Heng Samrin was a fomer Khmer Viet Minh before he became Khmer Rouge and also former military commander of Hun Sen and Hun Sen, Chea Sim and Heng Samrin they all were under military commander of So Phim of Eastern Zone between 1975-1979.
Some people said, heng samrin is a vietcong from chop or memout rubber farm, sent into Cambodia since French colonization

i think, as human being, we all have bad history of some sort. however, it is the reforms that matter, not necessarily the past because the past is history, it's not like you can go back and change the past, you know. the key word is "reformed," ok!
however, in any professional that requires ethical good conduct, once a person committed a crime like a felon, a criminal of some sort or breaking the law, etc, their credibility is ruined for life, especially if they want to get in leadership or other professions that requires good ethical conduct, you know. there's always an exception to the rule for some and not for other, you see. so know the difference!
