Letter from Canadian Senator Rose-Marie Losier-Cool to Canada's PM in favor of Sam Rainsy

Monsieur le Premier ministre,

Je vous écris aujourd’hui pour demander à votre gouvernement de respecter l’esprit et la lettre de l’Entente conclue à Paris en octobre 1991 et visant la restauration des droits de la personne au Cambodge.

En effet, malgré la restauration de la royauté et d’un début d’État de droit comme conséquences de l’Entente, la qualité des droits de la personne dans ce pays est en nette détérioration depuis 2007, alors que les partis politiques royalistes et d’opposition sont de plus en plus marginalisés et brimés par la mainmise du Parti du Peuple cambodgien. Ainsi, le chef du principal parti d’opposition cambodgien, Sam Rainsy, vit désormais en exil en France par crainte d’attentat à sa vie.

De plus, Transparency International a confirmé dans son plus récent rapport publié aujourd’hui à quel point le Cambodge est désormais un pays corrompu, classé à l’heure actuelle au 154ème rang des 178 pays analysés par cet organisme.

J’encourage donc votre gouvernement à clairement rappeler au gouvernement cambodgien ses obligations face à la Déclaration universelle des droits de l’homme. J’encourage également votre gouvernement à cibler en ce sens sa politique étrangère et son aide internationale visant le Cambodge.

En conclusion, je vous prie d’agréer, Monsieur le Premier ministre, l’expression de ma considération distinguée.

Mr. Prime Minister, I am writing you today to ask your government to respect the spirit and the content of the Agreement concluded in Paris in 1991 with the aim of restoring human rights in Cambodia.

In fact, in spite of the restoration of the kingdom and that of the fledgling state of law as a result of the Agreement, the quality of human rights in this country is clearly deteriorating since 2007 when the royalist and opposition parties are further marginalized and bullied by the Cambodian People Party’s (CPP) stranglehold. Thus, the leader of the main Cambodian opposition party, Sam Rainsy, now has to live in exile in France for fear of attempt against his life.

Furthermore, Transparency International confirmed in its latest report published today how Cambodia is now a corrupt country, and ranks 154th among the 178 countries involved in this organization’s study.

Therefore, I encourage your government to clearly remind the Cambodian government about its obligations vis-à-vis the Universal Declaration of Human Rights. I also encourage your government to target its foreign policy and its international aid towards Cambodia.

In conclusion, please accept, Mr. Prime Minister, my highest regards.

SAM RAINSY IS ONE KHMER, HE LOVES HIS COUNTRY, VIETNAM DONT' WANT HIM THERE, VIET NAM DON'T LIKE SAM RAINSY, WE MUST BRING HIM HOME.
