The group of Cambodia’s territorial integrity watchdog reacted to the cooperation agreement memorandum between Cambodia, Vietnam and Laos, saying that it is Vietnam’s ambition to swallow Cambodia in order to strengthen the Indochinese Federation.

The overseas-based Cambodian Border Watchdog expressed its concerns about the cooperation memorandum issued on 30 November by Cambodia, Vietnam and Laos, saying that it is subterfuge by Vietnam to swallow Cambodia for its own expansion only.

A local villager claimed that border post no. 109 was planted inside his cashew tree orchard. What Rong Chhun's delegates observed was that the border post was indeed smack in the middle of the orchard belonging to Cambodian farmers. The photo above shows Rong Chhun holding a press conference on the spot.

Border post no. 108 is about 70% completed, this border post is planted in a sugar cane field that now belongs to Vietnam, however, Cambodian villagers claimed that this land was formerly theirs and they grew crops here.

Rong Chhun’s group to visit Cambodia-Viet border in Kampong Cham on 05 December

Phnom Penh – The Cambodian Watchdog Council (CWC) led by Rong Chhun announced that it will visit the location of border post 109 in Da commune, Memot district, Kampong Cham province, on 05 December 2010.

According to this announcement dated 29 Nov 2010, Rong Chhun, who is also President of the Cambodia Independent Teachers’ Association (CITA), indicated that CWC delegates will perform a study visit to border post no. 109 to evaluate whether it encroaches on Cambodian territories or not? Next, CWC will raise this issue with the government so that the latter will review and resolve this issue.

The CWC communiqué indicated that the trip to the border on 05 December is aimed at checking border post no. 109 separating Cambodia from Vietnam, following complaints from local villagers who indicated that the planting of this border post encroached on rice fields belonging to Cambodian farmers living there.

Rong Chhun’s original plan to visit the border on 24 November 2010 was cancelled due to the tragic accident on Koh Pich Bridge on 22 November which led to at least 351 deaths and 395 injured.

Members of the Cambodia Watchdog Council are currently traveling to visit the Cambodian-Viet border in Takeo.

Rong Chhun, CWC President, indicated that about 10 members of his council are currently traveling to visit post no. 270 delimiting the border between Cambodia and Vietnam, located in Chey Chauk commune, Borey Chulsa district, Takeo province. He said that the visit takes place after local villagers accused the Viet authority of planting the border post inside Cambodian territories by about 150-meter. He indicated that if this accusation proves to be true, he will send an official report to the government to revisit this case. Rong Chhun hopes that the Cambodian authority will not prevent his group’s visit to the location.

The Takeo provincial police commissioner could not be reached as his phone was busy.

As for sVar Kim Hong, the chairman of the government border committee, he cannot be reached yet.

On 03 June, SRP MPs were unsuccessful once already when they tried to visit the villagers who accused the Viet authority of planting the border post on their rice fields, by about 100-meter into Cambodian territories. A few days later, Funcinpec MPs went to visit the Cambodian-Viet border in Phnom Den, Kirivong district, but they were unsuccessful also as the Xmer authority prevented them to do so.

Statement

The government of Cambodia always denied and hid information on the loss of Cambodia territories stemming from the encroachments by neighboring countries, in particular by Vietnam which is considered the super friend and the benefactor of the current leaders of Cambodia, in spite of the fact that local people living in the areas involved have clearly indicated that their rice fields are lost due to the new border posts which are planted several hundred meters into Cambodia.

The case of border planting in Anh-chanh village, Borey Chulsa district, Takeo province, clearly reflects a new truth in which Cambodian territories are lost. The new border post is planted on rice fields that are located more than 100 meters away from the new canal dug in 1979 [note: Vietnam usually dig canals along the border to demarcate its territories.]

The 1979 canal became the new borderline unilaterally proclaimed by Vietnam, and Vietnam forced the then-Republic of Kampuchea to recognize the 1985 land border treaty with the aim of redrawing the historical border of Cambodia.

It should be noted that the border delineation in Takeo encroached into Cambodia by more than 1 kilometer (in certain zones) from the old border that was delimited by the French colonial regime in 1940, that border was the Vinh Te canal, known as Prek Krobao in Khmer. Chey Chauk commune in Takeo province borders with Motr Chrouk province (Chau Doc in Vietnamese) and the Vinh Te canal set the limit between the two countries. The Vinh Te Canal extends from the south of Borey Chulsa district, to Koh Andet and Kirivong districts in Takeo province all the way to Kampot province.

Furthermore, in the border delineation between Cambodia and Vietnam, we observed that the Cambodian side merely accepts the delineation decided by Vietnam because this delineation was set through the 1985 land border treaty when Vietnam occupied Cambodia, and also through the 2005 Supplemental border treaty. In addition, the border posts and the current border posts planting operation is under the financial charge of Vietnam, therefore, Cambodia is not delineating its border by itself, but it is merely told by Vietnam to accept such and such area as the border between the two countries.

The Cambodian people are puzzled as to what nationality the current leaders of Cambodia and their accomplices belong to? Because all that they do is to stand up, look and accept such encroachments of Cambodia’s territorial integrity by a foreign country. Even though the Cambodian government always claimed that this border delineation could affect the territorial integrity of both countries, we observed that only the Cambodian people are crying out about the loss of their lands to Vietnam. We have never heard Vietnamese people crying out about the loss of their rice fields to Cambodia at all.

We wonder if the border post planting – which Cambodian people and experts are not allowed to visit and learn about at all – can be claimed that it was done with government transparency or not? Does the government think about our national interest or not?

CWCI believes that Cambodia will not lose its territories only if the government respects the Constitution and only when it make uses of the 64 maps deposited at the UN to verify the border location right on the spot using GPS surverying.

CWCI strongly condemns the Cambodian and Vietnamese governments which agreed with each other to plant a border post that encroached into Cambodian territories. Based on Radio Free Asia’s report broadcasted in the evening of Tuesday 25 May 2010, Cambodian villagers from Anh-chanh village, Borey Chulsa district, Takeo province, have expressed concerns over the loss of their rice fields after Vietnam, with the close cooperation of the Cambodian authority forces, planted a border post on top of their rice fields. CWCI observes that the encroachments of Cambodian territories by Vietnam are taking place successively along provinces bordering the two countries, and the Cambodian government never showed this truth to the Cambodian public so that they know about this fact. Instead, the Cambodian government only helps to defend these encroachment acts and it turned around to prevent and fight the protesters, as evidenced in the case in Svay Rieng where the Cambodian victims of the encroachment there were sent to jail.

We demand that the Cambodian government put an immediate end to the planting of border posts with Vietnam because this border delineation violates the public will and the Cambodian Constitution as they led to a major loss of Cambodian territories to Vietnam. The Cambodian People will continue to condemn any leaders who allow foreign encroachments and foreign takeover of Khmer territories.

CWCI statement regarding 07 January 1979, the date of the Vietnamese invasion of Cambodia

Dear Compatriots,

Tomorrow is the 31st anniversary of the Vietnam invasion on Cambodia which consequently ruled over our country for 10 years and still continues its influence until today through its installed puppet leaders-Hun Sen, Heng Samrin, and Chea Sim whose role is to implement new Vietnamization politics over Cambodia. They are subjected to implementing all the illegal treaties, 1979, 1982, 1983, and 1985 and the Border Supplemental Treaty 2005 and the recognition of the invasion day 7 January 1979 as the Liberation Day.

With this, The Cambodia Watchdog Council International (CWCI) strongtly condemns such an act of the Cambodian leaders, esp. CPP leaders who they themselves are the puppets of Vietnam.

The Norway-based Cambodia Watchdog Council International (CWCI) demanded that the Cambodian government release the two Khmer villagers whom the Svay Rieng tribunal decided to imprison.

Men Nath, the Chairman of the CWCI, indicated in a statement released on 27 December 2009 from Kristiansand, Norway, that “the court should stop being used to arrest the victimized villagers and the latter, Mr. Prum Chea and Mrs. Meas Srey, should be unconditionally released.”

Mr. Prum Chea and Mrs. Meas Srey were among 5 villagers who were summoned by the Svay Rieng court for questioning, and they were placed under arrest on Wednesday 23 December. The other 3 villagers fled in fear.

CWCI criticized this situation. It indicated in its statement that “the Cambodian government is serving Vietnam’s policy by inflicting sentences on its own people to please the Hanoi’s regime.” CWCI also condemned the Cambodian government in the planting of border posts that led to the loss of 4,000 to 6,000 square-kilometers of rice fields belonging to Cambodian villagers living along the border.

CWCI also expressed its extreme disappointment in the answers provided by Var Kim Hong, the chairman of the government border committee, to the National Assembly based on the questions raised by SRP MP Son Chhay. During the clarification session, all that Var Kim Hong did was to dodge the questions asked.

With all that can be seen above, CWCI considered that not only the Cambodian government does not have the will to defend Cambodia’s national integrity, but it also allows neighboring countries to encroach on Cambodian territories, and the government made all attempts to defend these countries in their swallowing of Cambodian territories.

Statement

On 12 June, the Cambodian Confederation of Unions (CCU) was prevented by several hundreds of Cambodian government police force from holding a peaceful demonstration during the official visit of Thailand Prime Minister Abhisit Vejjajiva in Cambodia. The demonstration goal was to demand that Thailand pays damage compensations for Cambodian people living near the Preah Vihear temple. The action [of the Cambodian government] clearly confirms that Mr. Hun Sen’s government is nothing but a client-state of Thailand, and it agreed to dismiss Cambodia’s honor and benefit altogether. Furthermore, the prevention of this peaceful demonstration by CCU only encourages Thailand to pursue further its aggression on Cambodia because the Cambodian government is taking all measures to silence its own people, and preventing them from protesting. This is a clear violation of the Cambodian Constitution which grants full rights to Cambodian people to hold public gathering, and to hold peaceful demonstration and strikes.

With its plan turned down by the authority, CCU led by Mr. Rong Chhun and his colleagues decided to hold a press conference at its office instead. Nevertheless, Mr. Rong Chhun and his colleagues were still followed by the authority, and especially by secret government agents. This is tantamount to intimidation and threat against the personal safety of Mr. Rong Chhun and his colleagues.

CWCI is very concerned about the safety of Mr. Rong Chhun and his colleagues who could suffer from [ill will] attempts by Cambodian government secret agents. Due to past mishaps suffered by union and political activists after they were followed and threatened by government agents, these activists became target of murder attempts and the perpetrators of these crimes were never apprehended by the government nor were they brought in to face justice.

CWCI strongly condemns the actions taken by the government authority against CCU, and we call on International and National human rights groups to pay close attention to this case, we also call on them to push the Cambodian government to immediately cease all its threatening actions, as well as its prevention to hold public gathering and peaceful demonstration, and its repression against union and association activists.
