OPPOSITION leader Sam Rainsy announced over the weekend that he planned to file new lawsuits abroad accusing Prime Minister Hun Sen of crimes against humanity in connection with the “K5 plan” carried out by the People’s Republic of Kampuchea government.
“I want to see Hun Sen handcuffed,” Sam Rainsy said Saturday by video link from Finland during a press conference at Sam Rainsy Party headquarters in Phnom Penh. “This is also a crime against humanity.”
Sam Rainsy said that he planned to file lawsuits in Finland and other countries against Hun Sen, but would not reveal when or where. “I don’t want to say which country’s court I will file the complaint in so as to avoid Hun Sen knowing – in order to have Hun Sen slip up and be arrested,” he said.
In 1984-’85, the PRK government and its Vietnamese mentors devised the “K5 Plan” in response to the continuing threat from the Khmer Rouge, which had retreated to the Cambodian-Thai border region and resumed guerilla resistance efforts after being overthrown by the Vietnamese in 1979. Hun Sen became prime minister in 1985.
Historians estimate that between 140,000 and 380,000 Cambodians were enlisted in a conscripted work effort from 1984-’87 to clear, secure and mine the densely forested border region. It is thought that thousands died from malaria and land mines. Historian Evan Gottesman has said that 25,000 died from malaria alone.
Cheam Yeap, a senior lawmaker of the ruling Cambodian People’s Party, yesterday dismissed the allegations against Hun Sen, saying people voluntarily participated in the campaign, and that it was necessary to protect the country from the Khmer Rouge.
“If K5 was carried out to defend Hun Sen’s house, I would be worried, but because [we] did it for the nation to block the return of Pol Pot’s regime, I am not concerned,” he said.

Mr. Sam, I'm not a member of your polical party, but I have a tendency to support you, for I don't like a second Pol Pot like Hun Xen in the 21st century. But how can your demand be done if Hun Xen have all the power he needs. Unless Hun Xen plays with fire like Saddam Hussein did, Hun Xen would be handcuffed; otherwise, it's almost impossible for anyone to topple him, if he's not be punished by the deadly power of nature, like a lightning, or a giant earthquake that can suck in his Tiger Lair manson.

It is terrible to see Mr. Rainsy use this kind of language. I am not sure what he hopes to achieve by using such abrasive statement. What I can tell is that he is shooting himself in the foot. There’s some people working behind the scene to come up with some plan to convince Hun Sen to allow Sam Rainsy to come back to the parliament.
After hearing Mr. Rainsy questionable statements in recent days, I don’t think anyone can convince PM Hun Sen to let Mr. Rainsy come back to Cambodia.
In politics, you can not let your emotion run loose. You have to learn to control it and stay cool!

Sam Rainsy is so childish. He is like a crying little boy losing the game and want revenge.
Are you kidding, Hun Sen is not a citizen of the US or Finland. They have no right to arrest or summon him to court in those countries.

What you need Mr. Sam Rainsy, is a cabinet of advisors and legal expert team - not to make rash judgment calls by yourself like that. It comes out as unthinkable!
You need to take a step back Mr. Rainsy, the more aggressive you become, the more popular Hun Sen's image will be made to be.
The hero status will turn upside from you to Hun Sen. Tread carefully, as a politician you should know better and understand diplomacy!
That's the problem with Mr. Rainsy from day one. He don't listen to anyone. He thinks he alone can solve the problem.

I wish that Mr. Sam Rainsy stop engaging in this personal vendetta against the country’s prime minister. He needs to focus on national issues that are applicable and relevant to the current political and social climate.
What he has said and done raises more questions about Mr. Sam’s integrity than it does about the issue that occurred a couple decades ago, though; there is no statute of limitation on crime against humanity.
One would ask these questions: If Mr. Sam is truly cared about human rights issue, why hasn’t he filed the suite while he was in Cambodia or raised the issue from the beginning like in 1993? Why he was O.K with it for all this time and raised the issue now.
Mr. Sam needs to be careful with his actions. There are educated Khmer now than ever. I don’t refer to those who hold fake degrees. They are watching the situation carefully. He needs to work hard to gain their supports if he ever hope to gain more traction in the future for his party.
Very sad to see HUN SEN still using the harsh words.

I don't know if HUN SEN had taken some anger management class that apply to all leaders from: Group Leader, Supervisor, Manager or Plant Manager to President of the Company.
They require those individual to take this class because they don't want you regardless you are having higher or lower education or not but if you some sort of leading people you must learn how to talk in public. Ethic class is very important for HUN SEN.

Sam Rainsy has never forgotten the atrocity against cambodian people but he did what he could to seek justice for the victims while jugglin political game with mr hun xen. I believe mr sam rainsy waited this long to file lawsuit not against mr hun xen not because he forget about the crime but because he wanted to win politically in camboda before he round up all cpp criminals, and so you need to understand the game of politics.

The reason why Sam Rainsy didn't file his complaint in Cambodia because:
1-Due to political atmosphere
2-Cambodia Justice System so bias
3-HUN SEN doesn't allow the freedom of expression and jailing people with his power.
If there is room for him to express he would have stayed in Cambodia to do all these things.
When he went to Svay Rieng to removed those temporary that planted in the farmer's land he got warrent arrest. He is only protecting Cambodia.

As to you point that he wants to win politically first before he rounds up all CPP criminals. I wish that you are correct in this view. I just don't see that a possibility. Unless he is cool, calm, and collected first.

In politics, no one can avoid casting personal attacks against one another, but the decent one should make his personal attacks sounds like he's a real well-educated one. Don't spit out like Hun Xen does. Hun Xen was born arrogant and cocky. Only a complete and disgraceful failure can change a man like him. But how?

filing lawsuit against Hun Sen is always the right thing. It does not matter when, but it should have been done way back. Hun Sen wanted to lock up Sam Rainsy out of Cambodia, and Sam Rainsy wanted to Lock up Hun sen in the country. How did Hun Sen get his Phd by talking like an asshole?

cambodian people know who has arrested khmer to serve youn for own power. served by allowing youn immigrants flow in to destroy natural resources, cutting some land on the border and set kor pram to kill khmer just after the first killing field.
