A one-star RCAF general and his bodyguard were immediately arrested by the military police in Samrong Tong district, Kampong Speu province, after they shot an ice-hauling tuk-tuk driver and injured him. The Koh Satepheap newspaper reported that the incident took place at 10AM on 28 March 2010 along National Road No. 51 from Thnal Toteung to Oudong, in front of the gate to Wat Ang Khmao Pagoda, located in Sambo commune, Samrong Tong district. The victim was 31-year-old Korng Korn who lives in Trapaing Kantuot village, Sambo commune, Samrong Tong district. He was transporting iced on his tuk-tuk when he turned to go to the Wat Ang Khmao Pagoda, his maneuver startled one-star general Soy Narit who was driving a black Toyota Camry with his bodyguard. The Camry which was traveling from Thnal Toteung to Thmat Pong barrack had to avoid the tuk-tuk in great fright. The incident brought fury to General Soy Narit who pulled his K-54 handgun to shoot at the tuk-tuk driver. The one shot fired hit and pierced the cheek of the tuk-tuk driver who had to be taken to the hospital in emergency for medical care. As for the hot-tempered general, immediately after the incident, he was arrested by the military police which sent him to their headquarters so that his case can be built up.

I ventured to guess this hot-head purchased his military ranking. Just like everything else in this backward country is for sale, so is this hot-head's star ranking.

Interested rights groups should keep a tap on cases like this to see whether the culprit ends up being served - and sees out - due penal punishment, or evades - as is the case with so many convictions - justice through loopholes and backups in the system.
If the government is serious about cracking down on such crimes, it is all well and good for them and ordinary folk. If it is just a publicity stunt to appease public clamour for reform in public security and law enforcement, then that impunity culture is not going to go anywhere.
Individuals such as this one star general can not be where he is in terms of rank and influence without having more powerful connections somewhere in higher places. He exercises his power knowing all the while the likely consequences he will have to face up to. After a few days in jail, a phone call from another general in Military Region 4 to RCAF HQ on his behalf about the urgent need for him to resume his day to day command of his post for the sake of the region's military stability will suffice to release him of his sentence. Our general will then be back in his Lexus aided by a pistol carrying body guard driving it recklessly about town and getting annoyed by being slowed down by Tuk Tuk vehicles, or worse should they dare to overtake him!
There are just too many instances of similair abuses to mention, one of which involves parking the Lexus or other expensive 4-wheel drives right across people's entrance to their homes with a conspicuous-looking armed guard sitting next to the vehicle for intimidating effect!
People often choose to turn a blind eye on such daily abuses because they do not think it is safe to approach or reason with these individuals. A neighbour was shot by another next door neighbour - also an army officer - for making too much noise. Any sign of perceived slight could warrant a death sentence.
I would strongly call on the authority to enforce an arms ban in all residential areas. This should apply to everyone - except special units in the police dealing with armed criminals or military police on duty. This will pave the way for a transition to a more secure and safer environment for everyone.

I think you're wrong! they won't be released casue the public already knew about! Remember, he's only 1 star general. If he were 4 stars, that's another story. I'm glad the gov. took some drastic action against whoever and what positions you hold. If you break the law, you will be brought to the court of law just like all the citizens.

I'm suprise to read how many people look to Hun Sen to enforce the law. While he is the main person can do just that right now, but eventually law enforce will have to pass down the chain, to ordinary policeman. Oridnary policeman will need to be empowered, and the justice system need to have independence to interpret the law. Whatever the law prescribe, everyone has to obey. Until Cambodia legal environment evolve to such a condition there can be no progress.
Ever wondered why the Janpanese shy away from investing too much in the country? They would prefer to give hand outs instead of investing in a country where there is little law and order, and corruption run rampant.
People will continue to look to Mr. H S for justice. Unfortunately, H S will not always be around. After H S there will be another leader who the people will look to for justice.
