[Thai] PM keeps options open on ceasefire

Abhisit non-committal on four-point draft proposed by Hun Sen; Cambodia 'ready to station Asean forces' on its soil if Thailand rejects proposal

Prime Minister Abhisit Vejjajiva yesterday expressed some reservations about a ceasefire agreement proposed by his Cambodian counterpart.

"It's too early to talk about the signing of the agreement," Abhisit said. "I've not yet seen the details."

Abhisit, so far, has said he would welcome bilateral talks with Cambodia and support from Asean. He was convinced that Asean would not interfere in the content of the issues discussed at the negotiating table.

Cambodian Prime Minister Hun Sen said during a rare press conference yesterday that Cambodia would ask Thailand to sign a permanent ceasefire, witnessed by Asean foreign ministers or the Asean chairman, next Tuesday at the meeting of the grouping's foreign ministers in Jakarta.

"It will be better if the Asean chair can sign on the permanent ceasefire," Hun Sen was quoted as saying by the Xinhua news agency. According to Xinhua, he has put forward four points for a permanent ceasefire:

  1. Cambodia and Thailand agree to stop fighting permanently. There should not be any more armed clashes;
  2. There should be no movement of armed forces during this time and the armed forces of both sides should maintain their current positions until a resolution on demarcating the border;
  3. Cambodia and Thailand must encourage the two countries' army commanders to open talks to improve cooperation to restore the situation to the pre-July 15, 2008, level;
  4. To ensure the effectiveness of the ceasefire, Cambodia will ask Asean countries to monitor it.

"I believe Thailand will not agree at this point, but if Thailand does not agree on the fourth point, Cambodia will receive forces from Asean countries to be stationed on Cambodian territory to observe and ensure the ceasefire," Xinhua quoted Hun Sen as saying.

Hun Sen said he had sent the four-point permanent-ceasefire draft to Abhisit through Thai Deputy Prime Minister Trairong Suwankiri, who is now in Cambodia for the opening of Thai trade expo.

Hun Sen stressed that the multilateral talks would be used only in the border dispute with Thailand. All the meetings, even those of the Cambodia-Thailand Joint Commission on Demarcation of the Land Boundary, must have the participation of the Asean chairman or representative, and Thailand should not be afraid of the presence of the third party.

"Other than the border dispute and the Preah Vihear Temple, other issues such as trade, tourism and culture could have a bilateral fora," Hun Sen was quoted as saying by Xinhua.

"I appeal that we don't push the situation into confrontation on all sectors," he said. "We should contain the dispute."

However, on the issue of the Preah Vihear Temple, Hun Sen said: "We cannot walk back on this issue, it's the heritage left by our ancestors. I just maintain and protect it for our next generation. We don't want any land from the other."

Cambodia will welcome all types of observers from Asean, he said. "Observers can be civilians, military or police, they can be from an Asean group or each country can send their own observers to the disputed areas."

Thai has American and UN full support. Small Asean countrues can't do much good to Cambodia. Where are their weapons come from? They just come to suck Cambodia natural resource such oil 2012 and mine, forest, lands, sea as China and Vietnam demonstrate in the past 1970-Now. ( China support Khmer rough give rushty AK and now weapons again Viet tanks, Viet support Hun Sen regime khmer poor until now but Hun Sen families, relative and friends are spending $US 2000 per night club everyday ).

Cambodian people if Hun Sen regime still remain you will never ever get life style as Singapoor, America, Japan at all. You will at the age of 81 years pushing cyclo everyday for the money to buy foods.

KI must do everything to save all cambodian...educate them more please.

Why do Kos Trol, sea and lands proximately over 10 000 km2 have been lost to Vietnam by who treaty? Why don't Cambodia goverment transparency explain to cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian army are fighting at front line for 4.6 km2 and what's about over 10 000km2 of cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian army you are decide the fade of your nation, Cambodian army as well as cambodian people must rethink about this again and again. Is it fair?

Kos Trol, Sea and lands over 10 000km2 have been lost to Vietnam by who treaty at 1979 to 1985 treaty! treaty! Cambodian army at front line as well as all cambodian people must rethink again about these issues. Are cambodian army fighting to protect the Cambodia Nation or protect a very small group that own big lands, big properties or only protecting a small group rather in the real name of protecting khmer nation?

Cambodian army at front line suffer under rain, wind, bullets, bombs,lack of foods, lack of nutrition, their families have no health care help, no securities after they die but a very small group eat well, sleep well, sleep in first class hotel with air conditioning with young girls message, have super health care from oversea medical treatment, they are billionairs, millionairs who sell out the country to be rich and make cambodian people suffer everyday as cambodian people know already.

Who signed the treaty 1979-1985 that result lost over 10 000 km2 of Cambodia??? Why don't they transparency inform all Cambodian and cambodian army at front line about these issues? Why don't include Kos Trol ( Kos Trol size is bigger than the whole Phom Phen with planty of natural resources ) in education

Thai also use anti tanks missile guide make from US to wipe out Hun Sen regime Tanks. Hun Sen's tanks cab be see from the satilite very clear because they are made from metal. Anti-tank missile can delivery very accuraccy to destry all Hun Sen tanks by using live GPS guide from satilide.

All cambodian army don't stay in the tanks if you want to survive OK!

Hun Sen can't update military weapons due to Hun Sen's regime so much currupted. They use the nation money for them pockets only.

This stupid guy first ask for war, now he acting like a good guy by challenge Thai to sign cease fire agreement, to made himself look like he the guy challenge for peace, what an idiot? He call for U.N.S.C. to deploy troops to protect him after he got kick in the ass badly!
Well U.N. know this thug very well, with his infamy reputation, they don't even want get involve, they keep tell him to negotiate!
because know very well that this guy is the one that instigate the war! shame,shame,shame! with the garbage attitude!

Hey 7:19PM, quit pretending your identity as Khmer. I can smell that you're not a cambodian citizen. How in the world a small country like Cambodia wants to have war with a country which have 4 or 5 times more populations than itself? Cambodians want peace and rebuild from a long torn civil war. Now Thai agressor who doesn't like to see Cambodia improved that's why they do whatever it take to destroy Khmer and steal everything from Khmer and claim as their own. I wish they burn to hell.
