Son Chhay wants a political resolution with the CPP regarding Sam Rainsy’s and Mu Sochua’s cases

A high-ranking opposition official showed sign of seeking political resolution with the government and the CPP with the aim of ending all the legal problems faced by Mrs. Mu Sochua and opposition leader Sam Rainsy. The latter is currently living in self-exile overseas since the end of 2009. However, government officials claimed that the cases of Mrs. Mu Sochua and Mr. Sam Rainsy are application of the law by an independent judiciary system.

On 20 July 2010, at the Baitong Restaurant in Phnom Penh, SRP MP Son Chhay, who is also the parliament whip, told reporters that, in the future, the SRP and the CPP could have a political compromise in the cases of Mr. Sam Rainsy and Mrs. Mu Sochua in order to end the legal disputes.

Son Chhay said that he has no confidence in the use of outside influence to pressure the current government, therefore, there is a need to push politicians from both parties to resolve their differences together to show their political maturity by agreeing to unite for the greater national interest.

Tith Sothea, a high-ranking CPP official and the mouthpiece of the Press and Quick Reaction Unit (PQRU) of the council of ministers, said that there is no political compromise because the cases of Mr. Sam Rainsy and Mrs. Mu Sochua involve individuals who violate the law, and the resolution must comes from the court, they are not political cases.

Tith Sothea added that opposition leader Sam Rainsy has no political value for the Cambodian people, therefore, MPs Sam Rainsy and Mu Sochua should abide by the law and they should participate in the strengthening of the rule of law (sic!).

It is so obvious that Sam Rainsy and SRP members have disregard Cambodian laws. So, he doesn't afraid to break the laws, but when he gets court, he turns it into a political issue and run away to overseas asking for help. Now, he has run out of option and no foreigner is able to help him to return back to Cambodia, the last chance that he can do is asking the so called "political resolution" sic

We should remember that after Sam Rainsy has run to overseas whenever the journalist asked him when he will come back to Cambodia? he always replied that "he will come back soon" But now, nearly one year he is still in France. So, why SRP wants political resolution for? If Sam Rainsy always said that he will come back soon. Indeed, he added that while he lives in overseas, he is so glad to have more times to do some researches about Cambodia's map. SRP should let its boss enjoy life in France and SRP should concentrate in helping Cambodian people rather than focus on political resolution.

U.S. Cambodia Bilateral Dialogue

U.S. Deputy Assistant Secretary Scot Marciel for East Asia Pacific Affairs and Royal Government of Cambodia Deputy Foreign Minister Ouch Borith presided over the third annual U.S. Cambodian Bilateral Dialogue. The two delegations covered a range of topics including U.S. assistance to Cambodia, food security, climate change, security cooperation and regional issues.

U.S. assistance to Cambodia is designed to support the Royal Government’s priorities, as expressed through its rectangular strategy, to help Cambodia develop in the coming decades. These areas include poverty reduction, support for agriculture, good governance, and capacity building. U.S. assistance directly supports all of these priorities as it did nearly 60 years ago when the original aid program of was launched in 1955.

The two sides also discussed other ways in which our nations cooperate including our military to military relationship and the impending arrival of the USS Mercy, a hospital ship which will make port in Sihanoukville on the 15th of June. Ambassador Marciel also spoke about U.S. support for the Khmer Rouge Tribunal, and was brief by the Deputy Foreign Minister Ouch Borith on the achievements of the Royal Government's efforts in combating extreme poverty, improving education and healthcare, and expanding basic infrastructure; and the challenges mainly caused by the global economic crisis. The Cambodian side also briefed Ambassador Marciel on Cambodia's anti-corruption efforts and judicial reform.

The bilateral dialogue presented the opportunity for the group review planning for the 60th Anniversary of diplomatic relations between the United States and Cambodia. The Anniversary will be commemorated by a series of events in July. The U.S. Cambodian bilateral relationship has matured greatly during this period, especially during the last ten years. Although there are areas on which we will inevitably disagree, both sides expressed confidence that the depth and breadth of our relationship today will continue to strengthen in the future.

United States Launches Political Accountability Program

Released in Phnom Penh, April 20, 2010

The United States today launched a five-year, $16.2 million program designed to promote accountability and transparency in government in Cambodia. The new Accountability in Governance and Politics (AGAP) program will help Cambodians hold their government accountable for policy performance and implementation.

At a launch event at the Inter-Continental Hotel in Phnom Penh, U.S. Ambassador to Cambodia Carol A. Rodley joined Deputy Prime Minister Sok An in praising the potential of the new program.

“The United States looks forward to working with all of our counterparts in government, civil society, and political parties to strengthen democracy in Cambodia,” Ambassador Rodley said.

“I’m excited about the extensive expertise and experience each of these organizations is bringing to their respective areas of the program, and I am confident that we will see positive results over the next five years.”

The program will be implemented by a consortium composed of the International Republican Institute, the National Democratic Institute, and the International Foundation for Electoral Systems.

AGAP will build on the progress of the previous U.S. political competition program. U.S. support for town hall-style Constituency Dialogues, which will continue under the new program, have allowed citizens throughout the country to discuss issues affecting their everyday lives directly with their elected leaders.

Meanwhile, U.S. assistance for programs targeting people under 30 years old, who make up 70% of the population, has helped widen participation in the political process. The Youth Council of Cambodia and the Youth Leadership Challenge television show, which will also continue under the new program, have exposed millions of youth to democratic principles in an engaging and entertaining way.

Mr. Son Chhay is right about outside influence to pressure the CPP Government, the ruling party is experience in dealling with international community, time and again the oppoisitionuse the incident such as these to highlight the problem in Cambodia and usually during donnors meeting there are conditions favouring the oppoisitons bu this time around nothing, the US is also now coming to the CPP parties so what else is there for the opposition to do? Thay now risk being seen as the ones who are not complying to law and order.
Whatever outcome on thing is clear using external pressure won't work anymore!

- Beloved Compatriots!

Today is almost thirteen months after my participation in the Inauguration Ceremony of a new Monivong Bridge and Grounding Breaking Ceremony for the Construction of the overpass that was held on 24 June 2009. Once again, I have great honor to join the official Inauguration Ceremony of Kbal Thnal Overpass. A year is over, but the great achievement is in front of us and will be forever with us. It facilitates our travelling and fixes traffic congestion at all time. With a first overpass of our history, I would like to share happiness with your Venerable Monks, Excellencies, Ladies and Gentlemen, and Compatriots all over the country and people living around this bridge. Shortly, this bridge offers countless benefit through our utilization. At the same time, I would like to compliment effort made by the Phnom Penh Municipality and relevant institutions for making this construction project completed within twelve months with attention and high responsibility.

According to the report by H.E. Kep Chutema, Governor of Phnom Penh Municipality, this bridge is built on both heads of old and new Monivong Bridge. It is made of concrete and is 308 meters in length, 14.2 meters width and 5.20 meters height. It costs 6,440,216 USD to be built. Certainly, this overpass is not accidentally appeared, it is the outcome of the efforts and firm decision of the Royal Government for the cause of internal integration, economic efficiency, equity of sharing growth and solution to traffic jam. I am of the view that this overpass will raise profile of Phnom Penh which is the heart and center of politics, administration, diplomacy, economy, commerce, industry and tourism of the Royal Kingdom of Cambodia. Moreover, it is a starting point for the construction of other overpasss in Phnom Penh, provinces and cities as the nation is ever making progress and economy is leapfrogging. I strongly contend that Phnom Penh Municipality will make further effort to expand and improve infrastructure and beauty of Phnom Penh in the form of tapping Phnom Penh resources to develop Phnom Penh, namely “using the capital’s budget for the capital’s development” or through mobilizing external resources.

Development of infrastructure such as construction of road and bridge is key priority stated in the Rectangular Strategy-Phase II of the Royal Government and is of significantly strategic nature for implementation of pacifism and physical integration policy, and is also a policy that promotes and supports growth and poverty reduction of the people. Having ensured political stability, peace, security, order and economic growth so far, Cambodia needs to develop infrastructure that is extensively covering the whole nation, modern and responding to the demand of highly civilized society such as construction of overpasss, underground bridges, bus station and railway station. Although, at the present our infrastructure has been remarkably and proudly expanded and improved, we are not going to stop our activities here, that is to say we must continue building, repairing and improving both old and new infrastructures.

At the moment, since Phnom Penh has made a huge progress in socio-economic sector, construction of high rise building, roads and bridges, all of foreign tourists, investors and friends who come to visit Cambodia always deeply admire achievement and development. This makes us feel extremely proud and be strongly committed to the national development process, especially in the capital city of Phnom Penh and other provinces in order to enhance the prestige of the nation as well as attracting investment to transform Cambodia to become a small dragon in Asia in the future.

We can actually realize this vision only if we all, in the Government, private sector, families and individuals, try our utmost as a unified set of resources for common objective, which is the socio-economic development goal in order to transform Cambodia to be a small dragon in the future due to the fact that Cambodia is now already in full peace, security and stability, which is the pre-requisite for development. Together with this long term vision, I have realized that we have to effectively fulfill our duties with good governance by trying to generate more revenue for public spending, which is to support development, economic growth and the implementation of various interconnected and complementary projects. The development of physical infrastructures, especially in the potential areas such as Phnom Penh and other provinces, are the significant priority to achieve the set vision that require us to be highly committed with high responsibility and sufficient capacity.



I clearly understand that we still have many other development projects while our society is in progress in all sectors and the requirement of travelling and transport is also very much growing. In this context, if we do not promote the construction, renovation, expansion, and the improvement of road and bridge infrastructures we will never be able to solve the problems of traffic congestion, local integration and within this we will never be able to achieve economic efficiency and equity of the growth sharing.



In this connection, related ministries and institutions and all levels of local authorities must cooperate and implement the infrastructure development projects according to their ability of resources with high quality, long durability and good beauty. At the same time, when high- rise and modern buildings are being planned or constructed in the country, especially in the capital city of Phnom Penh, we have to also consider the balance of development projects between high rise buildings and sky bridges and the impact on the residential areas and traffic congestion.



In the capital city of Phnom Penh, we certainly need more overpasss in the congested areas that require the Phnom Penh Municipality to study in details and use all means in order to solve the issues of traffic congestion and traffic accidents. Moreover, the Municipality has to study and properly install more traffic signs, traffic lights and road dividers to facilitate transportation and save the traveling time. Furthermore, the Municipality and relevant institutions have to exert more effort to campaign on traffic law, road-bridge traveling as well as driving morality. Taking this opportunity, I would like to urge all people to respect the Traffic Law, to highly keep driving morality, not to race on road, or to load higher than the height of bridge. This will contribute to traffic order and traveling in our city, like a slogan put “Respect the traffic law for all and all for respecting the traffic law”. By doing so, we are a good citizen who contributed to national development as a whole and particularly to Phnom Penh to be a Clean City, Clean Resort and Good Service.

In Phnom Penh, many roads and bridges have been built by the Royal Government, but we are facing traffic congestion due to the lack of respect of traffic law and growing number of vehicles. Currently, I noted that the disrespected traffic law created anarchic and out of order flow on the road and caused traffic congestion and accidents. It becomes a disease of our society. I am aware that traffic congestion and accidents could not be solved by only building more roads and bridges, installing traffic signs and road dividers as well as the presence of traffic police, but by having participation from all travellers. Obviously, traffic police could not control severity of anarchy and law disrespect, while travelers do not deter or follow the traffic command made by the police. However, traffic police have to continue doing their jobs based on the Law and uphold its professionalism, while avoiding using its roles and duties for personal or group’s gain. At the same time, I would resistibly urge our people to promote national dignity by respecting the traffic law and traffic police have to maintain their professionalism for the public interest.



The new achievement that we are officially inaugurating today is ours and it is born with a clear and right consideration of the Royal Government of Cambodia with effort form relevant ministries/institutions, the Municipality and the private sector. Once again, I would like to praise and highly appreciate the Phnom Penh Municipality and Private Sector for jointly investing in building this overpass. At the same time, I would like to appeal to our people, particularly to those living around this bridge and local authority to participate and cooperate to maintain for long-lasting and common interest as well as historical heritage of our nation.



To close with the inauguration of the overpass, I would like to wish your Venerable Monks, Excellencies, Ladies and Gentlemen the four Buddhist blessings: Longevity, Nobility, Health and Strength.

It is a right frame of mind of finding resolution for this ongoing
dispute.It is known and recognised
that the court is biased.

After all, it is not to win or to lose but finding the common ground for the progress of our society.

MP Son Chhay should bring this to the attention of the king, not the resolution of thge dispute but for respectable judicial system regarded as symnbol of Justice.
Ands the king has specific role to uphold justice anf security and safety of Cambodians.
Continue ignoring to roles in society against our constitution is not helpful.

CPP members should know that none could run a country by force, specially year 2010, even in the past, dictatorship doesn't last, the better way is freedom, justice and democracy. Alfter all, soon or late Hun Sen will follow Sihanouk, Lon Nol and Pol Pot, it's up to Hun Sen, you leave to be respected, you leave to be hated or you leave to be died ?

BIG Mistake:

Mu Sochua and Sam Rainsy think that they can get the EU and the US to pressure Phnom Penh government. They did all they can, running many months of campaign oversea, but so far they get no result. So now they are running out of option. They last option is to pay the fine, apologize, and move on. Sam Rainsy will likely do it when he know he doesn't have any more option. He apologize the last time. But I'm not sure if it works this time.

I ain't totally agree with your jestfully hateful statement about SamRainsy and Mu Sochua, even though I am confessingly not a Khmer PoliSickain or Scholar.

I undeniably agree with ya that SamRainsy is poliSickally afraid to come back and face your Mighty leader, SenVarman, but the last time he eventually came back, if my stupidity's is currently still not bad, SenVarman was desperately needed SamRainsy, otherwise could not receive money from donors.

Mu Sochua ain't poliSickally or psychologically afraid of SenVarman and she is still bravely standing unbelievable strong. Do ye still hear SenVarman verbly insulting her any more? SenVarman still jestfully insults or attacks only SamRainsy.

Simply imagining, if SamRaisny would bravely enough act like Mu Sochua in Phnom Pehn, SenVarman will insansely kill himself!

Son of a farmer, you really think like a rice farmer indeed :). Well, Sen no need for SR any more. The last time he asked the king to give SR pardon because he needed SR to help him change the constitution to Majority rule or 50 + 1 can form the government.

Now Sen has no need to SR or Mu. No he doesn't need them for donor to give him money. Like this time, SR and Mu was on campaign for many months to stop the donor from giving money to Cambodia, but they failed, Cambodia still receive over a billion of foreign aid.

i guess not all opposition members are as extreme as sam rainsy and mu sochua. i always admire mr. son chhay for his fair and reasonable demeanor and his vision that no outside pressure can help to change cambodia. so, making a compromise in some ways is better. i think mr. son chhay are one of those good member of parliament because khmer people like me prefer to see a leader that uses compromise approach like this for the sake of national reconstruction, unity, etc... more support and more power for mr. son chhay sound and reasonable judgment. i'm sure people can see your good action in all of this. keep up the good work and god bless cambodia.

although mr. son chhay is with opposition party, i admired his approach and his demeanor in all of this. i don't see it as a weak approach or weak person; he is looking into changing his poltical party's strategy when the old way is not working, smart people will want to reform it a bit, that's all!

sometimes, if you stop and listen to good, wise people, you too can become successful. please don't overlook listening skill, be patient, and strike a balance, especially in a hot contest. they say violence don't solve violent, well, nothing set in stone anymore, however, in general reality, violence don't resolve violence, maybe as a last resort only, but you have to exhaust all other ways first before you go that extreme way. that's all!

i think if some extremist people like same rainy and mu sochua should concentrate on dialogue to shape cambodia's policy towards reforms, strengthening rule of law, etc, instead of always run away to their overseas refuge and asking for the outside world to help them when they run into trouble with the law of cambodia,etec... now, these individual may not see themselves as unfavorable, but a lot of khmer people in cambodia are sick and tired of their ineffective tactic to make trouble all the time with cambodia. they always called for sanction on cambodia from america, the EU, etc, now, khmer people and those people who love cambodia see that as to extreme and useless tactic because these extreme individual failed to see that there are more to cambodia than some opponent politicians they are fighting with. that's why khmer people tell them that they are not good for cambodia because of this evil tactic they are using to make trouble with cambodia. instead, i suggest these die-hard opposition lawmakers conduct a civilized dialogue with all political parties in cambodia in order to reshape or reform policies, etc... otherwise, khmer people will not like them at all and they will continue to be self-imposed exile until they grow old and die from old age, or something. if they are smart, they should listen to good, wise advice from those who see a better way for work with cambodian gov't, etc... i mean, of course, cambodia can use activitism activities, that not like these individuals are doing. even activitism activities know how to appropriately conduct their jobs, and they know their limit, their rights, etc, but extremist don't know their rights exact allowing their own ego to guide them the wrong way. i think these extreme opposition member like sam rainsy and mu sochua should use their friends as mirror to tell them how others see them, instead of go by their own egotism, self-serving, bad attitude all the time. i'm sure they don't see themselves the way others see them. wake up, people!

now, even donors are beginning to see sam rainsy and mu sochua as extreme activitists. these individual failed to understand that at one point their crusade was useful, however, as time goes, so does cambodia's changes and developments, etc... and if these individual don't wake up to time, they will become extinct by their own action sooner or later. they have to understand that their extreme activities may be useful for cambodia's poltiical situation at one point in time, however, as cambodia changed wit time, etc, they better change their extreme way or donors just don't buy into their extreme ways anymore, i think, as evident by recent donor's approval for cambodia and recent US celebration of the 60th anniversary of diplomatic ties with cambodia. these oppositon individuals, particularly sam rainsy and mu sochua need to wake up to smell the coffee and get out of the tren that they seemed to be stucked in right now! or they and their cause will be just another history chapter in the long history book of cambodia.

these opposition people can't themselves even take criticism as they are blinded by their own ego attitude, etc... everytime, they try to convince america and so forth to put sanction on cambodia, they failed miserably, and they still don't wake up? how can cambodian people rely on them for leading the country when they are not smart enough to see that! i think they are real hypocrites! they often complained that mr. hun sen is in power for a long time now, but yet, they failed to lobby for term limit law to prevent that; they often complain that the same individuals are in power in cambodia, and yet they failed to see themselves the same faces of people doing opposition trouble-making, etc... you see, how can khmer people trust them and their dirty political ambition, etc? wake up, people! there are more to cambodia than just your political party, really! they think cambodia will stop exist without them or something? i guess they failed to understand the meaning of life goes on with or without you, really! they need to get their heads out of their ass, i think!

Would the CPP accept any input from anyone when the regime has absolute power? Sam Rainsy and Mu Sochua have better chance to bring true democracy to Cambodia with outside influence. Just look at the recent issues like corruption law passed through NA without regarding of the SRP objection. There is no incentive for the regime to deal with other voices when no pressure is put upon the CPP. Compromise is dead with the dictator. Cambodia needs uprising.

12:40 pm, I agreed w/u. I think exstreamist either way is very dangerouse for the country. Especially the young country in the process of developing it country. Definately the opposition can play the job of check and balance to not let the incumbanne govt. become dictator. Prime Minister terms should be in place. Nobody can governce for life, thus, this go for HS as well. Even King Sihanouk think of his successor. It is about time that Cambodian think about the next person that could take Cambodian to the next level of development! Definately not klatocracy....This very dangerouse because it only maintain, surpression and persisitant of opression and poverty for Cambodian and her country...

i think the one leader who can set moral example to only run for the most two terms, will be remembered in the history book of cambodia forever by khmer people and the world. it is the one person that really changed or reformed cambodia's traditonal way of gov't. i hope that leader will appear soon in cambodia to settle this for the record and leave a lasting and impressive legacy for cambodia and khmer people forever. have that leader born yet? cambodia is calling for that good leader to appear in cambodia soon. god bless cambodia.
