work for the Nation and only for CPP. As a public servant, he cannot attack opposition party at all. The dispute between CPP and SRP should be settled by their debates in public forum and in Parliament and not by any public servant at all. All public servants have kept themselve calme and work for the National interest. If I am working for USA foreign affairs, I would kick him out for melting his country poltical parties problem to his own appointment as Embassador. He is very naive and didn't understand the different between Exil government member and oppostion party members.
If Mu Sochua is a member of an exil government, then I can support him. But Mu Sochua was elected by Cambodian people and is a legal representative of a Cambodian parliament.

that's why mr. hun sen always used the law because some individual just don't understand the term civility in gov't. by the way, civility mean there are appropriate time and place for everything in gov't. you have to respect your chain of command, really, if they don't they will be in trouble with the law, really. so, when you are in trouble with law, don't cry out loud calling them abuses or whatever. you have to understand the law, really! otherwise it would be like the KR era again which is lawlessness, ok! we have tp avoid that at all cost, ok! that's all!

If Hem Heng tells the truth about Human Rights in Cambodia, Hanoi will invite him to Vietnam and he will be disappeared; Hanoi then replaces him with another Cambodian name it sends from Vietnam. This new one will be worsen than the current one.
