I believe Hun Sen would make good of his threats of violence if the KR Court goes ahead with prosecuting more KR leaders. The most likely scenario would be grenade and bomb attacks in PP and other major cities perpetrated by viet agents and/or Hun Sen's bodyguard unit. A lot of Khmer civilians will die as a result. What happens next is anybody 's guess.
Hun Sen announced that bring more KR senior to tribunal would spark a civil war?
How could the tribunal court that try to bring justice to the Cambodian people spark the war? Who really sparks civil war? Who funds the war? War with who? Who fights who?
If Hun Sen himself does not start the war, who will start the war? The Cambodian people won't. They are tired of war. War kills people, war brings destruction, war brings people to their knees, war poors the nation!
Hun Sen announcement means he Hun Sen himself starts the war. He loves war. He does not want people to have justice because he was a KR who loves killed people.
If war erupts again in Cambodia because of this tribunal, Hun Sen is the one who creats a new war. He is the one to be blamed. He is the one that needs to be locked up in jail with no way out.

On behalf of all Cambodian victims have asked the ECCC must put these people on trial such as NORODOM SIHANOUK, HENG SAMRIN, CHEA SIM, HUN SEN, HO NAM HONG, KEAT CHHON SIM KAR and OUK BUN CHHOEUN.
These are the real Khmer Rouge Leaders whose murdered Khmer people since 1970 to present time.
I the civil war really breaks out, only Hun Sen is the one who creats a new civil war. Just like Sihanouk brough the civil war with his Vietcong to destroyed his very own country and his very own people, in order to keep the power as a King. The same as Hun Sen in order to keep his own power stronger, he has to scared the International Court and his people that he will bring a new civil war in Cambodia if the International Court bring more Khmer Rouge Leaders to trail.
The reason that Hun Sen doesn't want ECCC charge for perpetrators because he is afraid when he loses election, he will be trial in the court because he made alot of bad action like corruption, killing and so on.
