The National Assemblies of Vietnam and Cambodia will soon kick-start a project to install network equipment for information processing and Intranet access at all agencies of the Cambodia National Assembly.
The agreement was reached at a working session between the two countries’ legislators during a visit to Cambodia from February 22-27 by a Vietnam National Assembly delegation.
In the first phase of the US$300,000 project funded by the Vietnam National Assembly, Vietnam will supply servers, computers and transmission lines to Cambodia this year and will complete the installation of equipment for the Intranet to support information processing between Cambodia’s NA agencies during the second phase one year later.
While in Phnom Penh, the Vietnamese delegation, led by Nguyen Si Dung, deputy head of the NA Office, was received by Cambodian National Assembly Chairman Heng Samrin, who praised the effective cooperation between the two legislatures.
Chairman Heng Samrin thanked the Vietnamese Party, National Assembly and Government for providing great assistance to Cambodia in its past struggle for national liberation and in its current process of national construction.

The wole idea is that if Vietnam owns or operates the network infrastructure, Vietnam will be able to control who will have access to the network and to a large extent what content of the information will be blocked or allowed, and most importantly spy on any user Vietnam choose to.

They are not talking about public network infrastructure here, that has already been done. So if Vietnam wishes to censure cambodia's superhighway it can already.
The new development here deals with the government internal secure network (intranetwork), this means there are no such thing as national security or top secret information where iCambodia is concern to Vietnam.
This is nothing short of saying Vietnam should now chair cambodia's intelligence and secret service or national defense. I can see clearly now that Hun Xen has completely submit cambodia as a province of Vietnam. There is no more sovereignity now. Maybe Hun Xen allow this to happen because he is stupid and cannot comprehend the implication of the technology or maybe he just willfully submit and betray Khmer nation.
I think it is the latter because there is no way the Cambodian government as a whole does not have any people with technical background to object this security issue.
If anyone should be sued for treason it should be the Cpp for allowing sensitive control of Cambodia information to foreigner

It should be secretive. Now vietnam enjoys spying on Khmer people via its Cell phone company. Every interaction in the country is know in Hanoi. ohhh, Cambodia won't be dissapeared on the planet but the verything will be benefit to vietnam.

Do not complain about this, specially when you are Cambodian and run away from Cambodia to the USA, Department Long Beach, France or other places.

Cambodia is like a defenseless child surrended by hungry crocodile and tiger. No matter it does, or how smart it is, it will not survive, unless it is saved or rescused by a foreign power such as China, USA or UN.
