Politicians manipulate border tensions [-Hun Xen is accused of playing the nationalism card due to his frustation with the KRT]

Territorial dispute could be resolved if it wasn't used by leaders on each side to divert attention from internal issues

For a man who has been holding an iron grip on Cambodia's highest political posts for over a decade, one would think that Prime Minister Hun Sen had learned a thing or two about statesmanship. Unfortunately, judging from his latest statement in reference to Thailand, this hasn't been the case.

Hun Sen on Monday ordered his troops to shoot any trespassers, civilians or military, in a simmering border dispute with Thailand.

"If they enter again, they will be shot," the Cambodian strongman told officials, who responded to this statement with applause.

"Troops, police and all armed forces must adhere to the order ... for invaders, shields are not used but bullets are used," Hun Sen said in the speech at the opening ceremony for Cambodia's new Ministry of Tourism building.

He also said he might raise the issue at the Association of Southeast Asian Nations (Asean) meeting next month, and added that if Thai Prime Minister Abhisit Vejjajiva displays a map that suggests that overlapping, disputed territory (around the historic Preah Vihear temple) is in Thailand, he would tear it up.

Hun Sen's remarks came just over a week after scores of yellow-shirted People's Alliance for Democracy (PAD) protesters rallied at the disputed border area near the 11th-century Preah Vihear temple to demand that Thai troops reclaim the 4.6-square kilometre overlapping patch of land.

It didn't seem to bother the PAD protesters that the area is the site of clashes that have claimed the lives of seven soldiers since tensions flared last year.

This long-running territorial dispute heated up in July last year when Unesco, the United Nations cultural agency, approved Cambodia's bid to have the temple listed as a World Heritage site.

The previous government of Samak Sundaravej initially supported the Cambodian bid until a Thai court ruled that the endorsement was unconstitutional because the Parliament had not approved it.

Besides these technical obstacles to the endorsement, the then foreign minister, Noppadon Pattama, also faced a massive street protest by the yellow shirts, who accused him of cosying up to Phnom Penh in exchange for better relations that could translate into lucrative deals for Thaksin Shinawatra and his family's investments in Cambodia.

Both sides rushed troops to the border, which resulted in several minor gun battles.

Some international observers say that Hun Sen has been frustrated at home because the UN genocide tribunal investigating the former Khmer Rogue regime - of which he was once a member - would like to go after more suspects accused of committing crimes against humanity. The Khmer Rouge ruled Cambodia from 1975 to 1979 in an orgy of killing, before being ousted by a Vietnamese invasion. Hun Sen going after Thailand, as well as the country's leaders and ministers, is seen as an attempt to stir up nationalism and divert attention elsewhere, some observers say.

But such a tactic is not exclusive to Cambodia. Thai leaders, such as Thaksin Shinawatra, have employed this kind of smoke screen when the international community corners them. Needless to say, these tactics don't resolve anything. The problem doesn't go away.

If anything, Hun Sen's un-statesman-like comment this past Monday was indicative of how the Cambodian strongman provokes Thailand at a time when the Thai people are at each other's throats. We hate to admit it, but his doing so deepens this internal wound of ours, which only we Thais ourselves can heal.

Of course we can't put all the blame on Hun Sen. Furthermore, bad taste is not a crime.

The people of Thailand are going to have to work this thing out by themselves. If we could only turn the clock back, we would surely agree that it would be a mistake to politicise the border issue.

The entire nation is divided, not only on internal political and social issues, but also this border dispute. One of the reasons why we can't come up with a common understanding, much less common policy, is because we have permitted our political leaders to politicise it from the beginning.

What both sides should have done was to let technical experts resolve the problem.

The current course taken by Thailand and Cambodia is a lose-lose one, whatever way we look at it. To save time and heartache, as well as to prevent possible further loss of life, both sides need to put a lid on the war of words, sit down and work out the issues quietly - like mature and modern countries are supposed to do.

Why can't you learn to tell the whole truth, greedy Thais? What Hun Sen said was if Abhisit showed up with Thai unilaterally drawn map during a negotiation, Hun Sen would either tear up the map or walk out of the meeting.

Hun Sen is absolutely right to do that. Who is stupid enough to negotiate based on map his opponent unilaterally drawn. How about Cambodia draws its own map for the negotiation? Can you Thais accept that?

Hun Sen is more smarter than this analysis. I think his intention was to stop the verdict of Thai's biased court against the previous Thai government.

Yes, let technical experts resolve the problem! But first Thailand needs to stop bringing up a map drawn up unilaterally! Modern country doesn't draw up a map which can be recognized only by it self! Between Cambodia and Thailand there is a treaty in 1904 which resulted in a map recognized and signed by France and Siam. The Hague’s International Court used that same map in 1962 to award Preah Vihear Temple to Cambodia. And Thailand accepted that. So how only now that Thailand keeps talking about a disputed area surrounding the temple? The map internationally recognized is still there to be used by both countries to solve any territorial claim between the two neighbors. The matter is quite clear and simple if we use only the map recognized and signed between France and Thailand between 1904 and 1908. Civilized countries respect international law. The Hague’ International Court decision in 1962 which awarded Preah Vihear Temple to Cambodia, as well as the UNESCO in a meeting held in Quebec in 2008 awarding the status of the World Heritage to Khmer Preah Vihear Temple should be respected by all civilized countries. Actually all countries, excepted Thai politicians, cheered those decisions. Does Thailand refuse to be part of the Modern and Civilized World?

I can understand the cause of your anger, but my question to you and anyone who wants to get this fire fight going, who is going to do the dying? us bloggers here or the poorly paid, or may hardly paid, poorly equipped, Khmer soldiers on the front line. Over in the West, people join the fighting forces because they are interested learning to fight, in fighting. Over in Cambodia, they join because that is one of the ways, or maybe in the only way, to feed their families. And then they die. Who feeds their families now?

I first thought only Bangkokpost plays journalism in fused with hatred message toward Cambodia,but to my surprise The Nation fuels up division and hatred against Cambodia even more.
This is what Khmer elderly used to tell us metaphorically that Siam tongue laced with sugar but its anus filled of acidicity.Plainly Siam can't be trusted since 1238 when its first Khmer noble reneged his own nationality to be founding king of Siam city state kingdom then.
In Preah Vihear case,The Nation seems to project Siam natural untrustworthy mannerism in full view.It blames PAD leader Limthongkul(Chinese)then Thaksin(also Chinese)for the problems.But The nation failed to acknowledge the current situation in Siam leads to Cambodia staunch defense over its property originated from Yellow house hypocrisy in Hua Hin by yellowish dictator General Prem.

The Nation can paint Hun Sen in big brush as not statemanship but how about the Yellow belly Bhumibol hypocrisy in using both Chinese to gain his wealth.
For the record, I have not for once approved what Hun Sen did.But The Nation shall know by now that how Yellow Siam Chinese Sarit Dhanraj used Preah Vihear to justify Siam colonialism.

Abhisit Vejjajiva is using land invasion as a scaped goat because they are going through their political turm oils. So, their government is trying to change the topic by misleading Seim people to focus on other things rather than on him as an incapable Prime Minister and they know it too well that the Temple is belonging to Khmer people but yet they are trying to make trouble to convey the Thai people to focus on something else rather than on him, on the other hand, it is a way of getting their people back on track, like instead of fighting with each why not fight with the Khmer? This is called politic! They are trying to promote love and unity for their own people and stop fighting each other. So, therefore Khmer government needs to learn more about politicians' intention because it could lead into an effective outcome for the whole nation just like Thai government does.
