UNITED NATIONS, October 27 -- After leaving Thailand where political gatherings were banned during his stay, UN Secretary General Ban Ki-moon is now in Cambodia, where people facing mass eviction for the political elite were banned from protesting along Ban's route.
Inner City Press for the second time asked Ban's spokesman Martin Nesirky if Ban will meet with those threatened with eviction, or just take a letter as he did in Thailand.
Nesirky said that “if there is some kind of written communication these people who are protesting would like to hand over, I'm sure that would be possible.”
But the written petition was already delivered, and Ban was aware of it, without impact. It was reported that “Aimee Brown, a spokeswoman for the Office of the UN Resident Coordinator in Phnom Penh, said Ban knew of the requests, but said his office had not yet decided on whether he would meet them. 'He's definitely aware that there are protestors, and he is aware of the petitions that have been received,' Brown said.” So what's the answer?
It's already reported that Cambodian “Prime Minister Hun Sen has ordered [Ban] to remove the head of the local UN human rights office, accusing him of acting as a 'spokesman' for opposition groups. During a meeting with Ban at his offices in Phnom Penh this morning, Foreign Minister Hor Namhong said the premier had 'proposed' that Christophe Peschoux, head of the local office of the UN High Commissioner for Human Rights, resign his post.”
Inner City Press asked Nesirky if Peschoux will keep his post. “That's an internal personnel matter,” Nesirky replied. He added that Ban stands behind the office and, by implication, it's staff. Video here from Minute 5:04.
It does not appear that Ban raised the issue of violent anti-drug programs, highlighted by the UN Special Rapporteur on the Right to Health. And Ban's human rights tour goes on.

Inner City Press: I want to ask about the Secretary-General’s impending trip to Asia. There is a report to the Third Committee by the Special Rapporteur on the right to health about, among other things, what he sees as the violated practices in anti-drug programmes in many of the countries that Ban Ki-moon is going to be visiting — Cambodia, Viet Nam, Thailand — and he calls very strongly for the UN to move against people who are incarcerated. This is all according to his report. I just wonder: of the many issues obviously on the Secretary-General’s agenda as he visits these countries, is he aware of that? And there is a separate issue in Cambodia, where people has said that they are going to try and rally in front of Ban Ki-moon about evictions, forced evictions, in Cambodia. Are these… Can you sort of… Can we get a run-down of what issues he is planning to raise, and I just wonder whether these two are among them?
Spokesperson Martin Nesirky: Sure. And again, I seem to recall that Farhan gave you a bit of a run-down on the trip last week, sitting here. As the trip progresses, we will be giving details. The Secretary-General and his delegation are en route at the moment to Thailand where, as you know, the visit starts. They then move to Cambodia and on to Viet Nam for this UN-ASEAN [Association of South-East Asian Nations] meeting and then to China, where, as you know, the Secretary-General will be visiting Shanghai, Nanjing and Beijing. On the question of health, the very specific point that you raised, we can find out and probably tell you as the visit progresses. The same goes for the second part that you mentioned.

It's very typical of a Khmer Rouge language and behaviour.
I don't think that Hun's govt. can afford to kick the UN out! The threat is just full of air...this indeed a behavior of a dictatorship...threatening everybody except himself and his crony...when Hun leave Cambodia..he just a small men...couldn't event find his own bathroom...he need another person to show him where is the bathroom. Can you imagine..government borrow foreign money...spend money on his assistant to make sure he can get to barthroom on time!
I feel sorry for Khmer people...the longer khmer people willing to take the crab from Hun sen...the longer they suffer...and not only that...they will compromize their children's future for a fair competion in the democratic and free market society...waik up...try to imagine Cambodia without Hun Sen, don't let his fear get you! Fear is only a shadow enermy that Hun Sen creat...waik up...know that the power is in your hand - Vote Hun Sen out in the next National election...and whoever won the election...must have past the law of two terms (as Prime Minister). Allow other capable Khmer to lead the country to a better and prosper country...Take your power and allow Democracy to serve Khmer people...people power!
As Hun Sen proposed the request to remove UN Rep in Cambodia, Ban Ki Moon should think opposite to help Khmer people. Bunch of monkeys including Hun Sen must remove first by votes in 2013.
Hun Sen (Khmer Rouge comrade) was very scare of his pass and present criminal activies and do not want to stand in trial with other Khmer Rouge leaders so he ordered UN Human Rights office to close and stop trying Khmer Rouge leaders after case 002 meaning case #2. Hun Sen must obey Hanoi ordered to save his life from punishment by Hanoi.

The second Khmer government will kick
opposition from Cambodia,because they never help Cambodia to be peaceful for Khmer.They always make trouble everywhere.
If Ban does not do anything from his visit, it is the encouragement for tyrants to increase their abusing against the poor and vulnerable.

OK 7:47 am - I too second of your second to 6:59 AM....Khmer are very nice people and they deserve better that the Hun's govt. They need the government who not only can take care them to compete vis-a-vis in the region, but also to be able to ensure that Khmer children will be secure their competion through education and compete with other nation around the region and the world. Given the current govt. only the children of their clant able to come to study abroad....The question is why don't they strenghten the education system in the country? Make sure that the education system is good for all Khmer children. Don't just corp-out and only think for your children. Arn't all Khmer people have their children too? Don't their children deserve equal opportunity for educatin? In addition, you have to think about your children's future as well! Just imagin, if your children go back to rule Cambodia - they wouldn't speak the same technicle language like your children, thus, it is like give your children to work with cows (because they wouldn't understand what their leaders want them to do). Than don't blaim of being uneducate...because what you are doing to Khmer people...your children will pay for bad Kamar that your are doing right now!...
If you look at the case digit number 001, there would be 998 cases more need to be prosecuted for the genocide during Hun Sen's brother, Pol Pot,ruled Cambodia. This may included Hun Sen company and the one talked blindly shit on this forum. Remember UN is the world body can not do whatever Akwak want.

It is time Hun Sen is voted out of the office.
Internal matter, my a@$. My taxmoney is not. Hun Sen only knows when you choke off his life-support, then he'll back off. If it don't respect its own obligation to the treaty then choke him off. He will crawling up to donors again. Stop throwing away good money.
Hun Sen tries to show the poor, powerless Cambodian and world that he is a real powerful man in Cambodia. By kicking out of Peschoux, show the civilian of Cambodia that don't dare with me. The UN should pick Ah Samdech Dekchous Hun Sin and replace Ban Ki Moon, because Ah Hun Zin can tell Ban what to do. So Ban comes to Cambodia only as Ah Hun Xin's guess, that is all.
Hun Sen threaten to close the UN office.
But he looks like a little kid who could not get his wanted candy, when Ban Ki-Moon told him that the UN office in Cambodia exist due to the mutual agreement between the UN and Cambodia. As for its staff that is the UN internal affairs.
In order word Ban Ki-Moon told Hun Sen: “Stop your childish ranting.”
