It's all about the person's upbringing and also the person itself. I live in Seattle and I know quite a lot of Cambodians in their 20s who speak Khmer VERY well, some who speak it okay and some who struggle like there is no tomorrow.
The same goes with other ethnicity. There are Chinese, Vietnamese and Korean students i know who speak their own language, but its actually 1st grade or 2nd grade level broken Cantonese, Vietnamese or Korean.
