Opposition Pushes Council on Corruption Law

Opposition lawmakers submitted their own anti-corruption law to the National Assembly on Monday, in a symbolic act to push the Council of Ministers to hand over the real draft.

The Council of Ministers approved a much-anticipated anti-corruption law in December, but it has not moved the bill over the National Assembly for debate.

Officials at the Council say the draft is undergoing proofreading by legal and anti-corruption experts, but Sam Rainsy Party lawmakers said Monday the law needs to be debated and passed.

SRP lawmaker Son Chhay delivered the opposition draft to the office of National Assembly President Heng Samrin Monday evening.

“We have not yet received any government anti-corruption law, so we must request our anti-corruption [draft] as a necessary means to effectively fight corruption in Cambodia,” Son Chhay said Tuesday. “It is very important for the government to fight against corruption and for development.”

Donors have pushed the government for years to pass anti-corruption legislation. The US estimates the government loses $500 million a year to the practice and in February began training government officials in its prevention.

“The anti-corruption draft law will be able to pass before the completion of the training course against corruption in late June,” Om Yentieng, head of the government’s anti-corruption unit, said Tuesday.

Phay Siphan, a spokesman for the Council of Ministers, said the draft law will be made public when it moves to the National Assembly for debate.

Cheam Yiep, a lawmaker for the Cambodian People’s Party, said the draft legislation was important for the National Assembly to consider, but he added that the government’s law was a bigger priority than the opposition’s.

Just don't put an earning cap on Hun Sen's salary. We want him to able to have a private jet flying all his buddies around Indochina.

Does Mr. Heng Somrin AKA Heng Suoy care about the draft? He just listens to Hun Sen telling him what to act.

Mr. Heng Suoy abides to the rules of law when he’s told to do and disrespect the law when it comes to bribery.

Don't expect the clowns to respect oppositions pal!

If khmer don't love khmer, no one in the world will! So, wake up every body, enough civil war. We need to learn from the past mistakes and turn it into a positive learning outcome. In other words, the gov't must include all intellectual people and get some ideas off them because they are the foundation to re-build its nation and country. Just look at the Aust way of life, they have migrated many skilled people from all over the world and use them to improve for the benefit of its nation and country. Aust is only just above 200 years old and their cities and house are very modern into the 21st century. Now, all khmer leaders need to promote unity and avoid all personal conflicts at all cost. Do not let the outsider look down on us no more because others will take advantage of our downfall. So please, listen to me carefully, 1) create a welfare system to help the poor 2)having a police headquarter in every province to protect the poor 3) putting new infrastructures as quick as you can 4) Building new drainage and dams to catch rain water for future uses or sale them (make them into commodities) 5) increase in population growth so that we can develop and improve the quality of life. We can not do it without qualified people. Finally please learn to accept critical judgment in term of how to improve the country. In other words, it is all about work and nothing to do with personal issues and so don't turn against each other, instead give each other an applause, if disagree the do the vote without bias. Usually, the gov't would listen to their opposition leaders and follow suits. Aust

Our Prime Minister Hun Sen can do almost everything even the border demarcation with the Vietcong government and send Cambodian troop to fight the Siem naked aggression but when it comes to passing anti-corruption law and he is helpless and powerless!
