To remedy the shortage, a firm policy was created and Cambodia has successfully resolved this challenge by keeping and re-electing the same few Khmer Rouge intellectual survivors to run the country for the past 30 plus years, and continuing forward!
As evidence, you could see Cambodia's familiar government officials year after year, decade after decade. The international community considers this a very successful model of "stability" and "development" (?) of both economic, political, and democracy.
